정부과천청사는 에너지 사용량이 많고 절약효과가 클 것으로 기대되어 지난 97년 정부의 국가에너지절약추진 대책의 일환인 ESCO사업 시범 대상기관으로 지정되었다. 사업추진기관인 행정자치부 과천청사관리소는 기존의 사업과는 다른 ESCO사업의 성격으로 인해 시행 이전 많은 논란과 애로사항을 겪기도 했으나, 공공기관 최초로 조명기기 교체를 통한 ESCO사업을 실시해 정부시책에 적극적으로 동참하고 에너지절약에도 앞장서고 있다는 평가를 받고 있다.

The purpose of this study is to analyze how Korean Arts and Culture Education of School Policy Contents from the Kim Dae-jung government to Lee Myung-bak government are changed. The sequence will be examined by analyzing the Arts and Culture Education of School of Kim Dae-jung government to Lee Myung-bak government. Above all, the Arts and Culture Education of School Business and Policy Contents will be mainly studied. First of all, this study will be deal with two forms that present sequence analyze methode of each government Arts and Culture Education of School Policies. The criterion of the analysis of the sequence are repetition, difference, emphasis, development, and expansion. This study is analysed on the each government policy contents of the books published by Ministry of Culture, Sports and Tourism(MCST), Korea Arts and Culture Education Service, Korea Culture and Tourism Institute, particularly the Culture Policy white paper from 2001 to 2009, 2006 Arts and Culture Education Policy white paper.

창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나. 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 이에 따라 본 연구에서는 정부 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부 창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 이를 통해 실제 지원 사업을 체감한 기업의 의견을 반영하여 현실성 있는 보완책을 제언하고자 한다. 본 연구 결과를 바탕으로 정부 창업지원 사업에 대한 개선 방안을 제언하여, 정부 창업지원사업의 질적 수준을 개선하는 데 기여하고자 한다.

최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.

The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. South Korea started to actively participate in the ODA project across Asia, Africa, the Middle East, CIS countries, and Latin America as it transitioned from a country receiving developmental aid to a donor country. As more and more recipient countries are looking into the e-government model of South Korea, a new approach to the Korean model is being investigated. Various promotions were made, ranging from the implementation of the e-government ODA project, review of its feasibility to evaluation of the results. In order to improve and maximize performance management OD projects, it is necessary to look into the analysis of its follow-up results. In this study, practical performance management and policy implications were explored, focusing on the e-government ODA project. In particular, a case study analysis was attempted with focus on the Nigerian e-government project promoted as part of the project. It focused on Korea's e-government linkage process, implementation procedures and strategies applied when establishing the e-government master plan and suggested the necessity of an approach suitable for new environmental changes. In terms of sustainability of the ODA project, it is necessary to build a Korean e-government model that reflects the new intelligence information technology.

BTL projects, which has been 3 years since it was carried out in 2008, trigged the controversy on the adequacy in the calculation of disbursement for Government due to such problems as low earning rate and the burden of service level compared with the project suggestion. Thus, the purpose of this study is to offer a suggestion on the calculation system for the purpose of the standardized - expense appropriation by item and database including the antecedent study on the finance model and the feasibility in BTL projects. The system is composed of 4 steps - project management, basic database, an analysis on expense by item and the result, and an analysis on sensitivity, and it is possible to carry out a comparative analysis on single and multi alternatives by variable change along with the ground on expense calculation.

본 연구의 목적은 정부의 R&D 지원사업에 참여하는 유형별 중소기업들의 R&D참여 요인에 관한 연구이다. 각 정부부처별 R&D 지원사업이 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별, 다양한 형태로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 이와 같은 정부 R&D지원사업의 참여요인 즉, 다양한 유형의 중소기업이 정부 R&D과제 참여에 긍정적인 영향을 미치는 지에 대한 가설을 검증한다. 또한 기술적 성과인 R&D 참여강화와 기술역량 강화에 영향을 미치는지에 대한 가설을 검증한다. 이 분석결과를 통한 연구결과, 중소기업의 연구개발투자에 영향을 미치는 요인중 지역전략산업별, 뿌리기술전문기업, 부품소재기업등 특수 산업분야별등 기업유형에 따라 정(+)의 영향을 미치고 있다는 결과를 바탕으로 정부지원사업에 참여하는 유형별 중소기업들의 전략적 R&D참여를 위한 방향설정에 도움이 될 것이다.

Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.
