A Study on the Concentration of Research Investment in National R&D Projects Using the Theil Index (타일(Theil) 지수를 이용한 국가연구개발사업의 연구비 집중도 분석)

  • In the past, when research and development(R&D) resources were absolutely scarce, the so-called 'choice and concentration' strategy of national R&D projects has been persuasive. Under the current situation where various actors such as GRIs(Government-funded Research Institutes) and universities supported by more abundant R&D resources conduct national R&D projects, this strategy cannot be applied without distinction. In order to see how the strategy has worked, this paper analyzes the concentration of research funds allocated to actors performing national R&D projects. Concentration is measured based on the amount of research funds supported by government from 2002 to 2016 using the Theil index to break down the concentration of individual actors in the overall national R&D project. The results from the Theil index were compared with concentrations using the Gini coefficient, a widely known indicator. As a result, the Theil index could be used to analyze the concentration and sub-components' contribution such as universities and GRIs that make up the entire national R&D system. The results also showed GRIs had the highest concentration, followed by universities, but their concentration has been somewhat reduced compared to 10 years ago. On the other hand, small-sized companies have maintained a certain level, although they are not highly concentrated. In other words, universities and GRIs tend to reduce the gap in the allocation of research funds among institutions, while small-sized companies tend to distribute them evenly.

An Empirical Study on Effective Relation among Trust, Camaraderie, and Pride Perceived by Employees of an R&D Institute : on the Basis of GPTW Trust Index (연구개발조직 구성원이 인식하는 신뢰, 동료애, 자부심의 영향관계에 대한 실증연구 : GPTW 신뢰지수를 중심으로)

  • As a public research institute, government-supported institutes have led the industrial development and the advancement of science and technology in Korea. Robert Levering has annually selected 'Fortune 100 GPTW(Great Place to Work)' by measuring the Trust Index which was originated by himself. The objectives of this study are to attempt newly to analyze the inter-relations among 5 elements of GPTW trust index such as credibility, respect, fairness, camaraderie, and pride perceived by the K institute's 262 employees; to verify that GPTW trust index is valid for the selection of the fortune 100 GPTW. Amart PLS 2.0 and SPSS 18 were utilized for the statistical analysis. The results of this study are as follows. Credibility has positive effect to pride; respect has positive effect to pride and camaraderie; fairness has positive effect to camaraderie; and camaraderie has positive to pride. Pride and camaraderie have positive effect to the perceived GPTW. Recent studies mainly focused on the relations between GPTW trust index as independent, mediating variables or parameters and organizational performances. It is meaningful that this study has firstly tried to analyze the inter-relations among 5 elements of the trust index for the employees of research institute. This study has implication that the in order to enhance the performance the institute has to manage GPTW trust index perceived by the employees.

A Study on the Perception of Research Data Managers to Establish a Korea Research Data Commons System (국가연구데이터커먼즈 체계 수립을 위한 연구데이터 관리자들의 인식에 관한 연구)

  • The purpose of this study is to identify the current status of infrastructure and services for analyzing research data for research data managers at government-funded research institutions under the National Research Council for Science and Technology (NST) who will actually use the Korea Research Data Commons (KRDC), which is being developed by the Korea Institute of Science and Technology Information (KISTI) and to investigate the perceptions of research data managers related to the establishment of KRDC system. For the study, we conducted a survey targeting 24 government-funded research institutes, excluding KISTI, and interviewed research data managers from 9 of the 15 institutions surveyed who agreed to follow-up interviews. As a result of the survey, most institutions were providing related services, and their willingness to introduce an integrated analysis framework for the use of research data and provide a system for using externally released analysis software was also high. Meanwhile, when we investigated the external disclosure status of each institution's analysis services through follow-up interviews, only a minimal number of institutions were disclosing them to the outside world. The findings reveal that there is a demand to utilize analysis infrastructure and services when provided through the framework. However, it is difficult to disclose and share the analysis resources held by each organization. In order to establish the KRDC system, it is essential to share research sites' analysis infrastructure and services, and in addition, changes in the perception of research sites and institutional changes are necessary. Furthermore, there is a need to establish policies that consider the system's convenience, security, and compensation system raised in the follow-up interviews.

  • 1980년 3월 대학원에 진학한 후, 나는 본격적으로 천문학도의 길로 들어섰다. 대학원에서 근성점 운동을 보이는 세 개의 식쌍성을 광전관측한 결과를 석사학위논문으로 제출하여 졸업한 후, 1982년 3월 국립천문대(1974.9.-1986.3) 에 입사하였다. 국립천문대가 정부출연연구기관인 한국전자통신연구소 부설 천문우주과학연구소(1986.3-1991.10)로 바뀌고, 한국표준과학연구원 천문대(1991.10-1999.5)로 변경되는 11년의 기간을 보낸 후, 나는 1993년 3월 충북대학교 천문우주학과로 이직하였다. 2019년 2월 정년퇴직하여 현재 명예교수와 석좌연구원으로 28년간 충북대학교에 재직하고 있다. 그러니까 40여년 간 천문학도의 길을 걸은 셈이다. 나는 그 여정의 길을 회고하면서 그 길에서 만든 조그마한 작품들을 소개하고자 한다.

The Relationship between Career Development Practice and Career Plateaus in the Government Sponsored Institutions (출연(연)의 경력개발제도(CDP)와 경력정체성의 관계)

  • In general, if employees recognize that their career are tied up, their overall level of job commitment and job satisfaction are decreased which eventually negatively affect individual performance. Especially, career development in the high specialized job like R&D task is more important than other jobs. While the previous studies showed interest in the negative consequences of career plateau, this study aimed at finding out the antecedents of career plateau. By diving the antecedents of career plateau into organizational level and individual one, we conducted direct effect and interaction effect of antecedents variables on career plateau. The empirical results using employees belonging to government funded R&D institute showed that career development practice and work experience in other institutes have negatively related to career plateau, while age has positively related to career plateau. In addition, the interaction effect between career development practice and work experience in other institute was also significant.

A Study on the Structures and Characteristics of National Policy Knowledge (국가 정책지식의 구조와 특성에 관한 연구)

  • This study analyzed research output in dominant research areas of 19 national research institutions. Policy knowledge produced by the institutions during the past 5 years mainly concerned 10 policies dealing with economy and society issues. Similarities between the research subjects of the institutions were displayed by MDS mapping. The study also identified issue attention cycles of the 5 chosen policies and examined the correlation between the issue attention cycles and the yields of policy knowledge. The knowledge structure of each policy was mapped using co-word analysis and Ward's clustering. It was also found that the institutions performing research on similar subjects demonstrated citation preferences for each other.

  • 연구자 및 연구관리기관의 효율적인 연구업무를 지원하기 위해 국내의 많은 연구기관들이 시스템을 도입하여 운용하고 있다. 좀더 효율적인 연구 활동을 지원하고 연구과제의 관리 및 데이터의 공유, 검색, 저장을 위해 XML 기반의 연구과제 제안서 접수 시스템을 개발하였다. 개발된 연구과제제안서 접수시스템은 한글과 같은 워드프로세서로 작성된 문서를 접수 받아서 XML로 변환 후 데이터 베이스에 저장하는 시스템으로 연구과제 관리 업무의 효율성 및 문서관리, 검색, 저장을 용이하게 할 수 있다. 본 연구에서 개발된 시스템은 정부출연연구원 및 21세기 프론티어 사업단에 보급되어 현재 운용되고 있다.

Development of public release system of science mission data from KPLO and future space explorations

  • 우리나라는 최초의 우주탐사선이자 달탐사선인 KPLO를 2022년 8월에 발사할 예정이다. KPLO에는 6기의 임무탑재체가 실리게 되며, 이중 4개의 탑재체는 국내의 대학과 정부출연연구소에서 개발하여 달 표면과 주변 우주환경에 대한 과학임무를 수행하게 된다. 이들 국내에서 개발된 과학탑재체가 달 궤도에서 획득한 Data, 즉 과학자료는 지상국에서 수신하여 이를 처리하여 과학연구 혹은 교육 목적으로 활용될 것으로 예상된다. 이러한 태양계 탐사 과학임무로 부터 획득된 과학자료는 과학의 공익성과 연구교류 활성화를 위해서 국제적으로 대중에게 공개하고 있다. 이에 KPDS도 일반 사용자들이 인터넷으로 이들 과학자료를 쉽게 검색하고 다운로드 받을 수 있도록 한국항공우주연구원에서는 KARI Planetary Data System(KPDS)를 구축하고 있으며, 일반에게 공개할 예정이다. KPDS는 단순히 과학자료를 제공하는 것에서 그치지 않고, 이들 과학자료가 NASA에서 개발한 PDS4 표준을 준수하고 있는지 검증함으로써 세계 각국의 타 우주관련 기관과 상호활용이 용이하도록 하여 활용성을 높은 과학자료로 관리하게 된다. 또한 이러한 PDS4 표준 준수여부를 검증함으로써 KPLO 이후 우리나라에서 수행하게 될 미래의 우주탐사 과학임무로부터 획득될 과학자료도 저장, 공개를 할 수 있도록 KPDS는 범용성을 고려하여 개발하고 있다.

Research Institutes Network Analysis on the Established Research Equipment : Ministry of Knowledge Economy R&D Business Project (연구장비 구축 연구기관 네트워크 분석 : 지식경제부 R&D 사업 대상)

  • This study aims to investigate the research equipment establishing relationship by looking at research equipment information transfer that follows the network's structural and positional characteristics and the research institute's responsibilities to increase the possibility of research equipment usage by using the SNA(Social Network Analysis) method. Consequently, with the given structural characteristics of research institute, it can be concluded that because of its low density, it appears to be difficult to transfer research equipment information within the network. Government-funded research institutes that can effectively deliver research equipment information within the network system through comparison positional characteristics are ETRI, KITECH, KRICT, Sungkyungwan University, and Kyungbook National University. In addition, a virtualization node not only invigorates the network system but also acts as an intermediary factor to effectively deliver research equipment information. As results, there can be three conceivable alternatives to increase the possibility of research equipment usage. Those includes: 1. policy to encourage relationship building among research institutes 2. utilizing suitable institutes for effective delivery of research equipment information and lastly, 3. establishing a virtual intermediary institute for information sharing and utilization of isolated institutes' research equipments.

Promoting Resource Sharing among Government-Sponsored Economic and Social Research Institutes Focusing on IKIS (Institute Knowledge Inventory System) (경제사회 분야 정부 출연 기관의 오픈 액세스 기반 지식 공유 활성화 연구 - IKIS를 중심으로 -)

  • Motivated by the open access movement, research institutions are building Institutional repositories for a nation-wide knowledge distribution infrastructure. IKIS (Institute Knowledge Inventory System) was proposed to integrate materials produced by government-sponsored 23 institutions of the economic, social and human fields, to contribute for policy-making in national agenda and to proffer services to a people. As IKIS project goes on. the project turns out to be slower than planned especially In terms of building up content and improving system functions. This study aims to investigate the methods for promoting the system in terms of management and system developments using multiple research methods such as surveys and interviews. Five issues including budgets and marketing are proposed for the management strategies, whereas three ones Including content and system performance improvements are suggested for the system development. The study results can be utilized as guidelines for managing university and school repositories as well as IKIS.
