Information Poverty of Korean Residents in Japan (재일한인(在日韓人)의 정보빈곤에 관한 연구)

  • This article deals with the information poverty issue of Korean residents in Japan. In details, it introduces the substantial examples of information poverty which the Korean residents in Japan have experienced in their daily lives, and analyzes the factors causing such information poverty. The focus is on identifying the 'relative' information-poor groups in the Korean community. Finally suggested is a strategic method to improve both the poor information literacy of Korean residents and the poor information environment of Korean community in Japan. The data needed for discussion were collected by two methods a full-scale survey with 532 Korean residents and an in-depth interviews with 24 samples drawn from the survey participants.

  • 본 연구는 예비 연구(Pilot Test)로써, 엘프레드 채트먼(Elfred Chatman)으로 대표되는 정보 빈곤 이론을 바탕으로 재한유학생의 일반적인 정보 요구가 무엇이며 스스로를 정보 빈곤층으로 인식하는지, 어떠한 정보 빈곤 양상을 경험하는지에 대한 본격적인 연구를 수행함에 앞서 현 시점에서 설정한 이론적 배경의 적용 가능성을 검토하고 보완이 필요한 사항을 도출하는데 목적이 있다. 이를 위해 재한 중국인 유학생 J, K, Y를 대상으로 심층 면담을 수행하여 결과를 분석하였다.

A Study on the Information Poverty of North Korean Refugees in South Korea: Based on Chatman's Information Poverty (북한이탈주민의 정보빈곤에 관한 연구: Chatman의 정보빈곤이론을 기반으로)

  • The present study aims to investigate the effects of information poverty on North Korean refugees' social adaptation to South Korea based on Chatman's Theory of Information Poverty (1996). Based on the Theory of Information Poverty, information poverty consists of four variables: Secrecy, Deception, Risk-taking, and information acceptance in response to situational relevance. And based on the previous studies, adaptation to South Korean life is divided into social adaptation and psychological adaptation. From August 4 to August 30, 2021, after approval by the IRB through the North Korean refugee support organization , surveys were conducted with North Korean refugees who had lived in South Korea for at least one year and were aged 19 or older. The 100 collected valid data were analyzed using frequency analysis, reliability analysis, correlation analysis, and multiple linear regression analysis. Findings of the study indicated that information poverty had significant effects on North Korean refugees' social and psychological adaptation. In particular, the "deception" variable had negative effects on social and psychological adaptation. The study has theoretical implications that it explains North Korean refugees' adaptation to South Korea based on Theory of Information Poverty by defining them as information poor. Above all, it attempts a quantitative approach through operationalization of key concepts unlike previous studies that were conducted with qualitative approaches.

Information Service for Overcoming Information Poverty of North Korean Refugees (북한이탈주민의 정보빈곤 해소를 위한 정보서비스 방안)

  • This study deals with information poverty and information service for information welfare of North Korean refugees. On the basis of the data collected and analyzed, it was concluded that North Korean refugees were situated at information poverty, as compared to the situation of South Koreans. It was also found out that their information poverty was caused by the inferiority of their information literary and information environment. In conclusion, this study made some suggestions for overcoming the information poverty and promoting the information welfare of North Korean refugees.

Effects of Poverty Status on Socio-Emotional Development in Childhood : Focused on Comparing the Effects of Proxy Variables and Poverty-Co-Factors (빈곤지위가 아동의 사회·정서발달에 미치는 영향 :빈곤대리변수와 빈곤동반 위험요소와의 비교를 중심으로)

  • Present study investigated the effects of poverty and poverty-co-factors in childhood. The effect of poverty status was measured by needs-income ratio. It compared its effect on children's socio-emotional development with that of poverty proxy variables such as recipient of public assistance, financial stress, subjective perception about social class, residence in public housing. It also examined the effects of poverty-co-factors after poverty status were controlled. Results show that poverty status has a more consistent negative relationship with socio-emotional development than other proxy variables. However, the relationship between them disappeared after poverty-co-factors were controlled. Findings from the present study suggest that targeted efforts for decreasing poverty-co-factor risks should be made along with financial support.

  • This study intends to shed light on the everyday lives of the urban poor in four metro areas in Korea, viewed especially from the information perspective. Employing in-depth interviews and participant observation interchangeably, it attempts to illustrate such phenomena as information poverty, and to scrutinize the reasons of their passive behaviors in information seeking. This paper, specifically, focuses on the following characteristics of information need and information related behaviors of the urban poor : types of everyday concerns and ways to deal with them: characteristics of the help provided: types of information sources consulted : na, barriers and limitation of everyday information seeking and information use.

A study on the Methodology of Extracting the Poor Deprived Districts by Using Geospatial Information (국토정보를 활용한 빈곤·취약지구 추출 방법에 관한 연구)

  • The purpose of this study develops the methodology to extract the poor deprived districts using the data from the national spatial data infrastructure portal. Particularly this study tries to select more acute indicators and to test the operability of such indicators. Also this study is focused on the versatile methodology that can be adjusted to incorporate alternative indicators that might be appropriate according to the hierarchy of the spatial unit. The indicator sets are composed of three dimensions: the poor class, the poor old housing, and poor residential neighborhood environment. Each representative indicator is selected based on the characteristics of the poor deprived districts. As a result, at the level of administrative Dong, key indicators for extracting the poor deprived districts are number of recipients of national basic living security per thousand persons and ratio of households living at old detached house. At the level of the national based zip code district, the ratio of buildings built on parcels located at roads below 4m in width, the ratio of small parcels below $60m^2$ and the ratio of poor old buildings are very important indicators. The result of grid analysis by overlaying the coverage of multiple indicators shows that relatively more vulnerable and deprived districts can be extracted at the small sub-district level. This study suggests the possibility to create the high value-added information, using the data from the national spatial data infrastructure portal. This methodology enables policymakers to select the priority target districts of poor deprived district more effectively.

The effects of poverty on school maladjustment and academic achievement mediated by parental monitoring and types of internet use (빈곤은 인터넷 활용에도 영향을 미치는가?: 빈곤이 부모의 지도감독과 청소년의 인터넷 활용유형을 매개로 학교부적응과 학업성취에 미치는 영향)

  • One of the most popular keywords in 21th century is "Information Society". Information Society improves the overall quality of human life, but increases the negative aspects such as internet addiction and digital divide. The purpose of this study is to understand the vicious cycle between socio-economic disparities and digital divide. This study analyzed the effects of poverty on school maladjustment and academic achievement and mediation effects by using parental monitoring and internet use types as mediators. Data were obtained from the Korea Youth Panel Survey(KYPS). Structural equation modeling was employed for statistical analyses. The result showed that poverty reduced parental monitoring and information-oriented type of internet use. Youth who used less information-oriented type showed more school maladjustment and less academic achievement. However, the relationship between poverty and entertainment-oriented type was non-significant. Thus, parental monitoring and the internet use types were one of the main pathways which can affect school maladjustment and academic achievement among youth in poverty. There was the possible vicious cycle between poverty and digital divide. Based on this study, we strongly suggest improvement of the media competence to solve the problem of digital divide among youth in poverty.

Information Poverty of Minorities and Responsibilities of Libraries in Korean Society (소수자의 정보빈곤과 도서관의 책무)

  • The purpose of this article is to find out both strategies and methods that Korean libraries could be reborn and recognized as an essential public good for the information poor. To the end, the first discussion is about the Korean society's intrinsic standpoints on social minorities and information poverty. And the second discussion is on how the Korean library community has approached and met with the information poverty issues of social minorities. Special concerns are on analysing the achievements and limitations of Korean library policies for social minorities. Also investigated are the indigenous factors that have impeded the further development of library services for the information poor. And finally this article requests for scholarly efforts to strengthen the theoretical basis of library policies for social minorities, together with strategic suggestions for Korean librarians who wish to renovate their specialized services for social minorities.

  • 본 연구의 목적은 Big Data를 활용하여 우리나라 빈곤, 실업, 질병의 우울증과의 인과관계를 규명하고자 한다. 이를 위해 Google 트랜드의 지난 5년간(2015.12. 27~2020.12.20.)의 빈곤-실업-질병-우울증 등의 주제어 중심의 분석을 시도하였다. 분석결과, 빈곤(B=.295, p<.001)과 실업(B=.404, p<.001)은 질병에 유의미한 영향을 미치며, 빈곤(B=.150, p<.01)과 질병(B=.186, p<.01) 및 실업(B=.466, p<.001)은 우울증에 유의미한 영향을 미치는 것으로 나타났다.
