This study evaluates the extent to which the government's financial support policy, the Audio-visual investment fund, contributed to raising capital for Korean films. Audio-visual investment fund in the Korean film industry, which has been formed through the public sector support since 1999. The Audio-visual investment fund is a leading financial support policy for the Korean film industry, and began with the investment of the Small and Medium Business Administration and the Korean Film Council. It has become an important source of Korean film production costs and has spread to other cultural industry sectors, as a way of capital procurement for a start-up companies and cultural projects. This study reconstruct the data of the organizations such as the size of a new investment fund by public sector, the ratio of public capital contribution, the amount and number of investment in Korean films, investment multiplier compared to equity investment, and the internal return rate(IRR) of liquidation funds in the Korean film capital market from 1999 to 2017. The purpose of this project was to provide the basis for assessing the achievements of the Audio-visual investment fund policy in contributing to the growth of the film industry.

It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

In this study, questionnaires and field interviews in practice the use of PMS, in assessing companies' usage and employee's perceived importance of performance measures for the characteristics of PMS was investigated. The results of this study can be summarized as follows: First, the companies in the respective business environment and strategies to improve the performance measures reflect, but was using a lot of financial measures. Second, discrepancy-between employee's perceived importance and companies' usage of non-financial measures was showed. Thus, there is a need to develop a variety of performance measures and increase the use of non-financial measures. Third, the company has to consider design and use of PMS to induce the awareness of employees and behavioral changes in order to improve organizational performance.

Recently, the cases that many works of the korean independent animation advance to the world by steps and some of them win the grand prix in famed global animation film festival are proving the growth potential and competitiveness. In this situation, to guarantee the continuous, and reliable as well, growth and international competitiveness of it, it is needed to ensure the government's systematic supports. Although it is a bit leaned toward the creative animation for a theater, however, or many kinds of supporting system are established and carried out, independent animation is still suffering from the financial pressure. As of now, it is must be considered of the international standing of korean independent animation and is needed to be discussed how the government's supporting systems are proceeding and what they are performing. From this point of view, this paper will study the present condition and international standing of the korean independent animation, and further, will examine and analyze the on-going supporting systems. This, consequently, intends to present the direction of government's system to promote the korean independent animation.

Securing publicness and efficiencies are the two core goals for implementing quasi-public bus system. However, researches for evaluating the quasi-public bus system with respect to the two goals have been very limited. This study represents an attempt to evaluate the system performance in these two aspects. To achieve this, a framework for performance evaluation is developed. Utilizing the framework, the 5-year performances of the quasi-public bus system in Busan are evaluated. Acess, agency and public interests are employed as criteria for publicness evaluation. Financial aspects of operators, labor, vehicle utilization, productivity and operational costs are selected as indicators for efficiency evaluation. The results show that the publicness of bus services has been vastly improved, while the efficiency has been also improved in most areas except in cost and vehicle utilization aspects. The results of this study will be of use for planners and policy-makers developing strategies for system improvement. It is hoped that this study can be further refined by adding and adjusting indicators which this study may neglect or ignore.

The purposes of research is to understand the need of and the effectiveness of multilevel model to evaluate community support program in watershed areas. If the properties of policy target have hierarchical characteristics, the multilevel analysis is an adequate method to evaluate and test the effectiveness of policy. Also, the technique of multilevel modeling is extended to testing the relevance between performance appraisal and policy effectiveness. The case study of watershed region's community support program was estimated using satisfaction and economic aid level of policy target. This research has three results. First, the multilevel analysis should be used in nested data structure to estimate the effect of policy intervention. Second, the indexes of multilevel modeling should be used complementally to that of the traditional index approach. Third, the spatial hierarchical structure should be considered as the hierarchical structure in policy evaluation.

South Korea is carrying out and expanding smart grid pilot projects to build a framework for a national smart grid and expand overseas markets. It is important to properly evaluate performance for the projects and further develop related businesses in a more desirable direction. This study is to provide evaluation criteria for the performance of smart grid pilot projects and a basis for further continuous development according to the type of projects. Evaluation criteria were selected through reviews of documental materials and expert discussions. The viability of the proposed draft in the situation of South Korea was examined by expert Delphi surveys. The Delphi surveys were conducted twice, and therefrom drawn were 18 evaluation criteria for 6 evaluation categories.

Information Technology represents substantial financial investment for government organization. However, it seems that the real goal of IT investment, which is to make government more efficient, effective, and responsible through IT systems, has not been seriously aware of in the government organizations. As a result, despite of large investment in IT over many years, substantial benefits accrued to the work, such as process innovation and work efficiency, have not actually occurred. In this paper, it is argued that, since IT benefits will not be realized without any effective benefits realization efforts, it is needed in IT evaluation to put more emphasis on the efforts. Therefore, it is suggested that appropriate IT evaluation can possibly work as a guideline for deriving the desired benefits through the IT investment. In this study, some of the well known approaches were reviewed about what IT evaluation and IT benefits realization efforts should be. Current evaluation method was analyzed from the perspective of benefits realization. On the basis of the analysis, this study leads to suggestions that improve the current ways of evaluating IT performance, helping government focus on realizing practical IT benefits at work.

정부는 그 동안 공공부문의 문제점으로 지적되어 왔던 낮은 경영성과, 저 생산성, 고비용 구조, 낮은 시장 대응력, 조직 운영의 비효율성 등의 문제를 해결하기 위하여 공공부문을 포함하는 정부 혁신을 강력하게 추진하고 있다. 이러한 혁신의 핵심은 체계적인 성과관리에 있다. 지방공기업 역시 경영효율성을 높이고 경쟁력을 강화하기 위해서는 무엇보다도 자율 경영 체제하에서 경영성과를 정확히 측정하고 그에 따른 보상체계를 마련하는 것이 필수적이다. 논문에서는 이러한 BSC(Balance score card) 기반에서 다원화된 평가주체에 부합하는 지방공기업의 성과 지표에 대한 틀을 설계하고 이를 이용하여 실례로 광주광역시환경시설공단에 적용한 사례를 보이고자 한다.
