Business Information Systems are strategic applications to achieve companies' goals and innovation. This idea make companies invest their time and budget in the Information Systems. However, it is difficult to forecast effects of the investment in Information Systems and it causes hesitation of making decision. Thus, I researched a case so that I could forecast the effect of the information systems using AHP(analytic hierarchical process). In this study, I approached this matter with three views such as intelligence(review of prior literature), design(methodology development), and application. This study is significant in terms of practicality rather than theoretical dimension. Particularly, I suggested a way of quantifying in monetary value the quality aspects through inverting qualitative facts to quantitative facts and calculated the investment feasibility with it.

정보화 체계 수립, 상호운용성, 투자 의사 결정 기반, 업무와 정보기술의 연계 등을 목적으로 최근 공공기관에서 활발하게 추진하고 있는 것이 정보기술아키텍처(Information Technology Architecture) 구축이다. 또한 정보시스템을 효율적으로 구성하기 위한 체제 및 방법인 정보기술아키텍처의 활용을 촉진함으로써 공공기관 등에 정보시스템이 효율적으로 도입 운영될 수 있는 기반을 마련하기 위해 "정보시스템의 효율적 도입 및 운영 등에 관한 법률" 이 제정(2005.12) 및 시행(2006.7.1)되어 정보기술아키텍처의 도입이 의무화되었다. 본 논문은 국내 정보기술아키텍처 구축 현황에 대해 알아보고, 국가과학기술종합정보시스템(NTIS) 정보기술아키텍처 구축 사례와 향후 계획에 대해 소개한다.

u-Health 관련 보건 비용의 지속적인 증가와 건강 및 사전예방에 대한 관심이 증가함에 따라 온라인을 통한 건강 상담, 정보제공, 동영상 서비스 및 e-commerce등 건강 관련 서비스 시장 확대가 되고 있으나 국내 의료산업은 원무행정 분야에 대한 초기 정보화 단계에 있다. 또한 대학/종합병원들의 IT예산은 급속히 증가하고 있으나, 종소형 병/의원/약국의 경우 IT 투자예산 확보 문제가 있다. 이를 대처하기 위해 u-Health와 Wellness를 통합함으로써 BT, NT 및 IT 관련 기술을 활용하여 u-Fitwellness 시스템을 구축 ubiquitous 네트워크를 통해 고객에게 건강과 의료관련 서비스, 제품, 정보를 제공함으로써 개인의 삶의 질을 향상함으로써 홈 네트워킹 기반 u-Health Total solution을 통한 융합형 서비스 시스템을 제안 하고자 한다.

정보화 시대에 도달하면서 대량의 정보 홍수 속에서 교육은 LAN 및 인터넷 환경 보급으로 급속히 발전하고 있다 .그런데 교육 현장에서의 필요한 소프트웨어 개발은 매우 미흡하다. 그나마 많이 진척된 부분은 웹 환경 분야와 CAI 프로그램이라 볼 수 있다. 그러나 웹 환경은 실시간의 교육의 학습환경에 문제점을 가지고 있고, 보안성 측면에서 취약점을 가지고 있고 더욱 어려운 것은 시설준비에 막대한 시설투자가 이루어져야한다는 것이다. 그리고 CAI 프로그램은 상호 작용이 필요한 교육환경에서 단방향이 면서 정해진 틀에서만이 학습이 이루어지는 단조로움으로 다소 현장과는 멀어지는 결과를 가져오고 있다. 이러한 상황에서 실시간의 학습과 외부로부터의 보안성이 있고 상호작용성의 수업환경을 구축하는 프로그램이 제작이 필요하다. 본 연구에서는 Winsock의 네트워크 프로그램을 이용하여 클라이언트/서버 환경에서 다중 텍스트전송, 이미지전송, 동영상전송, 기타 응용문서 전송, 데이터 베이스 저장활용 및 학습평가 활용 등을 교사와 학생들간의 다중 실시간 상호작용성의 수업에 활용하는 지원도구를 구현하였다.

As $\ulcorner$Law about efficient introduction and operation etc. of information system$\lrcorner$ that is called ITA law is enforced by July 1, 2006, Information Technology Architecture introduction is beginning in earnest in public institution. Because information present condition grasping, policy-making, and efficiency of information investment decision are increased in country dimension through Information Technology Architecture. This paper introduces Information Technology Architecture's concept and domestic Information Technology Architecture construction's present condition, NTIS Information Technology Architecture construction example, and describes about 'Information Technology Architecture Framework' that is the point of 'Information Technology Architecture base thesis' for Information Technology Architecture induction, practical use and management among them.

Information security to use information technology(IT) in safety and reliability environment is becoming of great importance. In advanced countries including United States and United Kingdom are consistently expanding budget for information security. Korea also has been a growing interest in information security and Korea government announced plan to develop information security into next-generation growth engine. However, information security budget has increased slightly in recent years, so many national institutions and state governments have budget shortfall to perform information security work. Moreover budget items do not include generic contents about information security and there are confined to some security SW, HW and services. It is necessary to expand information security budget for enhancement national capabilities of information security. In this paper, we analyze the IT and information security budget situation for Korea and United States and propose effective budget expansion and improvement approaches for Korea.

The effectiveness of informatization can vary depending on the level of operation of the information system as well as investment and installation. This study investigates and analyzes the information system operating environment and quality level of small and medium-sized manufacturing companies in Korea, and investigates how it affects the performance indicators of companies. The influence of the environmental factors operating the information system on the productivity performance and financial performance through the quality level of the information system was analyzed through the structural model. As a result of the analysis, it can be said that the higher the level of information system operating environment factors, the higher the quality level, the higher the quality level, the higher the productivity performance, and the higher the productivity performance, the higher the financial performance. It is judged that the effect of informatization depends on the operating environment and quality level after the installation of the information system.

The importance of the creation, diffusion and utilization of the knowledge and information has been magnified at the 21st century of knowledge and information society. If the utilization level of the web site of the national-level R&D information system is enhanced, the duplication of the researches as well as overlapped R&D investment could be greatly reduced. In this regards, this study aims to identify the factors which affect customer value and intention of continued usage for the national science & technology information services (NTIS & NDSL). The empirical research results show that information service quality have a significant influence on the continuous usage intention of science & technology information service. Customer value, as well, influence the continued usage intention as a mediating variable. In addition, the situational factors of information use by itself shows a significant effect on customer value, but it does not moderating the relationship between information service quality and customer value. After a description of research result, we discussed implications and limit of the study as well as future study direction.

National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.

This paper computes the economic impact of handset subsidies using the recent Input-Output Tables and compares the results with other alternatives which telecommunications companies can choose. The first scenario is that telecommunications companies give handset subsidies to consumers and sales agents. The second is that the companies do not give the subsidies to them, but instead spend the same amount of subsidy on facility investment. The third is that the companies lower the prices of their mobile communications services and consumers spend the saved expenses on other goods and services. The result is that the production, value added, import, job, employment inducement coefficients of the first scenario is larger than those of the second and third scenarios. The reason is as follows. The handset subsidy results in the incentive to consumers for handset purchase or the incentive for sales agents to sell the telecommunication services of the companies. The former has larger production and import inducement effect, and the latter also has larger value-added, job, and employment inducement effect than those of other scenarios.
