최근 늘어나는 에너지 수요와 석유 및 천연가스의 공급 부족에 대비하여 석탄을 전환하여 부족분을 메우는 기술의 수요가 늘고 있다. 동시에 기후변화를 가속화하는 석탄기술의 확산을 어렵게 하는 정책이 수립되고 있어 석탄 이용 분야가 큰 딜레마에 처해있다. 두 마리 토끼를 다 잡기가 가장 용이한 석탄이용 기술이 가스화를 기반으로 하는 석탄전환 기술이다. 중국을 중심으로 진행되고 있는 석탄 전환기술의 현황과 단기 전망을 설명하고자 한다.

IT 기업과 같이 그들이 보유한 지식이 수익 창출의 근원이 되는 기업들은 개인의 경험들을 조직의 지식으로 변환하고, 보존하여 그들의 구성원들이 이러한 지식을 활용할 수 있도록 하기 위해 많은 노력을 기울이고 있다. 지식 경영의 중요성을 강조하는 많은 선행연구들은 이러한 활동이 조직 학습을 가속화시키며, 경쟁력을 강화시킴으로써 시장 변화에 대한 대응능력을 강화시킬 수 있음을 강조한다. 그러나 구성원들의 가용 시간이 곧 생산을 위한 투입 요소가 되는 IT기업에 있어서 지식관리활동은 조직 구성원들이 수익 창출을 위한 업무수행 시간을 할애해야 하고 동시에 비용을 발생시키는 딜레마를 안고 있다. 이러한 이유로 IT기업의 경우 시간과 재원의 배분은 전사 적 전략수립에 있어서 매우 중요한 정책 결정이 됨에도 불구하고 이제까지 이를 종합적인 시각에서 이해하고자 하는 연구는 그리 많지 않았다. 본 논문은 한 IT기업의 사례를 통해 비재무적 자산인 지식을 효과적으로 관리하고 이를 통하여 재무적 성과를 극대화하기 위한 시스템 다이내믹스 모델의 전략적 활용방안을 모색해 보았다. 이러한 시도는 경영자를 비롯한 의사결정 자들이 지식의 동태성과 이에 영향을 미치는 여러 영향요인들에 대한 단선적인 이해를 벗어나 종합적인 견지에서 기업이 보유한 지식의 구조와 행태를 이해하는데 도움이 될 것이며 이를 통하여 기업의 지식관리 전략 수립의 기초를 제공해 줄 것이다.

The purpose of this paper is to highlight the importance of conflict management by local government by explaining a peculiar case of Namyangju city's construction project of landfill site for incineration remnants. Policy stage and internal dynamics of conflict between city and opposition group of local residents are used as major tools of case observation. From this analysis, this study finds that the conflict management effort of local government is critical to bring a success of a public policy. The local government needs to assess possible sources of conflict, and to prepare reasonable solutions through sincere communication with local residents. Also we need to reconsider the concept of administrative efficiency. Sometimes "slow" is better than "fast". Authoritative and hasty policy process may face unexpected obstacles, then consume more time to fulfill the policy goals. It means that the local government needs to spend more time for policy formulation. It also shows the importance of democratic process in reaching a public policy decision. In conclusion, this study confirms that the cooperative relationship between local government and residents, so-called governance, is the key to the success of public policy.

Animal welfare was introduced relatively late to Korea in comparison with Western countries. Nonetheless, the Korean government has continuously improved animal welfare-friendly regulations as policy instruments. Given the current situation, it is predicted that spontaneous settlement of the animal welfare policies will be difficult and may cause conflict in the farm animal industry. To identify and categorize conflicts caused by animal-welfare-related policies in the last five years, we investigated the awareness of animal welfare among Korean hen farms and the level of compliance with the animal welfare regulations. We collected a sample of 53 egg-laying chicken farm operators (e.g., owners or head managers) was collected through the on-site survey (90% confidence level (Z-score: 1.65) and 10.18% tolerance, based on a number of 797 egg-laying farms in 2020). Ethical conflicts on the farms were categorized into three different types according to the hen farm's ethical awareness level: passive, moderate, and active. Additionally, we investigated the correlation between compliance with regulations and ethical consideration. This study confirmed that compliance with animal welfare-related regulations significantly correlated to the level of ethical consideration of farm operators. Interestingly, we also observed that farm operators did not comply with the regulation despite their high level of awareness of animal welfare. This conflict implies contradiction and unresolved ethical dilemmas. Therefore, this study argues that the policies cause conflict in the field despite the certain level of effectiveness on animal welfare regulations.

This study aims to understand the experiences of rights-based social work practice in a residential facility for people with intellectual disabilities. A representative residential facility practicing a human rights perspective was selected by recommendation of professional groups. Using a qualitative case study method, data was collected and analysed. In detail, it explores the experiences of rights-based social work practice at both organizational and individual levels respectively, and then discusses ethical dilemmas that arise from workers in the process of rights-based social work practice. According to results at the organizational level, rights-based social work practice of the residential facility began from workers' interests in needs of users with intellectual disabilities. Some trials to apply human rights in social work practice resulted in regulations for people with intellectual disabilities and stepped up organizational culture on human rights perspectives. And, at the individual level, self determination and choice of users with intellectual disabilities were stressed among various forms of human rights. As the results of rights-based social work practice, it appeared to be improved for the participation of the users, workers' human rights sensitivity, and qualities of rights-based activities. However, ethical dilemmas still existed. Hence, rights-based social work practice should understand a process of dynamic interaction between users and workers, which require workers to endeavor continuously. This study is significant in that it explored rights-based social work practice, focusing on field experiences for the first time in Korea, and suggested practical tasks to settle it down in the future.

This study aimed to examine the dilemma of rural China under rapid urbanization process after economic reform, by paying attention to the problem of the order of village community and the expression of individual desires depicted in the film with a rural background. To this end, the narrative analysis, which is suitable for exploring the story structure and expression style of the text, was conducted to examine the community order and ethics, patriarchy and paternity, and the expression of desires of subject. In the film, closed space and villagers, who are disciplined by community customs, local culture, and formality of the rule of manners, are depicted. The film is covered in a form of mystery movie dealing with the deaths of members of the village community. However, the film talks about the rise of the Imaginary desire of subject against the symbolic rules of community order and ethics through the puzzle pieces story according to the perspectives of the characters. In conclusion, through the narrative analysis, it was possible to examine the implications of weakened communal discipline and paternity of the countryside by the rapid urbanization of China, and implications of the lethargy and neurosis of the subjects.

In this study, we established a framework for measuring the internationalization of innovation systems. Through this, we try to make a comparative analysis on the atomic energy and space sector in Korea. According to our analysis, the atomic energy sector has a higher level of internationalization in its innovation system with technological level than the space sector. This study indicates that the internationalization of innovation system is an important factor for catching up a leader. The framework, which was developed in this study, could be applied to many case studies on an international leadership of innovation system. In addition, it could provide some implications for technology management, especially in the sectors which fell into a strategic dilemma.

Our basic objective in this paper is to identify a relationship among services, technology level, and service innovation activities using service science approach. The empirical tests are two-fold: first, to find out a difference in the level of service innovations, depending on the service levels and vice versa; second, to investigate the relationship between technology level and service activities and between technology level and service innovation activities. The results of the study are as followed: (1) Service innovation activities are different depending on service activities. (2) Service activities are different depending on service innovation activities. (3) Differences between technology level and service activities and between technology level and service innovation activities do not exist. These findings have implications for both research and practice.

The purpose of this study is to examine the role of medical practitioner in the medical field during the drama 'Descendants of the Sun'. The research design is a qualitative research to analyze the role of medical staff in medical field through drama. To collect this study data, we selected the communication scenes in the medical field in the 'Dawn of the Sun'. The collected data were analyzed by content analysis method. The study results are classified into four categories; 'decision making in emergency situations', 'cooperation among medical teams', 'support for patients', 'responsibility as a medical person / ethical dilemma'. This study has limitations in analyzing the role of medical staff by analyzing a drama. However, it is meaningful that the drama explored the role of the medical staff from the third party 's standpoint.

The purpose of this study was to develop a short biomedical ethics tool for healthcare workers, compare it with pre-existing tool, and increase reliability. Data were collected from 211 healthcare workers working in G-do. Exploratory factor analysis was carried out using Varimax rotation extraction method in IBM SPSS WIN/21.0. Convergent validity of the tool was verified by regression and correlation analysis with original tool score. Reliability was verified by calculating intraclass correlation coefficient and internal consistency coefficient. The short, reduced 21 questions tool reflected 84% of pre-existing tool's biomedical ethics. Its reliability was higher than the 29 question tool for nursing students, but there were differences in the components of subdomains and reliability coefficient. Additional development of questions through qualitative research and interviews are needed to increase reliability of the subdomains. Measurement of biomedical ethics dilemma with the tool that has validity and reliability is needed, followed by replication studies.
