MIS는 1970년대부터 국내기업에 도입되어 초기에는 단순한 데이타 처리용(TPS:Transaction Process System)으로 수립, 실행, 평가하는데 없어서는 안 될 요인이 되었다. 그러한 반면에 정부의 정보시스템 (IS:Information System)의 도입은 매우 저조한 수준에 머무르고 있다. 정부는 이익집단이 아니라는 이유 때문에 정부업무의 효율성을 위한 정보시스템 도입 방안-기자재의 도입, 새로운 시스템 구축, 우수한 인력의 도입-이 번번히 좌절되고 있다. 아울러 정부의 최고 의사결정자인 각료층의 잦은 교체도 IS 도입의 걸림돌이 되고 있다. 그러나 정부는 기업전체를 포함하여 국민을 전체 고객으로 상대하는 기관이라는 점에서 비록 이익집단은 아니더라도 전폭적인 투자가 필요하다. 가장 시급한 것은 각 부처의 정보를 종합한 통합된 데이타베이스의 구축이다. 이 중앙 데이타베이스에 의해서 정부는 보다 일관성 있고 신속하며 신뢰성 있는 정책을 결정하고 수행할 수 있을 것이다. 본 논문에서는 정부를 포함한 공공기관에 있어서 정보시스템 도입의 필요성에 대해서 분석해 보았다. 또 이를 토대로 정부 각 부처에 분산되어 있는 정보를 수집하여 통합된 데이타베이스를 구축하는데 필요한 개발모델을 세워보았다. 아울러 이러한 통합시스템의 파급효과 및 운용방법도 예측, 분석해 보았다.

The purpose of this study is to analyze the determinants of the effectiveness in food safety policy, focusing on the perception of consumers. For this, we apply ordered logit analysis using "The Survey on the Attitudes towards Food Safety Policy" data investigated by Ministry of Culture, Sports and Tourism & Ministry of Food, and Drug Safety. According to the results of the analysis, policy literacy has a significant positive impact on the effectiveness of the policy. Trust has a positive impact on the effectiveness of the policy significantly. In addition, the results show that sensitivity has a significant negative impact on the effectiveness perceived by consumers. This study imply that the government should give more information about policies and make an effort to gain trust on food safety policy.

거래를 포함한 커뮤니케이션이 효율적으로 발전함에 따라 보다 다양한 채널의 커뮤니케이션이 가능해졌으나, 신뢰 메커니즘이 아직 형성되지 못하여 불확실성과 위험 요소를 야기시킬 수 있기 때문에 정보 사회에서의 신뢰성에 대한 문제는 점점 중요한 의미를 갖게 되었다. 정보사회에서 신뢰를 형성하는 방법은 매우 다양하다. 기존에는 이용자의 경험 및 타인으로부터의 정보입수, 공급자의 신용 및 명성, 정부의 법·제도 등을 토대로 신뢰형성이 이루어져 왔으나, 정보사회에서는 전자서명이라는 새로운 기술과 이러한 기술을 사회적으로 이용가능하게 하는 인증 관리 체계의 도입을 토대로 이루어지고 있다. 본 고에서는 전자서명과 인증제도의 국내·외적인 동향에 대해 분석하고자 한다.

This study examines the relationship between organizational justice and coworker trust, and reveals that coworker trust can increase knowledge sharing. A survey was conducted on government funded research institutes located in Daejeon and Sejong regions, and finally, a questionnaire of 255 valid people was used for statistical analysis. To test the hypotheses, correlation analysis, regression analysis, and negative binomial regression analysis were used. As a result of the analysis, both distributive justice and procedural justice were found to have a positive effect on coworker trust, and coworker trust also have a positive effect on knowledge sharing. This study provides implications that organizational justice affects trust in coworkers, and as a result, knowledge sharing can be increased through coworker trust.

미국은 방산시장의 국제화에 따라 외국자원에 의존하게 되었다. 국방부나 산업계나 할 것 없이 외국의존의 전체상을 파악할 방법이 없으며, 병기장비나 각각의 부품에 어느 정도 영향을 미칠지를 밝힐 수단도 갖고 있지 않다. 가장 중요한 것은 미국이 산업기술기반이 앞으로도 계속 쇠퇴한다면 미국의 억지력에 대한 신뢰성을 잃는다는 것이다. 정부와 산업계가 상호 신뢰관계를 유지하는 것은 국가적인 요청이다

급변하는 정보기술의 발달로 국제적인 이슈로 떠오르고 있는 전자정부는 국내 정보통신분야에서도 많은 관심을 보이고 있다. 그러나 국가자격증의 경우 전자정부와 연관성이 많지만 전자정부를 추진하는데 있어서 국가자격증과 관련한 내용은 언급되고 있지 않다. 본 논문에서는 국가자격증의 하나인 보육자격증 중심에서 국내 전자정부와 보육자격증의 연계방안을 제시 하고자 한다. 보육자격증 연계방안의 목적은 전자정부에서 제공 받을 수 있는 주민등록등본, 지방자치단체에서 관리하는 경력 정보를 기반으로 학교, 교육원의 정보를 제공받아 고객중심의 서비스 행정을 구현 할 수 있으며 접근성의 제고를 통해 투명성과 신뢰성이 있는 열린 행정을 구현 할 수 있다. 또한 이러한 통합망은 국가존립 및 발전을 위한 하나의 큰 아젠다(Agenda)인 보육의 체계적 발전을 위한 사회간접자본(SOC:social overhead capital)으로서의 역할을 기대할 수 있다.

Consumer trust plays a crucial role in the development of the sharing economy. This study primarily focuses on the factors influencing consumer trust and examines the case of ofo, a former leader in China's bike-sharing industry. This paper analyzes the decline in consumer trust in ofo, which can be attributed to internal management issues and the near-bankruptcy situation. The "difficulty in refunds" issue faced by ofo since December 2018 has been growing continuously, and this study explores the factors influencing trust and distrust in this context. By considering product factors (quality), platform factors (payment security, privacy protection, reputation), and social factors (social norms, government regulation) as independent variables, the study analyzes the factors affecting consumer trust. The analysis results revealed that as consumers' distrust towards shared bikes increases, their switching intention also increases. The company's reputation and social norms were found to influence both trust and distrust, while government regulation was found to influence trust. The research findings provide insights relevant to sharing economy platforms and offer guidance for future studies.

This paper identifies the determinants of adoption of e-government services. The on-line tax filing and payment system, called Hometax, is a well-known e-government service for taxpayers. Using a theoretical model based on Technology acceptance model, this case study examines the causal relationships among the variables of the adoption behavior for on-line tax filing and payment system. Major research variables include satisfaction, perceived usefulness, perceived ease of use, words of mouth, subjective norms, trust, interaction and facilitating conditions. Results from 279 survey responses indicate that the usefulness and ease of use affect the user satisfaction, which, in turn, with the word of mouth influences intentions to use an e-government service. Subjective norms and trust has been found to affect the usefulness, and interaction as well as facilitating conditions have also some impact on the ease of use. As a conclusion, the academic and practical implications of these findings are discussed.

The purpose of this study is provide appropriate arms control measures between South and North Koreas by comparing and analyzing the former proposals and agreements in the past and the current Moon Government's approach representing the 9.19 military agreement. For this, I established the most appropriate framework for analysis through comparing and analyzing the arms control theories. The policies of the past governments and of the current Moon Jae-in government are analyzed. The most highlighted characteristic was that the arms control policies were projected by not from the military confidence, but political confidence building measures or both concurrently. In conclusion, I suggested the strategies of projecting confidence building measures and arms control or disarmament in the process of projecting the peace settlement. Nonetheless, the most important point is that the policies of arms control and unification should be pushed ahead complementally.
