The Cultural Heritage Committee is an advisory committee established under the Cultural Heritage Administration with the aim of carrying out examination and deliberation on preservation, management and use of cultural heritage. The Cultural Heritage Administration is the highest administrative organization in terms of Korean cultural heritage. It was founded to produce and execute policies on cultural heritage, an important task that requires a high level of specialized knowledge, skills and academic expertise. It involves in-depth investigation and consultation of experts in the field of cultural heritage. An organization consisting of distinguished experts, the Cultural Heritage Committee plays an important role in policymaking on cultural heritage of Korea. The Korean government established the Bureau of Cultural Heritage in October 1961, and enacted provisions (as a presidential decree) on the organization on March 27, 1962, according to the Cultural Heritage Act established on January 10 of the same year. The Cultural Heritage Committee was opened as a deliberation committee according to the law, on which currently 90 members serve in 8 subcommittees. The term of office of a committees member is two years. The deliberation of the committee, which covers the entire range of cultural heritage, including their designation and cancellation, is normally concluded by the deliberation and decision of each subcommittee. This study aims to analyze of the survey of the Cultural Heritage Committee as the highest organ for the deliberation of policies on the matters of cultural heritage. The subject of the analysis in this study is a questionnaire survey that was conducted between Oct. 20 and Nov. 29, 2003, of 116 former and current members of the committee.
The Korean Criminal Code ${\S}10$ (1) provides that "The act of a person who, because of mental disorder, is unable to make discriminations or to control one's will, shall not be punished". Therefore, it'll not be able to be given criminal punishment if a mentally defective person is determined to lack the criminal liability. The problem about judging the criminal liability for the mentally defective person exists in areas where the criminal law intersects with psychiatry. Although the supreme court ultimately judges whether the criminal liability by mental defectiveness exists or not, the judgment of mental defectiveness, which is biological element, needs psychiatric knowledge and it is no wonder to rely on this. In particular, a change is required in the procedure and contents of mental examination for a mentally defective person as implementation of the Civil Participation in Criminal Jury Trial. It is needed the improvement of procedure to submit more accurate mental examination and the result of it in order that jurors are able to understand the result of mental examination and make an decision. This is because jurors consisting of ordinary citizens take part in trial. For guaranteeing the precise result of mental examination in the criminal justice procedure, it is necessary to establish the pool of manpower consisting of psychiatrists or psychologists who have completed the specific educational programs about the criminal justice and legal psychiatry, and it is desired to carry out the psychiatric test with selecting appraisers who belong to a pool of manpower. Furthermore, it is required to draw up and submit the written appraisal of mental examination which is easy to be known because of considering the nonprofessional of jurors consisting of ordinary citizens in the Civil Participation in Criminal Jury Trial. In order to gain a fair verdict of the jury about whether mental defectiveness exists or not, it is recommended the prompt submission of the written appraisal of mental examination, the presentation of the written appraisal of mental examination summarizing the important contents, and making out the written appraisal of mental examination for jurors to understand it easily.

On the tourism purchasing stage, this study is focused on analyzing the relationship among tourism omnichannel selecting factor, satisfaction and purchasing intention considering the moderator effects of tourism experience and perceived risk. Based upon antecedent studies and literature about tourism omnichannel, We presented the study model and hypotheses. For the accurate analysis, we did field survey with 400 respondents. The results are as follows. First, the positive relationship are found between channel selecting factors during purchasing and tourism omnichannel satisfaction. Secondly there is a positive relationship between tourism omni-channel satisfaction and tourism purchasing intention. Thirdly tourism experience is proved as a positive moderating effect between channel selecting factors during purchasing and tourism omni-channel satisfaction. But the moderating effect of perceived risk is negative between them.

VE workshop is performed based on VE expert' experiences without retrieving VE data of similar previous projects. Moreover, it usually omitted or applied for the sake of formality due to insufficiently understanding VE function, limited time, space and budget. Even though many studies have established VE databases for retrieving and reusing VE data, VE workshop is still inefficient and ineffective to improve projects' values. With this regard, this study proposes a preliminary prototype for improving VE workshop, which utilizes the state-of-the-art information communication technologies(ICTs) including Building Information Modeling(BIM), Mobile Computing(MC), Network Service System(NSS), and Database Management System(DBMS) for better managing, storing and reusing VE data. The prototype was developed to evaluate advantages and limitations. The results show that the proposed prototype can support visual VE data retrieval from similar previous projects, enhance communication among VE team and save much time and cost comparing to traditional VE. Through this, the productivity of VE workshop can improve efficiently and effectively.

This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.
This study was inspired by the issue that the fundamentals of education have been overlooked, as today's smart education policies established in the knowledge-based information society of the 21st century have only focused on building digital environment and its efficiency. To carry out the study, the media education of Germany, which is equivalent of Korea's smart education, was analyzed to obtain implications for Korea's smart education. In Germany, the media education has been managed by the country ever since the information society has begun. Since 2009, the media education has become a requirement for all schools in every state. Thus, the current media education policy of each state has been analyzed, which revealed the following common characteristics. 1) The media education is closely linked to existing curriculum and education, rather than being conducted separately with different standards. 2) The media education is being conducted in a democratic manner by actively reflecting the exemplary cases of school teachers, rather than following the instructions and guidelines from the government. 3) The media education deals with the character and identity of young students, based on their basic understanding of information society, which are essential for a successful life in the upcoming society. Unlike the first and second implication linked to the method and procedure of media education policy, the third implication is the basic purpose of media education, which is also the key implication of this study. The media education policy of Germany, which is being conducted with its own educational philosophy, offers significant implications for Korea's smart education policy. In Korea, the education only revolves around device-based environment innovation or content development. It should be noted that the purpose of smart education is developing smart individuals who can bring better, happier, and more successful society - rather than establishing a smart environment. Therefore, the focus of discussion on Korea's smart education that revolves around environment, infrastructure, device utilization, and contents development should be changed to the character and identity of students, which are required in the future smart era. That's when 'human-based' educational revolution, instead of 'device-based' classroom revolution can begin.

Inquiry has been consistently emphasized in science education as a crucial element for learning. Although many researchers came to agree on the importance of scientific inquiry, authentic inquiry activities are hard to be actualized in an educational context. Therefore it is required to critically examine what teachers have difficulty in teaching inquiry. In this article, we looked into inquiry-based science activities in a small group setting where pre-service science teachers faced dilemmas between cognition and practice of inquiry. A case study was conducted on eight undergraduate students who are majoring in science education. The participants attended a weekly science program for middle school students in low SES as teaching assistants and mentors, and took full care of his/her mentees during open-inquiry activities. The results were drawn by analyzing participants' personal and group interviews, participant observations, self-reports, and others. The pre-service teachers viewed the knowledge and procedure of science as an essential factor in inquiry activities along with student's spontaneous attitude. However, in the process of performing inquiry, they faced several dilemmas between ideal cognition and real activities. The aspects of dilemmas could be summarized in three pairs of opposing concepts: 'diverging inquiry or converging science', 'interest-centered inquiry or learning-centered inquiry', and 'student as the subject or student with the insufficient expertise.' We discussed ways of resolving dilemmas and alternative perspectives on scientific inquiry.
In order to create value for maritime tourism industry, new port infrastructures have been planned, improvements in passenger terminal services have been designed, and new maritime transport technologies have been applied, so that ports improve their efficiency and the quality of their service more than their national and international competitors. Thus, the purpose of this study is to verify the dimensions of the service quality of ocean passenger terminal. Based on a survey of 260 customers in port of Busan and Inchon, terminal service quality's five main dimensions have been checked regarding their fit with the use of Confirmatory Factor Analysis. Empirical results support that this is a valid instrument for measuring service quality of a ocean passenger terminal. The interactive sequence of computing Cronbach's alpha, corrected item-to-total correlation, and factor analysis was repeated a few times and resulted in a final set of 19 items representing five distinct dimensions-tangibles, responsiveness, knowledge, reliability, and accessibility. This finding provides the more appropriate instrument to evaluate the customers perception as well as to measure the service quality of ocean passenger terminal.
In the field of medical artificial intelligence, there have been a lot of researches on disease prediction and classification algorithms that can help doctors judge, but relatively less interested in artificial intelligence that can help medical consumers acquire and judge information. The fact that more than 150,000 questions have been asked about which hospital to go over the past year in NAVER portal will be a testament to the need to provide medical information suitable for medical consumers. Therefore, in this study, we wanted to establish a classification model that classifies 8 medical subjects for symptom text directly described by patients which was collected from NAVER portal to help consumers choose appropriate medical subjects for their symptoms. In order to ensure the validity of the data involving patients' subject matter, we conducted similarity measurements between objective symptom text (typical symptoms by medical subjects organized by the Seoul Emergency Medical Information Center) and subjective symptoms (NAVER data). Similarity measurements demonstrated that if the two texts were symptoms of the same medical subject, they had relatively higher similarity than symptomatic texts from different medical subjects. Following the above procedure, the classification model was constructed using a ridge regression model for subjective symptom text that obtained validity, resulting in an accuracy of 0.73.
Flipped classroom has used widely in university in that its unique structure can facilitate learners' higher-thinking skills and promote competencies. Learners are expected to extend knowledge through performing online and offline, but they have difficulty in understanding their roles and specific behaviors to achieve the learning goals in the flipped learning. Therefore, a guidance for students has been required to support learners' mastery learning. The purpose of this study is to identify successful learners' characteristics in terms of "competency". For this, three-phased competency modeling was employed. In Phase I, Behavioral Event Interviews were conducted with eight learners of the flipped classroom. In Phase II for identifying competencies and developing a competency model, the data was coded, followed by testing reliability of the coding. Based on the meaning codes, competencies and behavioral indexes were developed. The final competencies consist of learning orientation, learning management, feedback seeking, peer interaction, and knowledge extension. In Phase III, validation of the competency model was conducted by explanatory factor analysis. As last, competencies were aligned by the two-phase of the flipped classroom. The finding will be used as the guidance for the learners and instructors in the flipped classroom.
