A Study on Human Resource Management for Information Security in the Age of Information Warfare (사이버테러정보전 전문인력 양성 및 관리 방향에 대한 연구)

  • This paper is about a study on human resource management for information security in the age of information warfare. this study reviewed the current status of human security resource forces for information warfare and derived problems of current practices of various organizations. Based on the analysis of the current practices the author suggested several ideas for solving the problems various. The suggestions include 1) establishment of security manpower concept, 2) set-up of manpower requirement, ideas, 3) establishment of systematic educational system, 4) standardization, etc.

  • 다년간의 국가정보화 노력으로 우리나라는 이미 IT 강국으로서 선진 정보강국과 어깨를 나란히 하고 있다. 인터넷의 발달과 이를 통한 전자상거래 및 인터넷뱅킹 등 IT 산업의 급격한 발전이 이를 뒷받침해주고 있다. 이러한 추세에 따라 각종 정보보호 제품 및 기술의 개발과 정보보호의 중요성을 인식한 정보보호관리 정책의 수립도 함께 이루어져왔다. 향후 유비쿼터스 사회를 맞이하여 국민 삶의 질적 수준을 한 단계 끌어올리기 위해서는 보다 안정된 정보사회 기반을 마련해야 할 것이다. 이를 위해서 정보보호의 중요성을 확산시키고 정보보호를 담당하는 전문인력을 양성하는 데에 주력해야 할 것이다. 본 연구는 정보보호 인력의 질적 양성을 위해 보다 체계적인 정보보호 교육의 필요성을 높이 인식하여, 정보보호 전문인력이 갖추어야 할 지식 및 기술에 대해 분석하고 있다. 우선, 정보통신 및 정보보호 관련 선행 연구를 통해 55개의 정보보호 분야 지식 및 기술을 도출하고, 산업계 및 학계의 전문가 대상의 검토를 통해 총 71개의 지식 및 기술을 최종 도출하였다. 본 연구의 결과는 정보보호 분야의 실무 수행에 필요한 지식 및 기술 항목들을 제시함으로써, 수요 지향적인 정보보호 교육 프로그램 개발 및 운영에 활용될 수 있을 것이다.

  • Successful industries that have maintained their competitiveness are characterized by well-established skills framework system. Skills framework establishes the agreed-upon, industry-identified knowledge, skills and abilities required to succeed in the workplace. Skills framework forms a solid foundation for the development of outcomes-based instruction and assessment, thus it benefits industry, students, educators and government. Each group has a major stake in the education of our students and in the efficient development of a productive workforce. Particularly in fast-changing fields like information security, relevant data that accurately reflect current and future knowledge and skills enable timely direction of resources, development and revision of industry-relevant curriculum, and efficient development of career information and job profiles. Skills framework occupies an indispensable position in any dialog concerning education or training in technical fields. In this study, we develop the skills framework for information security professionals.

Analysis on a Turnover Process of Information Security Professionals (정보보호인력의 직무이동과정에 대한 분석)

  • The turnover rate of information security professionals in Korea is over 10% and turnover into non-information security fields accounts for over 50% of all the turnovers [1]. It is not only important to recruit a new quality workforce, but also to make the current workforce perform satisfactorily, to improve their performance, and eventually to attain information security objectives. This study proposes a Markov chain model for the turnover process of information security professionals and forecasts the job duty composition of information security professionals. The results of this study can be applied to secure the justification of government policies for the promotion of information security professionals.

정규교육기관을 통한 정보보호인력 양성에 대한 연구

  • 최근 정보화의 역기능이 더욱 다양해지고 광범위해지면서 정보보호의 중요성은 전 세계에 걸쳐 중요한 이슈가 되고 있다. 이에 따라 정보보호인력을 양성하기 위한 교육기관들이 개설 및 증설되고 있지만, 인력양성의 핵심적인 역할을 담당하고 있는 정규교육기관에서의 정보보호인력 양성 현황에 대한 체계적인 분석은 미비한 실정이다. 본 논문에서는 교육통계연보를 이용하여 국내 정규교육기관(전문대학, 대학, 대학원)의 정보보호전공 설치 현황을 파악하고, 설문조사를 실시하여 졸업생 진로 현황, 교육 프로그램 운영 시 애로사항, 교육 프로그램 개발 시 우선순위를 파악한다. 또한 이를 토대로 정보보호인력의 공급을 전망하고 학교 급별로 정보보호인력의 양성 방안을 제시한다.

  • There is a limitation on counteracting recent cyber-attacks with only technical security measures because they become more intelligent and large-scale to aim at employees instead of systems directly or to be conducted with unspecified multiple PCs. Thus, comprehensive measures revolved around related manpower are necessary to deal with them. However, domestic information security education system which is the base of professional manpower training lacks medium-and long-term plans for information security education, verification of education programs, and information sharing among educational institutions. This paper suggests information security education development plans for resolving problems on domestic education systems and improving cyber information security environment such as a national information security education master plan, certification system introduction of education programs, and professional manpower database management.

A Study on the Development of the Information Security Department Curriculum for Junior College (전문대학 정보보안과 교과과정 개발에 관한 연구)

  • This study aims at the development of new curricula for information security department at colleges. For this purpose, the curricula for information security of the seven colleges in Korea were first examined. Then, questionnaires from the fifteen information security companies and professors were put into place. With these results, a new curricula for the information security department was developed. A curriculum that developed in this study will also provide changes and improvements for the future curricula of information suity department at colleges in Korea.

  • The management of professional manpower with expertise in performing specific tasks can be said to be a very important issue at the national level. Recently, interest in industrial technology protection experts continues to expand, but difficulties are growing due to the lack of policy evidence. Considering these points, this study conducted a fact-finding survey on personnel in charge of industrial technology protection, and through this, quantitative, qualitative, and job path analysis were performed for related job performers. These results are considered to be significant in that they can be used as basic information for fostering industrial technology protection experts in the future.

A study on a curriculum for information protection specialty manpower training (정보보호 전문 인력 양성을 위한 교육과정 모델에 관한 연구)

  • The spreading of internet, combined with the computerization of industry and the life whole has created an incereased demand on the private life protection and information portection, but due to the lack of specialty manpower on the information protection industry field there are many difficulties. Therefore, in this paper a curriculum for an information protection specialty manpower training is proposed. The proposed curriculum indispensability 1,2 and classified with a selection 1,2 and classified with a selection 1,2. The information protection application field into 9 segments of domains, and to carry out the curriculum in a ring structure. The curriculum based on the information security field's 9 domains and related field practical business, and the course offered after graduation to deepen the specialty, need to be carried out by each domain in order to continuously carry out the information security deepening process.

  • Information Security industry in Korea is growing rapidly but is confronted with many challenges in business environment. One of the worst hardships is the mismatch in the demand and supply of manpower. Thus the government is developing a manpower policy to relieve the situation. To suggest policy implications, this study analyzes the demand and supply of Information Security manpower in the systematic and behavioral point of views. Using System Dynamics approach, we formulate a model to analyze the demand and supply of Information Security manpower. Finally we simulate the model and interpret the results.
