A Study on the Assessment Method of Battle Damage in Cyberspace by Cyberattacks (사이버공격에 의한 사이버공간 전투피해평가 방안 연구)

  • Evaluating battle damage after conducting an attack on selected targets during warfare is essential. However, regarding the assessment of battle damage caused by cyber-attacks, some methods available under limited circumstances have been suggested so far. Accordingly, this paper suggests a militarily applicable, comprehensive, and specific method of battle damage assessment from battle damage assessment methods in combat assessment theories from the understanding of cyberspace. By using cyberspace components, this paper classifies cyber targets, suggests the assessment methods of data damage, social cognitive damage, derived damage, and the existing battle damage assessment methods such as physical damage, functional damage, and target systems, and provides an example to demonstrate that this method is applicable to the actual past cyberattack cases.

과학화 전투훈련 신뢰성 제고를 위한 자료검증 방법

  • 부대기동 및 실사격을 적용한 군사훈련이 가장 사실적이며 현실감이 있지만, 부대기동에 따른 교통체증 유발과 실사격 훈련에 대한 민원 증가로 인하여 실기동에 의한 군사훈련을 실시하기에는 많은 어려움이 있다. 그러므로 실사격 훈련의 제한 및 통제형 선형훈련으로 인하여 현장감이 저하되고 학습효과가 상대적으로 떨어지게 되는 단점을 극복하기 위하여, 미국, 영국, 독일, 프랑스 등 군사선진국들은 실전적 훈련묘사 및 정밀 훈련분석이 가능한 과학화 전투훈련장을 구축하여 군사훈련의 성과를 높이고 있다. 국내에서도 육군 과학화 전투훈련장(KCTC) 구축사업이 현재 진행중에 있다. 과학화 전투훈련은 일반적으로 마일즈 장비와 시뮬레이션을 사용하여, 지휘/통제/통신 및 기동, 전투근무 지원에 이르는 군사훈련 전과정을 모의하며, 직/곡사화기 교전, 화학 및 지뢰지대 운용, 항공지원 등 전투과정을 재현함으로써 훈련에 참여하는 지휘관과 병사로 하여금 현장감 있는 전투훈련을 유도한다. 이러한 과학화 전투훈련이 실제 훈련과 동일한 훈련효과를 창출하기 위해서는, 신뢰성 있는 교전 피해평가가 필요하다. 예를 들어, 곡사화기에 의한 살상범위, 피해정도 등이 실무부대 전투결과들과 큰 차이가 발생하면 소기의 훈련목적을 달성할 수 없다. 본 고는 과학화 전투훈련장의 전투피해평가 자료체계에 대한 객관적이고 신뢰성 있는 자료검증방법을 제시하여, 향후 과학화 전투훈련의 신뢰성 제고에 기여하고자 한다.

  • 정보통신 기술의 발전으로 개인뿐만 아니라 경제, 행정, 국방 등 사회 전반에서 사이버 공간의 중요성이 대두되고 있다. 특히 국방부에서는 사이버 관련 공격들에 관한 피해를 평가하는 연구가 활발히 진행되고 있다. 본 논문에서는 사이버 전투 피해평가 프레임워크를 제안한다. 사이버 전투 피해평가 프레임워크는 아군이 사이버 공격에 의해 피해를 입은 뒤 지휘 통제실에게 아군의 피해를 알리고 장비의 손상도는 얼마인지 작전에 이상을 미치는 영향은 얼마인지 계산하여 제공한다. 본 프레임워크를 사용하면 현 상황을 아군의 사령부가 파악할 수 있게 되어 지휘 결심을 하는데 도움을 주어서 작전을 성공 시킬 수 있게 도와준다.

Developing an Expert System for Close Combat using Decision Tree (의사결정나무를 이용한 근접전투전문가시스템)

  • In this paper, we propose a new expert system for close combat in military war game model for training. Simulation logic for damage assesment is one of the main simulation functions in military war game. In Changcho 21's model which is the war game model for Republic of Korea Army corps and division, the main function of close combat's damage assessment has not been calculated by Changcho 21's model, but by COBRA which was made by US Army and has been the expert system for close combat. Results which were calculated in COBRA were sent to Changcho 21's model through a cable network. And Changcho 21's model finally calculated the value of damage assessment with the results. In this paper, we develop an new expert system for close combat using decision tree. The experimental results show that the proposed expert system has similar performance to COBRA and has less computing complexity. And it can substitute for COBRA and be applicable to battlefield.

The Study on Consistency of Simulation Logic about Close Combat Damage Assessment among Constructive Models : Based on Combined Arms Integrated Interoperability System (워게임모델간 근접전투 피해평가 모의논리 일치에 관한 연구 : 제병협동통합연동체계를 중심으로)

  • In this paper, we propose a new close combat expert system to overcome the difference of combat damage assessments between combat units belong to their own model in Combined Arms Integrated Interoperability System(CAIIS) which will be deployed in the early future. When it happens to engage in a battle among combat units belong to their own model in CAIIS, the result of damage assessment is different severely. This is related to CAIIS's confidence and need to be overcome. We propose the expert system for close combat damage assessment with a decision tree. Simulation results show that the proposed expert system is valid well. Because the proposed expert system is made not as an independent system but as an inner module type of CAIIS, CAIIS will be simpler system than we expect. And we will hope to reduce the cost of CAIIS.

  • This paper proposes a framework for the battle damage assessment (BDA) of electronic warfare linked to cyber warfare. Thanks to the rapid development of information and communication technology, the importance of cyber warfare and electronic warfare in cyberspace is increasing. Therefore, the BDA for cyber warfare and its associated electronic warfare in cyberspace is an important factor that affects the success or failure of military operations. In this paper, we propose a method to calculate measure of performance and measure of effectiveness by classifying the electronic warfare system into large / medium / small classes according to the type of electronic warfare. By setting up a hypothetical scenario, we show the effectiveness of the proposed framework.

  • 사이버 공격은 조직과 국가에 큰 피해를 주려는 목적으로 정보를 가로채고 파괴하는 의도적인 행동으로 빚어지는 경우가 많다. 이에 따라 국제 표준화 기구(ISO)는 ISO/IEC 27000 시리즈 등 정보 자산의 보호를 위한 표준 문서를 지침으로 제공한다. 하지만 지침만 제공할 뿐 자산 보호를 위한 구체적인 방법이나 절차가 포함되어 있지 않다. 본 연구에서는 공군의 긴급 CAS(Close Air Support) 작전을 대상으로 추후 사이버 전투 피해평가를 위해 사이버 공격에 의한 정보 자산에 대한 점수를 가산화 한다. 긴급 CAS 작전 시뮬레이션 진행 후 도출된 요소를 가지고 객관적인 수치라고 할 수 있는 CIA(Confidentiality, Integrity, Availability)지표들과 군 정보를 접목시켜 자산의 중요성을 계산하고 나아가 가중치를 주어 차별성을 가지게 된다.

  • In actual battlefield environment, the naval ships which have specific missions have to respond to the attack of hostile forces. Especially, in modern warfare, the importance of the survivability of naval ships are increasing due to the high lethality of armaments. Naval ship survivability is generally considered to encompass three constituents, susceptibility, vulnerability and recoverability. Recently, among these three constituents, many researches on vulnerability have been conducted. However, for the vulnerability of naval ships, most of researches are aimed towards the detailed design stages where implementing changes is heavily constrained or even impractical. In this paper, vulnerability assessment model for naval ships on a theater engagement is developed by using M&S technique. By using this model, the characteristics of platform and armaments are reflected on the damage of naval ship. The basic logic of damage assessment is also considered in detail. The damage status of the naval ship is quantified by defining a representative state index of onboard equipment for each system.

  • In recent years, the cyber attack has become a universal phenomenon, and the attacks in cyberspace are regarded as a kind of war, cyber-warfare. However, cyber-warfare is difficult to identify the damage caused by the attack. In order to effectively evaluate the damage to the attack that may occur in the cyber-warfare, this paper describes the damage evaluation simulation of the cyber-warfare based on DEVSim++, which can calculate the damage to the cyber attack using the MOCE (Measure of Cyber Effectiveness). Also, in order to help the commander in the cyber Command&Control phase, the number of victims by attack classification is expressed in the form of Venn diagram.

A Study on the Improvement of Naval Combat Management System for the Defense of Drone

  • Recently, the technology of drones is developing remarkably. The role of military drones is so great that they can cause serious damage to the enemy's important strategic assets without any damage to our allies in all battlefield environments (land, sea, air). However, the battleship combat management system currently operated by the Korean Navy is vulnerable to defense because there is no customized defense system against drones. As drones continue to develop, they are bound to pose a major threat to navy in the future. This paper proposes a way for the warfare software of naval combat management system sets a combat mode suitable for anti-drone battle, evaluates the threat priority in order to preemptively respond to drone threats and eliminate drone threats through automatic allocation of self-ship-mounted weapons and sensors, and through a test of the improved warfare software in a simulated environment, it was proved that the time to respond to the drone was improved by 62%.
