In an extended enterprise, there is a shift to shared services, cosourcing and outsourcing, and extending out to partners, suppliers, and customers to accomplish business objectives more effectively. Along with this critical need, executives should be aware of the need to focus on optimizing the value of their information technology and reducing the related risks. So IT governance is critical, and many companies including spin-off venture are providing IT governance solution, but very little is known about brand management and marketing strategy of IT governance solution provider. The purpose of this study is to investigate brand positioning of IT governance solution company focusing on spin-off venture. The results of this study are summarized as follows. First, brand management is needed in the spin-off venture. second, IT governance solution companies including spin-off venture must provide something more than functional value. That is, they actively seek to emotional or symbolic value for their customers.

This paper is to analyze how the information security leadership of top management affects controls of information security. Controls of information security include the activity related to making information security policy, the activity related to making up information security organizational structure and job responsibilities, the activity related to information security awareness and training, the activity related to technical measures installation and operation, and the activity related to emergency response, monitering and auditing. Additionally we will analyze how Internet incidents affect controls of information security and find implications.

As neoliberal Globalization is reinforced, the debating of international stage about cultural market is heated up. People who insist market opening claim that cultural product has to be handled in condition such as other goods. However, the dissenter of cultural market-opening assert 'cultural exception' in goods trade because culture affects in individual and community consciousness and identity. The dispute encompassing cultural market raise the concept of Global Governance which presents theoretical frame about international society's decision-making and administration. Thus, this article explore international norms which encompass cultural market and its stakeholder through Global Governance frame. Specifically, first, this article review the theory of Global Governance. Second, this article examine international norms such as WTO, GATT, GATS, and also study its opponent who advocate 'cultural diversity'. Consequently, this article argue that the debating and conflict about cultural market should be resolved, not by hegemony state, by Global Governance frame which all stakeholder take part in.

In the field of smart water management, there is an increasing demand for strengthening competitiveness through big data analysis. As a result, systematic management (Governance) of big data is becoming an important issue. Big data governance is a systematic approach to evaluating, directing and monitoring data management, such as data quality assurance, privacy protection, data lifetime management, data ownership and clarification of management rights. Failure to establish big data governance can lead to serious problems by using low quality data for critical decisions. In addition, personal privacy data can make Big Brother worry come true, and IT costs can skyrocket due to the neglect of data age management. Even if these technical problems are fixed, the big data effects will not be sustained unless there are organizations and personnel who are dedicated and responsible for data-related issues. In this paper, we propose a method of building data governance for smart water data management based on big data.

For cope with the participating government promoted local decentralization of the present time, local governments are coming to aim at the realization of local governance. Local governance refers to a way of solving public problems of urban area through partnership which is a collaboration and participation based on 'relationship' among diverse interested parties such as executive authority of policy, private sectors. First of all, it is most important task to make transparency and responsibility of all people and networks by themselves through sharing information. With like this kind of a background, local assembly is an momentos body of local governance because it is a decision making organization at the same time as a representative organization of local residents, and it has a relationship of 'check and balance' with chiefs of local governments as an organization monitoring and supervising the administration of an executive authority. Not the less, information about local assembly does not open to the public or exist. Even some informations open to the public, they are not enough to be settled distrust and low-valuation by civil society. Now Local assembly is face to a point that improve over all of record management. This study is based like this critical mind, then, it examines throughly local assembly's realities by suggestion with reforming plan of record management. Record can embody true values when record management practices indefatigably through prudential system from production until preservation. Accordingly, this study suggests management of transaction unit without the omission of record. Also this study is satisfy the condition of Korean record management system with proposals of record management policy and establishment of record center. At the conclusion of study, it puts effects into shape that local assembly secure transparency and responsibility and organize local governance by record management.

Today, the phase of modem war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is dearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.

Personal information protection need to be addressed in terms of enterprise-wide and business issues, not just an information processing issue. Therefore, governance of personal information protection, which stress the importance of top management's roles aud responsibilities for personal information protection, has been noticed as an important agenda to resolve. The paper defines the concept of personal information protection governance and proposes the severn critical success factors (CSFs) for implementing the governance scheme. The proposed CSFs are tested in terms of feasibility and materiality by using the focus group interviews.

It was amazing that efficiency of bureaucratic system, when Marx Weber presented theory of bureaucracy. Now, Government and Bureaucratic organization are confronted with a forked road of change. The purpose of this paper is not so much to force choices among the alternative visions of governance but rather to make the choices available to governments more evident. Any choice of paradigms for government and administration is unlikely to be Pareto optimal, but we should be clear about what we receive and what we sacrifice when we make these judgements about governance. Today, government and public bureaucracy must be changed. There are needed an innovation of government and public bureaucracy. It must be changed concepts from government to governance. Governance is a national management.

In this paper, we brought some influence factors of what the function contributing by ITA/EA in organization is. Also, we verified statistically the impact relation in mutual on the base of questionnaire, extracting in investigation the factors of why the IT Governance of organization is building up, and by what the effect of building up is estimated. In result of statistical analysis based on the 223 case of organizations, it appeared that the infrastructure management, decision making enhancement, and IT process and service functions are the contributing factors on the IT Governance.
