A study on the effect of startup entrepreneurs' experience of industry-university cooperation through incubator organizations on organizational learning capability and innovation performance (벤처기업 창업가의 배태조직과 산학협력 경험이 조직학습역량과 혁신성과에 미치는 영향)

  • Startups lack resources and manpower to build internal capabilities to strengthen market competitiveness; external cooperation such as joint research and networking plays is important. In this study, we analyzed the effect of startups' industry-university cooperation on organizational learning capability and innovation performance. Empirical results demonstrate the mechanism by which government R&D investment strengthens organizational learning capability and creates innovative results by promoting cooperation between startups and universities. First, industry-university cooperation strengthened organizational learning capability. An empirical analysis shows that startups increase internal capabilities through external cooperation. Second, startups' organizational learning capability had a significant effect on innovation performance. We analyze how organizations with high learning capabilities positively develop corporate innovation performance by having a culture of discovery and sharing new ideas. Finally, industry-university cooperation had different effects on organizational learning capability and innovation performance according to the previous experiences of startup founders. In particular, small- and medium-sized (startup) businesses and individual-based experience groups positively affected the creation of organizational learning capabilities and innovation performance through industry-university cooperation. Small- and medium-sized businesses and individual founders have a relatively small cooperative network with the outside world compared to founders of large companies, universities, and research institutes; therefore, they strengthen organizational learning capabilities through cooperation with universities. This study demonstrates that government should create policy inducements for cooperation with universities to maximize the R&D performance of startups. Criticism exists that lending support to startups and universities will hinder innovation performance; nevertheless, government investment plays a role in expanding intangible resources such as accumulating technologies, fostering high-quality human resources, and strengthening innovation networks. Therefore, the government should appropriately utilize the its authority to strengthen investment strategies for startup growth.

  • 21세기를 눈앞에 둔 지금, 세계는 국가의 경제적 이익을 최우선으로 하는 경제전쟁의 시대에 있으며, 특히 선진 각국은 정보통신의 급격한 발전에 의해 도래하는 정보화 사회에서 주도적 입지를 굳히기 위해 바삐 움직이고 있다. 이러한 국제적.사회적 환경의 급격한 변화에 따라 국민들은 정부에 대한 행정의 수요 및 기대를 다양하게 표출하고 있으며, 정부도 국민에 대한 반응성이 높아지는 반면, 관료제의 영향력은 점차 감소되고 있다. 이러한 국민의 요구에 적극적으로 부응할 수 있는 수요중심의 행정을 펼치기 위해서는 정보통신기술을 전체 행정과정에 적극 도입.활용하는 행정정보화를 통해 정부의 생산성을 획기적으로 제고시키고, 공통의 정보통신기반 위에 하나로 연결된 각종 정부정보 및 서비스를 언제, 어디서나, 어떤 방법으로든, 신속히 제공할 수 있는 행정관리체계를 구축해야 한다. 이와 동시에, 정부의 업무와 조직의 혁신 등 제도적 개선이 병행될 때 비로소 경쟁력 있는 "작고 효율적인 정부"가 구현될 것이다. 본고에서는 현재 우리 나라의 행정정보 공동활용현황과 행정부문 정보화의 주무기관인 "정부전산정보관리소"에서 추진하고 있는 "정부고속망 사업"에 관해 논하고자 한다.

지역 R&D 생태계 활성화와 지역공공 R&D조직의 역할 -한국기초과학지원연구원 지역센터 발전방안을 중심으로 -

  • 지역 R&D 혁신생태계를 조성하고자 정부는 부처별로 다수의 지역 공공 R&D조직들을 다투어 구축하고 있다. 현재 지역 공공 R&D조직은 그 역할과 기능이 명확하지 않고, 지자체는 지역 실정에 맞는 지를 따지기 보다는 "일단 유치하고 보자"는 인식이 강하다. 조직의 구성원은 중앙정부 공공 R&D조직문화 및 운영방식에 익숙해져 있어서, 지역 공공 R&D 생태계와 상호작용, 협력메카니즘 구축에 여러 가지 어려움이 있다. 한국기초과학지원연구원은 지역연구자들에게 근거리 연구지원을 위해 전국에 9개의 지역센터를 운영하고 있다. 지역 R&D 혁신생태계 중 기초과학지원이라는 중요한 영역을 맡고 있다. 하지만, 현재 지역센터는 분석수요 대비 지역센터의 인력 및 인프라 미흡, 유지비용 부족으로 성장의 한계에 부딪힌 상황이다. 현재 지역센터의 역할 재정립에 대한 요구가 크다. 본 연구에서는 기초과학지원연구원의 지역센터에 대한 인터뷰 및 설문조사를 통해 지역 공공 R&D 조직의 역할과 기능에 대해 짚어보았다. 우선 지역센터의 현황과 문제점을 종합적으로 살펴보았다. 그리고 지역센터의 역할과 기능, 지역내 포지셔닝을 살펴보고, 실질적인 운영방안검토 및 새로운 역할과 발전전략에 대해 검토하였다. 본 연구는 앞으로 기초과학지원 연구원의 지역센터를 비롯한 지역공공 R&D조직은 국가차원의 당위적 수직적 역할 외에도 지역차원의 수평적 협력적 역할에 대해 새롭게 조명하고, 지역 관점에서 지역 공공 R&D 생태계와 지역산업까지 그 성과가 이어질 수 있도록 역할전환이 필요하다는 점을 제시하였다.

A Study on Security Performance of Registered Security Guards in the Government Buildings (정부청사 청원경찰의 보안성과에 관한 연구)

  • The purpose of this study is to analyze the influence which affects security performance of registered security guards hired by government buildings via job engagement so that basic data can be provided to improve their security performance. To accommodate this study, a survey was conducted from November 26th to December 27th, 2019 through the cooperation of registered security guards working in government buildings in Seoul, Gwacheon, Daejeon, and Sejong. A total of 234 survey sheets were collected and 28 sheets out of them had missing data or incomplete data so a subsequent total of 206 survey sheets were used in this analysis. SPSS 23.0 was applied making use of the collected data for frequency and descriptive statistics analysis, trustworthiness analysis, exploratory factor analysis, and correlation analysis. By applying AMOS 23.0, a means to examine the structural relation between organization, job engagement, and security performance were able to be analyzed. The result of this study is as follows. First, it was found that organizational justice gives a meaningful positive (+) influence on job engagement for registered security guards. Second, it was found that job engagement for registered security guards gives them a meaningful positive(+) influence in their security performance. Third, it was found that organizational justice does not give any meaningful influence on security performance directly. Fourth, organizational justice does not give any meaningful influence on security performance directly but it gives meaningful positive(+) influence on security performance via job engagement as it takes the role of full mediation variable. Based on the results, in order to maximize security performance of registered security guards, this study recommends that government building administrators to try their best to propose to the National Assembly a proposition for Police Assigned for registered security guards Act to be legalized in order to improve the leveling system of registered security guards so that registered security guards can have more job engagement.

A Study on the Appropriate Management of Maritime Police Authority in Korea Coast Guard: Focusing on the Japan Coast Guard (해양경비안전본부의 해양경찰권 적정 운영방안에 관한 연구: -일본 해상보안청과의 비교를 중심으로-)

  • Regarding the [Government Organization Act; which is legislated on 19th November, 2014] Korea Coast Guard(KCG) has been re-organized and belong from Korea Coast Guard shall be established under the Minister of Oceans and Fisheries to Ministry of Public Safety and Security. Furthermore, National Police Agency(NPA) Commissioner has the right for administer duties concerning investigation and information by succession from Korea Coast Guard Commissioner. That means that main rule has been moved from prior KCG to Ministry of Public Safety and Security(MPSS) and NPA currently which is dual structure. Meanwhile, This kind of organization change has been effective to investigative agency which exert KCG's call of duty and causes needs of variety problems. In other words, There are quite huge changes such as KCG's reduction of their work, call of duty and re-organization regarding revised government organization act. However this change - including re-organization by government, was not able to take current MPSS's special features such as organization specialty and legal rights. It means, the current change has not been taken present law system CRIMINAL PROCEDURE LAW and there was no preparation to stable maritime police authority action as well. To sum up, this revised GOVERNMENT ORGANIZATION ACT is supposed to provide total, quick security service by establishing strong disasters and safety control tower. However they only contains few area such as organization revision regarding 'Sewol Ferry Disaster', they was not able to contain the other parts of Society. Therefore, in this article I would like to check the part of re-evaluation of current change made by KCC's organization revision. It is supposed to provide better legal stability by making clear of work area by government agencies who acts maritime police authority.

  • 전자정부사업은 본질적으로 이해당사자 사이의 갈등을 내포하고 있어 막대한 사회적 비용을 초래하기 때문에 이에 대한 적절한 조정과 협력이 중요하다. 정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업으로 현재 대전과 광주에 설치되어 있다. 2006년부터 단계별 통합을 추진하고 있는 정부통합전산센터에는 다양한 IT 거버넌스(IT Governance) 이슈가 잠재되어 있으며 이를 해결하기 위한 방안 마련이 시급하다. 본 연구에서는 IT 거버넌스 관련 문헌연구와 전문가 의견수렴을 통해 조직문화, 업무프로세스, 구성원역량, 커뮤니케이션 분야에서 IT 거버넌스 이슈들을 선정 후 정부부처, 정부통합전산센터 및 외주업체 관계자들을 대상으로 인터뷰와 설문조사를 통해 해결방안을 찾고자 하였다. 본 연구의 결과는 공공부문 IT 거버넌스에 대한 국제적인 성공모델 정립에 기여할 수 있을 것으로 사료된다.

  • Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.
