Railroads have been developed as public transportation and made a great contribution to national economic growth. But after the mid-20th century, its qualities have been getting low because of focusing on the investment and development of cars and airplanes. Its role which is getting the excellent merits on the mass transportation, rapid transit, safety, state period, energy efficiency, and prevention of environmental pollution has been reconsidered. Elements of horizontal alignment are needed in the case where the existing railroad lines should be improved or moved. If its design drawing was lost or damaged, it is impossible to recover. It is not easy to repair for it as disasters. We must understand an existing railroad line to bring a function included a basic geography situation. In this study, we acquire, analyze, and process the digital images of the railroad and then reappear shape of three dimension. And we expect to be utilized to construct the facility information by extracting the alignment elements of existing railroad lines reversely.

Smart grid, which is a sort of convergence of numerous technologies, can be deployed only with cooperation and fair competition among various stakeholders. If the interest conflicts were not coordinated properly, related business and investment would become delayed and inactive. Therefore, this study analyzes the causes of interest conflicts and related issues in smart grid sector and suggests policy directions by issue. As the result of AHP analysis, the majority of respondents surveyed said that ambiguity of the role and authority is the key problem causing conflicts of interest in smart grid deployment process. Differences in values, communications problems, etc. are pointed as additional main reasons of the interest conflicts. To resolve interest conflicts in smart grids, the Korean government should enhance its leadership in the coordination of stakeholders' interests. Government should make efforts to coordinate the various interests in terms of the development of the smart grid market and win stakeholders' sympathy of their desirable roles in the smart grid market.

It is time to review the direction of R&D investment which is the source of change in knowledge information ages. The DEA(Data Envelopment Analysis) is a efficient method by using the ratio of input and output elements. In this paper, we analyzed industry relationship and efficiency by DEA in order to analyze ripple effect of the regional industry technology development project. According to these results, we found the primary affected factor in performance of this project was human resource, and the turnover of participated company was not on the rise yet. On types of the project, we could find the efficiency quotient of critical technique development project was higher than of common technique development project because project period or budget scale infected to project performance. We expect the enhancement of technique developer, tenn and budget, and it is necessary the project results should lead performance such as sales force and employee growth.

본 연구는 연구개발의 기술적 성과에 비하여 상대적으로 저조한 경제적 성과를 제고하기 위해 중소기업의 기술사업화를 촉진하는 한국형 기술사업화 모델 및 이를 위한 과학적 연구방법론 제시를 목적으로 하고 있다. 먼저 기술사업화의 성공실패에 관련된 연구 중 하나인 신제품개발에서 경제적 성과에 긍정적인 영향을 미치는 요인들을 선행연구를 통해 확인하고 우리나라 중소기업의 기술사업화 추진실태와 과제를 진단한다. 다음으로 세계 R&D 동향과 국내 대기업에서 추진하고 있는 6시그마 연구혁신 모델 및 기술사업화의 경제적 성과를 제고하기 위한 과학적 연구방법론 벤치마킹 분석 등의 결과를 토대로 우리나라 중소기업들이 수행하는 연구개발의 기술적 성과는 물론 경제적 성과도 제고할 수 있는 시장중심 R&D를 위한 한국형 기술사업화 모델과 이를 위한 5가지 과학적 연구 방법론을 제시한다. 1990년대 후반부터 등장하기 시작한 새로운 R&D동향은 사업부나 고객뿐만 아니라 공급자 등 외부 파트너들과의 상호 긴밀한 협력 하에 이들의 명시적인 니즈는 물론 암묵지 형태의 니즈까지도 파악하여 이를 R&D 활동에 반영하기 시작하였다. 특히 기업은 1980년대 정보화 진전, 변화의 가속화에 따라 연구과제의 성공이 바로 기업발전으로 연결되지 않는다는 것을 자각하기 시작했다. 단순히 R&D 활동만을 중시하는 것이 아니라 기술을 어떻게 마케팅과 연계시킬 것인가가 더욱 중요하게 되었다. 신기술을 신시장에 연결시키는 것이 용이하지 않지만, 성공 시에는 높은 가치창출을 기대할 수 있으므로 기업들은 R&D활동 보다 높은 가치를 창출하려는 활동에 관심을 가져야만 한다. 이와 같은 글로벌 환경 변화에 능동적으로 대처하고 제4차 산업혁명시대 중소기업의 연구개발 투자가 경제적 성과로 촉진될 수 있도록 본 연구에서 제시된 시장중심 R&D를 위한 한국형 기술사업화 모델과 5가지 과학적 연구방법론이 크게 기여하기를 기대해 본다.

Purpose of this study is to define competitiveness and attribution factors of Busan port on attracting high value added business such as transshipment cargo. Research finds condition to become optimal transshipment port comprises both internal and external circumstances. As for the internal circumstance, scale and location of the distripark as well as port facilities and the rates, for the external circumstance, international network and information technology on logistics managements are providing positive effects. Optimal plans to attract transshipment cargo should include, first, development of total logistics management system from port entry to unloading, transportation, processing, loading to departure. Second, assign port as free trade zone under customs law to attract foreign investment and goods traffic through tax exemption. Third, unless it is illegal, government needs to grant substantial freedom to shift capital for the foreign investors which will lead increase in cargo traffic and foreign investment.

There are many studies on the project planning, project management and quality management. The cost of the new project takes only 20% of system's lifetime resource and the costs of the maintenance and infrastructure take more than 80%, so the study on the maintenance is much more important than the study on the new project. There has been many studies on the economic life cycle of the system using it's maintenance cost, but no studies on it's infrastructure cost. This paper provides how we can adapt infrastructure cost, which takes more than 40% of system's life cycle cost, to the economic life cycle of the system and its effects on the system's economic life cycle.

This study investigates the beginning background of the Smart Education Policy. Besides this article suggests the policy task and direction through analysis of politique characteristic of the Smart Education Policy. First of all, the Smart Education Policy belongs with distribution policy. Distribution policy means that the government positively provides goods and services that people in need. Second, the Smart Education Policy has high tangibility and the policy's output appears immediately. Thus, this step required verification of policy output as well as policy impact. Third, the Smart Education Policy is succession policy of historical and contextual homogeneity of educational information comprehensive development plan that has been promoted in our country since 1996. So, Policy implementation must based on this. Fourth, in order to smooth driving of the Smart Education Policy, to keep up with a rapidly changing politique environment, driving of policy need to secure high flexibility.

It is possible to evaluate hi-tech spatial services such as U-City services as part of the visible results from more than 10 years of public efforts and budgets on Korea National Digitalization. The U-City services are mainly based on ICT(Information and Communication Technology), but in the aspect of giving intelligence to the existing physical space, in principle, they are to be inter-connected with both spatial information and spatial plan. But, still there are few shared concepts for linking U-City services with spatial information and spatial plan. Therefore, under the proposition of the realization of Ubiquitous National Territory in the Digital Convergence Era, the purpose of the current study is to facilitate the balanced development among U-City services, national spatial data and spatial plan by proposing a new concept of Digital Convergence Space. Then, for its realization, regarding laws and policy arrangements are suggested.

In this paper, UPnP Network SaaS model has been studied. Currently, this model of UPnP Network and the trade mission is being used by outsourcing. From now on, the introduction of new trading systems and existing systems and the commercialization of this model as a UPnP network service connection should work. The future of UPnP network SaaS model will become commercially available software, commercial software can be accessed remotely via the Internet should be. Customer site activities must be managed from a central location. Application software architecture, pricing, partnerships, management should not include the character models. N should be the model. When used in small and medium enterprises have a very high value.

The objective of this study is to assess the economic impacts that ensue from the ubiquitous spectrum monitoring project(u-SMP) by employing a contingent valuation method(CVM) to provide policy-makers with useful and responsible information. Importance of investigating the u-SMP service and its economic desirability cannot be overemphasized to actively cope with varying environment for spectrum use in that the spectrum monitoring contributes to the public welfare. According to estimating results, annually WTP per household is 1,268 Korean Won. Consequently, the annual benefit of u-SMP is about 7.9 billion Korean won. This result contributes to robust policy-makings for the u-SMP, to uncovering the economic value of the u-SMP, and to obtaining policy implications for activating the spectrum use.
