Upon rapid growth of Information and Communication Technology (ICT) in Korea, the necessity of improved quality of official statistics in ICT is uprising. In order to improve the quality of ICT statistics, various factors such as survey quality, processing quality, output quality and reputation of statistical agency need to be considered together. We use a structural equation model to find a relationship among such factors which can influence the customer satisfaction. Furthermore, this study provides customer with characterized feedback information by comparing the satisfaction indices. It is expected that our model can be used to improve the quality of official ICT statistics.

KT는 무궁화 3호 위성을 이용한 양방향 위성 통신 사업을 추진하고 있으며, 지상망을 이용하기 어려운 지역에 정부/공공, 에너지 산업, 기업 단일망 등 다양한 산업 분야를 대상으로 초고속 네트워크를 제공하고 있다. 양방향 위성 통신 서비스는 36,000km 상공의 위성 중계기와 지상 간의 통신 지연을 극복하기 위한 첨단 기술로 운용되고 있으며, 중요 데이터에 대한 위성 통신 품질보증 기능을 제공한다. 본 논문에서는 위성망의 트래픽을 수집하고 데이터를 로깅하는 위성망 트래픽 수집 도구와 수집된 데이터를 마이닝을 통해 실시간 모니터링하고 통계 정보를 생성하는 위성망 패킷 데이터 분석 도구로 이루어진 위성망 패킷 데이터 분석 시스템에 대해 논한다. 위성망 패킷 데이터 분석 시스템은 데이터 송수신 정보를 모니터링 함으로써 실시간 위성 통신 상태를 점검하고, 전송 지연 및 실패 등의 위성 통신 오류 상태를 조기 진단하고 조치할 수 있는 위성망 품질 보증 서비스를 제공한다.

한국데이터베이스진흥센터가 주관하는 2004년 제1차 공공기관 우수 데이터베이스(DB) 시상식이 지난달 20일 한국관광공사빌딩 지하 강당에서 개최됐다. 지난해 통계∙기상∙기업∙법률∙특허 등 5개 분야 DB 10종을 우수DB로 선정한 한국데이터베이스진흥센터는 올해 공공기관 DB를 대상으로 우수DB 6종을 선정했다. 이번에 선정된 공공기관 우수DB 6종은 재정경제부, 문화관광부, 산업자원부, 건설교통부와 산하 공 공기관에서 운영하고 있는 데이터베이스 가운데 건설교통, 경제산업, 문화예술 등 3개 분야에서 품질이 우수한 각 2종씩의 DB가 선정됐다. 건설∙교통 분야에서는 한국도로공사의‘로드플러스’와 건설교통부의‘건설교통종합정보센터’가 선정됐고, 경제∙산업 분야에서는 조달청의‘나라장터’와 한국은행의‘경제통계시스템’, 문화∙예술 분야에서는 한국관광공사의‘Visit Korea’와 문화재청의‘국가문화유산종합정보서비스’가 선정됐다. 한국데이터베이스진흥센터는 올 11월경 정보통신, 교육학술, 과학기술분야를 대상으로 제2차 우수 DB를 선정할 계획이며, 자세한 내용은 데이터베이스품질평가센터(www.dbq.or.kr)에서 소개하고 있다.

Recently, acquisition of high quality data has become an important issue as the expansion of the big data industry. In order to acquiring high quality data, accurate evaluation of data quality should be preceded first. The quality of data can be evaluated through meta-information such as statistics on data, and the task to extract such meta-information is called data profiling. Until now, data profiling software has typically been provided as a component or an additional service of traditional data quality or visualization tools. Hence, it was not suitable for utilizing directly in various environments. To address this problem, this paper presents the development result of data profiling software based on a microservice architecture that can be serviced in various environments. The presented data profiler provides an easy-to-use interface that requests of meta-information can be serviced through the restful API. Also, a proposed data profiler is independent of a specific environment, thus can be integrated efficiently with the various big data platforms or data analysis tools.

This study investigates factors, which affect subjective judgment of Smartphone users when they switch to a new product or other mobile carrier, and examine a relationship between switching intention and switching expected performance through users of in Korea and China. The results of the study showed that switching intention is positively associated with switching expected performance in both Korean and Chinese users. Brand reliability, functional quality, and general climate for Smartphone business have a significant impact on switching intention in both countries. In addition, personal innovation has a significant impact on switching intention of Korean users but Chinese. However, content quality has the effect on switching intention of Chinese user but Korean. This study provides useful strategies for switching behavior of Smartphone users of two different countries in the mobile industry.

The purpose of this study is to verify the effects of information system quality on business performance (net benefit) in the Korean public informatization business and to verify whether the user has mediating role in the relationship between information system quality and net benefit. In order to prepare empirical tests, factor analyses was conducted and the validity and reliability of the variables were confirmed to be acceptable. The research hypotheses were tested by regression analyses. The mediating effects as well as the main effects were analyzed by SPSS statistical program. The results show that the higher the quality of the information system becomes, the higher the usability by the users of the system increases. Also, it was found that the users had more positive effect on the net benefit of the public informatization project. In addition, it was confirmed that there was a partial mediating effect by the users on the relationship between information system quality and the benefits. The results of the research suggests that we establish a management system to improve the business performance efficiently according to the priorities of detailed success factors from the viewpoint of the public information business, and the users who use the information system quality and system.

In this study, the method of quality measurement for the statistical usefulness of de-identified data was examined in terms of prediction accuracy by statistical modeling. In the era of the 4th industrial revolution, effective use of big data is essential to innovation through information and communication technology, but personal information issues are constrained to actively utilize big data. In order to solve this problem, de-identification guidelines have been established and the possibility of actual re-identification of personal information has become very low due to the utilization of various de-identification methods. On the other hand, strong de-identification can have side effects that degrade the usefulness of the data. We have studied the quality of statistical usefulness of the de-identified data by KLT model which is a representative de-identification method, A case study was conducted to see how statistical accuracy of prediction is degraded by de-identification. We also proposed a new measure of data usefulness of the de-identified data by quantifying how much data is added to the de-identified data to restore the accuracy of the predictive model.

Sampling In this study, we examined the problems and their improvement plans associated with the reliability management sector in quality management engineer test conducted in Korea. First of all, there seems to be a problem in that the terminology is not unified and some techniques essential for reliability analysis are not included. We also looked at quality and reliability tests performed in foreign countries (especially USA) that Koreans often acquire. In particular, it can be seen that the CRE test almost overlaps with the contents of the reliability management engineer test in Korea. However, while the USA is an open book test, Korea is not, so the problem is that there are too many formulas to memorize on the part of the test takers. In addition, the analysis of the data is done manually without using computer software. If the test were an open book test like the CRE test in USA, it will be a test that can go beyond fragmentary knowledge and check whether test takers have the essential elements in reliability management. Lastly, if we adopt re-certification system through education and work within a certain period of time, as in USA, it will be a qualification test suitable for modern people living in a flood of information.
