과학기술데이터위원회(CODATA)의 조직과 활동

  • 1966년에 국제학술연합회의(ICSU)는 과학기술데이터위원회(CODATA)를 조직하였는데 이는 세계적으로 수치데이터 수집에 관한 조정(調整)을 꾀하고 유도해주며 해당 사기관, 정부기관 및 정부간기관의 데이터 수집을 적극 지원해 주기 위한 것이었다. 현재 위원회는 8개국으로부터의 회원과 10개의 국제연맹을 가지고 있으며 이들은 CODATA의 목적을 달성하기 위하여 내부적인 수법을 사용해 오고 있고, 또한 각국의 관련단체들은 비공식적인 전달수단을 통하여 서로 연결되어져 있다. CODATA의 중앙국은 원래 워싱턴에 있었으나, 지금은 독일의 프랑크푸르트에 위치하고 있으며, 중요한 데이터평가 및 수집센터의 간행물을 분석한 요약판이 곧 발행될 것이다. 그밖에 특수한 문제를 해결하기 위하여 기본상수, 수치데이터처리를 위한 전자계산기의 응용, 수집가가 사용하는 중요입력데이터의 표준 등에 관한 작업반이 설치되었다. 한편, 세계적으로 수치데이터 수집가들간의 협력이 활발히 이루어지고 있다.

A Study on the Adequacy of an Archival Arrangement for Government Publications Collections (정부간행물 정리에 있어서의 보존문서 분류법 적용에 관한 연구)

  • The study aims at bringing to the attentions of Korean librarians the ways and means with government publications, which had hardly been brought to the scene yet. It deals with the characteristics of archives and the nature of an archival arrangement based on 'the principle of provenance' ; the characteristics of government publications in relation to the adequacy of an archival arrangement; the three major devices in use for organizing government publications; and introduction to two sample classification systems. The study concludes with a notion that a vast reservoir of information sources(government publications) should be tapped and put to the use of researchers without delays inherent in library processing. It advocates an archival arrangement for economy and efficiency.

  • Despite huge significance of public policy information to a country and its people, it seems that Korean government lacks a nationwide service that specializes in managing those information. Nowadays the organization of the central government is very complicated and the amount of information and data they are producing is massively growing. Naturally, without any advanced knowledge, it is not easy to find the information you want from the government information service. Besides, government publications are scattered and not under control of unified collection. This study suggests an efficient policy information service model that can i) provide stepping stones for a competent knowledge-based government by providing necessary information for policy-making process in government ministries and public organizations, ii) build national policy information infrastructure by incorporating policy-related information dispersed over different ministries, and iii) identify new approaches to improve policy information services.

  • 남한과 북한의 천문 R&D 이슈와 협력 방안에 대해 연구하였다. 지난 2015년 과기부 남북과학기술 및 학술협력사업 '남북한 천문분야 활성화 및 협력방안 연구'를 계기로 북한의 천문연구 현황, 천문관측장비, 인력, 발행물, 책자 등의 자료를 수집하고 정리하였다. 이 자료들은 통일부 북한자료센터와 한국과학기술정보연구원 NK Tech에서 소장한 데이터들, 북한출판사 발행 간행물, 중국국가천문대, 네덜란드 레이덴 대학에서 보유한 북한 천문 관련 자료, 조선중앙통신과 노동신문과 같은 북한 언론매체 기사, 미국, 캐나다, 독일의 언론에 소개된 기사, 그리고 인터넷을 통해 수집한 자료들이다. 이 자료들을 통해 북한의 천문연구 현황을 이해하고 R&D 이슈는 무엇인지 살펴보려 한다. 또한, 정부와 과학계에서 진행되고 있는 남북한 연구 협력 노력에 대해서도 논의하려 한다. 이를 통해 북한의 천문연구 현황을 이해하고 남북천문협력 방안에 대해서도 제안하려 한다.

An empirical analysis on the present situation of government publications and the operation of the publications in library (정부간행물의 출판현황과 도서관의 정부간행물 운영실태분석)

  • Government Publications are published to keep records of governmental activities and performances. In a rapidly changing information-oriented society, it is badly required for the operation system of government publications and a library to be effectively managed with government publications for satisfying 'right to know' of people and improving the obligation of government to 'let people know.' Accordingly, the purpose of this paper is to analyze such five research items as the situation of the publication and distribution of, government publications, the operation system of the publications in library, the number of publications regarding secondary information sources for the publications, and the legal deposit of the publications in the National Library, in order to proceed with a subject as to how much the government publication is satisfying 'right to know' of people. The research findings were suggested as follow : 1) Despite the fact that the publication of government publications has been gradually increased every year in numbers and kinds, it is unfortunately pointed out that the publications, distributions and sellings of them were not well organized and systematic. That is, the government publications had not been published more than 1.47% of all publications in number. Moreover, more than the half of the publications were non-periodically or annually published. To make the matter worse, it was not easy to get an access to the publications because of the publications not to be sold. 2) It a n.0, ppears that people could not use the publications efficiently because the library and administrative document office did not pay sufficient attention to public relations for all sorts of government publications. Not only that, there were not enough numbers of publications regarding such secondary information sources as bibliography, index and catalog. A speedy searching capacity for the information gave rise to another serious problem which the government publications could not be effectively used. 3) It is legally stated that all sorts of government publication should be deposited to the National Libraries. However, the law was not properly put into force because of lack of understanding of government agencies about the law.

Evaluation of Reference Service for Korean Government Publications (한국 정부간행물 참고서비스의 질측정에 관한 연구)

  • The proper evaluation of reference services requires qualitative approach as well as quantitative one. The quality of a reference service can be evaluated by how promptly and accurately a librarian responds to the user's questions and also by how much the user is satisfied with the librarian's overall performance in providing the answer. In this study, the reference service of an university library was evaluated by the following procedure : 1. Identification of a group of the most frequently referred Korean government publications through two pre-tests of user surveys. 2. Preparation of 130 questions of bibliographic and factual type from the above publications. 3. Selection of 30 questions which can be answered from the collection of the evaluated library. 4. Mimic requests of reference service by 5 proxies trained on the unobtrusive test method with 30 questions asked at various times of the day and on various days of the week during a period of 5 months. 5. Drawing up of response sheets (by proxies) with descriptive comments on library staffs' question administration, response, attitude, etc. 6. Preparation and coding of data tabulation sheets and final analysis. The conclusions of this study are as follows : 1. The user serveys showed that needs for the library service for government publications were great. The $80\%$ of the government publications users were visiting more than two organizations for access to information and the $37\%$ were getting information directly from the publishers. 2. The librarians of the evaluated library could give correct answers to $53\%$ of 30 (bibliographic and factual) guestions. 3. The correctness of answer was independent of the length of the time spent the librarians. The librarians' grasp of the questions and direction of approach determined the success or failure of the service. 4. The librarians relied too much on the reference library catalog which doesn't include many of the government publications of their own collection. 5. The $79\%$ of the failure of the service were due to the librarians' lack of knowledge as to the information source for government publications and the unsystematic method of approach to it.

  • The purpose of this study is to describe the problems. which academic libraries in the V.S., U.K., Australia, and Canada have faced since the 1990s. These problems are mostly caused by environmental changes in higher education. In this study, only discussed are the problems that academic libraries in various countries have commonly experienced. but not unique ones libraries in each country has due to its own national, societal, cultural, academic or informational situations. Major problems include continuing decrease in library expenditures, changing role of libraries themselves. changing nature of library collections, development of information technology and technological Infrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. These Problems are all closely inter-related, and seem to require more comprehensive and systematic strategic solutions carried out by the national or government intervention, rather than individual libraries.

A Study on the Improvement of Data Set Management in Government Information Systems: A Comparison with Public Data (행정정보 데이터세트 관리 개선방안 연구: 공공데이터와의 비교를 중심으로)

  • Although numerous studies have noted the importance of data sets in government information systems, the practical management of data sets has yet to be developed. Under these circumstances, the National Archives of Korea designated data set management as a major project in 2020, initiating full-scale management work. Despite these efforts, the records center, which will conduct management, expressed great concern for the new project. As such, this study identifies problems in managing data sets and searches for possible improvements through a comparison with existing public data projects by public institutions. In particular, the following materials were analyzed: laws, notices, guidelines, and publications issued by the ministries. Based on the results, several measures were proposed as part of an improvement plan for data set management: (1) the utilization of government functional classification as a reference, (2) the reorganization of the table, and (3) data linkage with related systems.

  • The purpose of this study is to suggest a plan to promote the tourism of the island by developing the contents of the marine food tourism. Activation of island tourism should begin with developing marine food tourism content. In the viewpoint that the development of marine food tourism content is a priority, previous studies were examined and related cases were analyzed. For this purpose, this study reviewed and analyzed various literature, periodicals, government documents and newspaper articles published in Korea and abroad. As a result of this study, to develop the marine food tourism contents in Korea and to promote the island tourism, it is necessary to develop the marine food tourism contents as representative contents of the island tourism, develop and operate the high value added fusion food tourism product, And the development of marine food tourism products that meet the island tourism paradigm and changes in tourism patterns of tourists.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
