Green growth policy is essentially a dilemmatic policy, because it has two fundamental but conflicting values, environment vs. economy. In this paper, how the dilemma in the green growth policy is perceived by the policy maker is analyzed. Two approach is taken to analyze the dilemma perception by the policy maker, the president of Korea. The first approach is an analysis of policy statements by the president, and the second approach is a cognitive map analysis of his statements. This paper discusses the different findings between two approach and points out the potential power of the cognitive map in finding policy dilemmas.

The purpose of this study is to provide the basic data for improving the coping ability of clinical nurses by deeply analyzing and understanding the bioethics dilemma the clinical nurses experience in the COVID-19 pandemic. To understand the essence of bioethics dilemma the clinical nurses would experience in the COVID-19 pandemic, this study interviewed with a clinical nurse and then analyzed it by using Colaizzi (1978)'s phenomenological method. In the results of this study, total three theme clusters were drawn such as 'Agony to face a situation that violates the principle of respect for man's life and dignity', 'Frustration and confusion caused by the situation in which the principle of good deed and prohibition of evil deed cannot be kept', and 'Doubt about fulfilling and not fulfilling the principle of justice'. To improve the ability to cope with bioethics dilemma the clinical nurses experience in the pandemic situation based on the results of this study, it would be necessary to establish the education and policy for clinical nurses, and also to make efforts to improve the treatment of nurses.

인간에 대한 신고전파 경제학의 가정을 확장할 경우, 인간은 사회적 선호를 가지고 있고 규범을 사용하며 전통과 관습으로부터 자유롭지 못한 존재라고 볼 수 있다. 이 논문에서는 특히 사회적 규범을 따르는 개인의 행위를 명시적으로 고려하여 내면화된 사회적 규범을 따르는 경우에 얻는 심리적 만족감과 따르지 않을 경우 치러야 하는 심리적 비용을 δ 요인이라고 개념화하였다. 그리고 나서 이러한 δ 요인이 집단행동의 딜레마상황을 해결하는데 어떤 순기능을 발휘하는지, 낮은 행정비용으로 정책의 효과성을 제고하는데 어떻게 기여하는지를 살펴보았다. 또한 이러한 #x03B4; 요인이 정책관련 변수와 상호작용하여 어떻게 정책의 목표를 달성하는데 방해가 될 수 있는지도 들여다 보았다. 이를 위해 다양한 (가상적) 정책사례들을 살펴본 후 정책이 δ 요인과 상호보완적으로 작용하여 정책집행의 성공에 도움이 되는 공통된 조건이 무엇인지를 도출하였다. 사회적 규범을 따르는 개인들의 비율이 클수록, 정책대상이 되는 개인들의 행위에 대한 관측가능성의 정도가 높을수록, 사회규범의 준수가 개인의 이익과 연계될수록, 정책으로 실현하고자 하는 가치와 기존 규범과의 충돌이 최소화될수록, 합리적 이기주의자에 대한 통제가 충분히 이루어질수록 δ 요인은 정책과 보완적 관계가 형성되어 정책집행의 성공가능성을 높이는 것으로 분석되었다.

With the announcement of the AI national strategy, various policies for AI education are being proposed, and AI convergence education for teachers is actively being promoted. In addition, AI speakers are being sold and distributed to each home, and field studies of educational use of AI speakers have just started. This study examines the controversial problems that AI speakers may cause in AI ethics, and attempts to derive an ethical dilemma that may arise when AI speakers are used at home or at school. This dilemma can be used in the moral competence test (MCT), which measures the level of moral judgment for each group of artificial intelligence speakers.

This study analyzes the regulatory issues of stakeholders, the firm, the government, and the individual, in the data industry using the principal-agent theory. While the importance of data driven economy is increasing rapidly, policy regulations and restrictions to use data impede the growth of data industry. We applied descriptive case analysis methodology using principal-agent theory. From our analysis, we found several meaningful results. First, key policy actors in data industry are data firms and the government among stakeholders. Second, two major concerns are that firms frequently invade personal privacy and the global companies obtain monopolistic power in data industry. This paper finally suggests policy and strategy in response to regulatory issues. The government should activate the domestic agent system for the supervision of global companies and increase data protection. Companies need to address discriminatory regulatory environments and expand legal data usage standards. Finally, individuals must embody an active behavior of consent.

The objective of this paper is to analyze why China's policy toward North Korea after the second North Korean nuclear crisis have plunged into the dilemma between pressure and inducement. This paper stress that dilemma between China's two aims toward North, that is, stability in Korean peninsula and North East Asia, and the denuclearization of the Korean Peninsula that can explain China's inconsistent policies on North Korea. As North Korea publicly revealed the intention of nuclear development and China has played the mediator role for protecting its security, China's two aims toward North have faced the situation of a dilemma. Because China's two aims are directly related with stability in the neighbor that pursuit to perform 'economic development' since 1978, China's two aims toward North would not be changed easily. Therefore, as long as North Korea would not make an effort on denuclearization and China continually would maintain two aims on North, it will be continued a dilemma between China's policies toward North.

Probability of technology risk is expected to increase as the post catch-up innovation, characterized by high uncertainty and high risk, would dominate in the coming era of post catchup. Social controversy on online game as a post catch-up innovation is still ongoing, though the shutdown law was enacted by the government. Socio-technical vulnerability causing technology risk paradoxically arose from the world top-level ICT infrastructures and has been reinforced by developmentalism. While both the pros and cons of the regulation fail to recognize dilemma objectively, social cost is brought about and accumulated. With recognizing dilemma between technology innovation and risks, we can tackle technology risks and ensure responsible innovation in post catch-up era.

The purpose of this study was to examine the awareness of dental hygienists on ethical dilemma. The subjects in this study were 356 dental hygienists who worked in dental clinics. After a survey was conducted, the collected data were analyzed with a SPSSWIN 14.0 program. The findings of the study were as follows: 1. In relation to awareness of ethical principles, 64.9 percent knew the fact that there were ethical principles to abide by, though they weren't aware of the principles in detail. When they were in ethical dilemma, most of them consulted with their colleagues(84.0%). 2. As to the necessity of ethical education, 86.8 percent felt the need for that. Concerning intention of receiving ethical education, however, as many as 41.6 percent didn't yet have any particular intention about that, and 50.0 percent intended to receive that education. 3. As for influential factors for ethical decision making, hospital policies and decision-making process were most influential(3.50), and fear for a possible loss of job exerted the smallest influence on that(2.49). 4. Regarding the cause of ethical dilemma, they fell into an ethical dilemma the most due to their own professional duties(2.56), followed by patients(2.33) and cooperators(2.28). Their overall dilemma score was 2.39.

The aim of this study is to understand the ethical struggles of Child Protective Service(CPS) social workers and to indicate some implications for future studies by conducting research focusing on their ethical dilemmas and decision-making. This study used qualitative methods, in particular the phenomenological approach and 14 in-depth semi-structured interviews with CPS social workers, and were conducted and analyzed using the procedures of Colaizzi(1978). This study looks at the following research questions: 1) What kind of ethical dilemmas do CPS social workers encounter? This means what ethical dilemmas do they directly or indirectly encounter because of policy or system inadequacies and huge caseloads. 2) How do the CPS social workers make decisions when they are faced with ethical dilemmas? Making the best decisions with all of their responsibilities and burdens is the focus of this question. This study suggests the following discussions: First, efforts to emphasize 'ethics' at CPS are needed. Second, proper policies and systems based on the Korean situation are needed so that CPS social workers won't have to face 'needless' ethical dilemmas. Third, an index of ethical problems or ethical codes is necessary because principles are important to those social workers who face ethical dilemmas. Fourth, an ethical committee that protects the CPS social workers by supporting their decisions and being responsible for them is needed. Last, a debriefing system that reduces a CPS social worker's psychological trauma caused by ethical dilemmas should be available.

The 1993 U.S. Supreme Court decision on Daubert v. Merrel Dow Chemical, Inc. has changed the ways in which scientific evidence is evaluated for legal purposes. A new set of guidelines, called thereafter the Daubert Standard, that was intended to increase the judge's authority in determining the admissibility of scientific evidence in the court, turns out to have increased the burden of proof on the part of plaintiffs and have also considerably influenced the outcome of policy decisions in the regulatory areas. This paper analyzes the changes made in the relationship between science and law after the introduction of the Daubert Standard, examining the epistemological differences between its proponents and opponents. The judge's dilemma as a gatekeeper, this paper argues, is not simply that of an 'amateur scientist' seeking to learn and practice scientific knowledge per se. Rather, the dilemma ought to be that of an 'legal expert,' faithful to ethos of social justice without succumbing to the practical convenience of the Daubert Standard. This paper also suggests that there is much room for STS scholars to make contributions to the use of science in legal settings by conducting in-depth studies on court cases in the broad social and political context.
