정부가 고령화, 인구감소, 경기침체의 대안으로 새로운 일자리 창출에 관심을 집중한지 이미 오래다. 오랜 취업난과 수명 증가로 인해 창업은 이제 선택이 아닌 필수가 되었다. 정책적으로 직업으로서 창업가가 대우받는 시대가 된 것이다. 하지만, 아직도 국민 의식 저변에는 창업에 대한 불안과 두려움이 깔려있다. 이러한 인식 제고를 위해 다양한 교육과 정책들이 끊임없이 나오고 있지만, 여전히 창업에 대해서는 망설이게 되는 부분이 크다. 이러한 창업에 대한 두려움과 어려움을 극복할 수 있는 가장 확실한 방법은 경험해 보는 것인데, 직접 경험하는 것 외에도 문화적으로 다양한 창업경험을 접할 수 있다면 막연한 창업에 대한 불안감과 두려움을 조금이나마 해소할 수 있지 않을까? 문화계발효과이론을 응용하여 드라마를 중심으로 연구해 보고자 한다. 본 연구는 드라마 선호도가 사업의지에 미치는 영향에 관한 것으로, 그 동안 많이 연구되어 온 기업가정신과, 사업동기, 경험을 중심으로 진행하였다. 따라서 본 연구에서는 기업가정신과 사업동기가 사업의지에 미치는 영향을 재확인하면서, 창업에 대한 직·간접 경험이 실제 창업의지에 영향을 미치는지 검증하고, 거기에 더해 매스미디어의 하나인 드라마 선호도가 기업가정신과 사업동기, 경험에 조절효가가 있는지를 검증하고자 한다. 정부의 창업지원정책이 홍수처럼 쏟아지는 지금도 개인의 창업과 폐업은 꾸준히 수치를 늘려가고 있다. 과연 기존 정부의 창업지원정책만으로 계속 현 상황을 이어가야 할지, 아니면 창업지원과 더불어 사회 전반에 걸친 문화적 지원도 뒷받침된다면 실제 창업에 가장 큰 영향을 미치는 사업의지를 보다 더 확실하게 키울 수 있으리라 생각된다.

The purpose of this research is to verify the moderating impact of perceived organizational support between job satisfaction and organizational commitment among the workers in small and medium sized enterprises in South Korea. For this research, 117 workers were selected through a survey from September 7th to 25th, 2015. As results, perceived organizational support had the moderating effect between job satisfaction and organizational commitment of the workers. These findings suggest that corporate welfare programs should be launched in order to maximize the managerial effectiveness in the workplace. In addition, the government must develop and provide appropriate supportive systems for the well-being of the employees in the small and medium sized enterprises. Finally, the employees should make efforts to let the government and companies recognize their unique needs in work and life.

북한이탈주민의 입국자가 곧 3만 명에 육박할 것이다. 이로 말미암아 북한이탈주민에 대한 한국사회에서의 안정된 정착이 큰 문제로 대두되고 있기에, 그 문제들을 해결하고자 창업교육을 실시하여 북한이탈주민의 경제적 고립을 막고, 한국사회에서 올바른 진로를 선택하여 미래 통일 역군을 만들고자 한다. 본 논문은 창업교육 전, 후 창업동기 및 의지, 기업가정신, 진로장벽, 진로성숙도, 진로미결정 요인을 분석하여 창업교육에 대한 효과성을 강조하고자 한다. 아울러 장지적으로는 국내 입국 후 북한이탈주민들이 느끼는 심리를 분석하여 그들이 진정으로 원하는 진로와 정부지원정책을 도출해 내고자 한다.

Until recently, Korean government had supported Start-Up Investment Subsidies to the early stage of non-metropolitan manufacturing company for the purpose of promoting start-up and new job creation. As a result, for 4 years, there are total of 1.546 trillion won increase of sales and a total of 3,825 people have been hired including non-regular workers. In this paper, I suggest the performance of Start-Up Investment Subsidy and policy direction for improvement.

정부는 대학발 창업에 대한 기본계획을 확정하고 그동안 산재되어 있는 창업지원기능을 대학중심으로 전환하고 있다. 본 연구는 기업가 정신을 확산하고 창업성과와 연계하기 위한 대학의 창업교육과정 및 창업지원체계 구축이 창업성과에 미치는 영향을 종단적으로 분석을 시도한다. K대학은 1998년 지역 내에서 가장 먼저 창업보육센터로 지정을 받았고 이후 2011년 창업선도대학, 2012년 LINC사업, 2013년 사관학교식 창업선도대학 및 2014년 글로벌창업대학원 지원사업 선정 등 각종 정부지원사업을 통해 창업인프라를 구축하여 왔다, K대학은 학부생, 대학원생을 대상으로 창업수준 4단계, 기술분야별 교과과정 체계를 구축하였다. 또한 아이디어 도출부터 기업설립까지 창업 과정을 실질적으로 경험해 볼 수 있는 창업동아리와 이를 지원하는 비교과 프로그램과 창업친화형학사제도가 갖추어져 있다. 또한 창업 활동을 효과적으로 지원하기 위해 대학 내에 산재한 창업지원기관을 통합하고 본부 조직화하였다. K대학은 이를 통해 창업교과 수강학생 수 및 창업동아리 수에서 2배 수준의 증가와 창업자 수는 2013년에 비해 7배의 성장을 이루었다. K대학의 창업교육과 창업지원체계 및 창업성과를 종단적으로 분석하여 대학에서의 창업시스템이 단계별로 구축될 필요성과 대학 내 구성원의 창업에 대한 인식전환과 성과도출까지 적응기간의 필요성을 도출하였다.

New product or new technology developments are directly linked to a firm's survival and thus their performance and improvement are gaining attention in the midst of rapidly changing business environment and aggravating competition. However, despite SMEs' significance in the national economy, they are limited in terms of size and resources in possession, so the government provides a variety of supports as a policy. According to a study on the organizational life cycle, a firm's limits and difficulties differ by growth stage, so the supports need to be tailored. Based on the data from 2,575 firms that responded to the "2011 SMEs Technological Statistics," how technological capability level and deviation in the R&D process affect the R&D sales performance was studied. The result of analysis revealed that the technological capability has a positive impact on the R&D sales performance. It was also learned that the relationship between deviation in the technological capability and R&D sales performance was moderated by the government support. For the hypothesis that the government support would have a different moderating effect by growth stage for the impact the technology level has on the R&D sales performance, the empirical analysis showed a different meaningful moderating effect for each growth stage. The theoretical implications of the study are that, instead of a simple relation of dynamics that does not take the growth stages into account, it suggested a more realistic causal relationship model that reflects the complex environment the SMEs are in and that the need for measuring and using the deviation in technological capability as a research variable has been justified. The practical implications are that the government policy for supports can be tailored to a growth stage and that the guidelines have been suggested to effectively use the government funding by encouraging the SMEs in a different growth stage to adapt to the customized policy.

신재생에너지의 한 분야인 소수력발전은 지형이나 기후 등 자연적인 조건과 조화를 이루며 국내 부존 잠재량이 많아 보급효과가 큰 것으로 평가되고 있다. 국내의 소수력 발전 부존량은 1,500MW 정도로 알려져 있으며 시장잠재량은 2030년까지 660MW로 예측되고 있다. 국내 부존량을 모두 개발하면 연간 70만M쪼, 약 700억원 규모인 것으로 예상되고 있다. 정부는 오는 2011년까지 소수력발전 보급목표량을 80MW로 정해 소수력발전 보급을 추진하고 있다. 최근 정부의 신재생에너지 보급정책에 따른 지역에너지 보급사업, 신재생에너지 의무공급제도(RPS)와 발전차액지원제도로 소수력 개발의 필요성이 증대되면서 공공기관에서 소규모 소수력 개발이 활발하게 추진되고 있지만 본격적인 상용화에는 한계가 많다는 지적이다. 소수력 발전의 전체 시장 매출은 매년 비슷하지만 정부의 정책적 지원 및 관련 기술개발, 인허가 절차의 획기적 개선 등을 통해 국내의 풍부한 부존량을 개발하면 새로운 시장이 열릴 것으로 전망된다. 특히 세계 최고의 소수력 보급 국가인 중국의 경우 앞으로도 지속적으로 소수력 발전소를 개발할 계획이어서 해외진출에 관심 있는 설비건설 업체라면 중국 시장을 노크해볼만 하다는 게 전문가들의 의견이다. 이번 호에서는 소수력 발전 기술 및 동향과 시공사례를 살펴보고자 한다.

연구노트는 연구자가 연구의 수행 시작에서부터 연구 성과물의 보고 및 발표 또는 지식 재산화에 이르기까지의 과정 및 결과를 기록한 자료를 의미한다. 소액 연구 사업 및 일반 기술 지원 사업 등 정책 및 관리, 지원을 목적으로 하는 연구 사업을 제외한 모든 연구 사업은 연구노트를 작성하도록 할 필요가 있다. 이때 주로 사용되는 방식은 제본된 노트에 필기구 등을 이용하여 내용을 기재하는 서면 연구노트이다. 많은 정부출연연구소들이 서면 연구노트를 제작 및 배포하고 있고, 작성된 연구노트에 대해 점검 결과에 따라 포상을 하는 등의 연구노트 작성을 독려하는 노력을 하고 있다. 그럼에도 불구하고, 반복되는 작업이라는 점과 기록하기 복잡하다는 점, 실험 중에 연구노트를 작성하기 어렵다는 점 등의 이유로 인해 서면 연구노트의 활용도는 매우 낮은 실정이다. 본 논문에서는 이러한 상황을 극복하기 위해 정부출연연구소에 적합한 전자연구노트 시스템 구축 사례에 대해 소개를 하고, 시스템 운용에 따른 효과를 분석해 보고자 한다.

This study analyzed the ripple effect of the demand-side support for start-up venture companies on the macro economy using Dynamic General Equilibrium model. In the model, start-up venture companies were expressed in a manner that distinguished between workers and entrepreneurs by applying the span of control in the Lucas(1978). As a result of the analysis, when the share of public procurement of start-up venture companies was increased from 5.7% to 10%, the actual production of start-up venture companies increased by about 46.17% and the number of venture companies increased by about 150%. In addition, it was analyzed that the number of jobs through venture companies increased by about 61.56%. In addition, it was found that the economic effect was greatly reduced when the start-up venture company was supported as a subsidy for the supply sector with the same amount as the public procurement support. This is interpreted as the fact that if the government implements the supply-side support policy, the expansion of supply causes the price of start-up venture companies to fall, reducing the effect of the support policy in half. Therefore, when supporting start-up venture companies, the government should make efforts to maximize the policy effect by expanding the demand-side support through public procurement and reducing the payment of simple subsidies to start-up venture companies.

With the development of ICT, the use of software has become essential for organizations to exchange information or manage operations. However, security and software management issues that have increased with the development of ICT are issues that need to be continuously addressed. In 2021, the U.S. government has standardized and established SBOM as one of the countermeasures for software security. This research was initiated as a study to lay the groundwork for the introduction of SBOM in Korea. Based on the effects of SBOM characteristics on adoption intention, we tested management support and institutional support as moderating variables. As a result, security management was found to be a significant moderating variable for management support, and transparency was found to be a significant moderating variable for government institutional support. This study verified that SBOM adoption requires both corporate and government efforts, and the variables that are important from each perspective are different. We hope that this study will contribute to the development and adoption of SBOM.
