최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

With the increase in smartphone ownership and Internet usage using smartphones, the information environment is shifting from the existing PC to the smart mobile. The current undergraduate students are called Generation Z who prefer smartphones to PCs and video contents to texts. This study attempted to understand their usage behaviors of electronic resources in an academic library in a smart mobile environment. This study conducted a usage statistics analysis with 61,433 usage records of e-books, audiobooks, and e-learning contents and 1,595 records of users in the A academic library during 3 years from 2016 to 2018. The scope of the data includes the date of use, the subject, the year of publication, the channel of use, and each user's gender, affiliation, status, admission date, and graduation date. This study investigated not only the general characteristics of electronic resource use, but also the usage behaviors according to the user's demographic characteristics. Based on the findings, this study suggested practical service plans that are applicable in the near future and reflect changing circumstances.

스마트기기의 발달과 보급의 확산과 함께 모바일 인터넷 등 통신서비스 환경이 발전함에 따라 이러닝 환경의 고도화가 진행되면서 유비쿼터스러닝, 모바일러닝을 넘어 스마트 디바이스와 이러닝 연관 신기술이 융 복합된 새로운 형태의 교육 시스템인 스마트러닝으로 발전하고 있다. 하지만 현재 다양한 스마트 디바이스 기반의 스마트러닝 서비스를 통해 교육 콘텐츠를 학습자에게 제공하기 위해서는 기존 이러닝 콘텐츠의 구조 개선이 불가피한 상황이며 콘텐츠의 재사용 가능성, 접근성, 상호운용성, 항구성 및 질적 수월성의 향상을 위한 스마트러닝 표준화가 요구되고 있다. 이에 본 논문에서는 기존 이러닝 콘텐츠를 통한 스마트러닝을 구현하기 위한 방안으로 EPUB 3.0 표준을 활용한 스마트러닝 솔루션을 제안하고자 한다.

Digital library in knowledge-information-based society of the 21st century should develop legally various digital information resources in order to provide information services to users. This study analyzes and examines in detail the related provisions of copyright law relating to the development of digital information resources(digitalized works, electronic books, electronic journals, electronic reserve materials etc.). This study also points out the problems of the current Copyright Act and proposed Copyright Act of Korea. And it suggests necessary measures and improved plans to promote the development of digital information resources.

In this paper, we analyzed the performance of GFSK system that presence fading effect in indoor radio communication environments and impulsive electromagnetic noise from electronic equipments then we applied the Truncated Type- II Hybrid ARQ scheme to make satisfied in data transmission service. As a result, the system was influenced by fading and impulsive electromagnetic noise. Especially, the system was much degraded by high occurrence frequency and amplitude of impulsive electromagnetic noise than fading which has direct frequency. By adopting the Truncated Type-II hybrid ARQ technique we can also obtained the performance improvement in the low signal power(20 dB) arid over 24 dB in strong impulsive electromagnetic noise environment which is occurred error floor and terribly influenced by the system.

The purpose of this study was to identify the status of adolescents' user satisfaction with the 22 libraries of Seoul Metropolitan Office of Education and to improve the quality of information services for adolescents by improving the factors of dissatisfaction, and ultimately, to activate the use of young adults in the libraries of the Seoul Metropolitan Office of Education. In addition, in the transition to the digital age, it was attempted to investigate the use of Seoul Metropolitan Office of Education Digital Library in the context of the inevitable change of reading media. Through this, this study suggested planning a reading program that could arouse adolescents' interest and reflect new information technologies, improving the scope and system of e-book services, linking with school libraries, and restructuring library' space.

A convergence of finance and information technology brought a remarkable development in Fin-Tech industry. On the other hand, currently existing laws seemed inappropriate to address the liability of financial institutions, Fin-tech enterprises and consumers in case of financial accidents due to its ambiguity. The minimum insurance obligation by financial institutions specified under the Electronic Financial Transaction Act 2006 is not keeping with current reality, considering transaction volume, frequency of incidents, and security investments. This paper aims to lay stress on the need of cyber liability insurance by understanding the domestic financial incidents and management, and the limit of existing insurance policy.

As wide propagation of smartphones, e-commerce with smartphones increases rapidly. Such as transfer or stock trade systems. It has prospect that most of financial companies going to offer e-commerce systems via smartphones. And e-commerce via smartphones will be increased, hence the nature of smartphone that can be used whenever, wherever. However, legislation of e-commerce in Korea does not reflect these characteristics of smartphones, because it has set standards in regular PC. So that this study is security threat and feature of smartphones considering that the current legal system will use Certificate constraints, ensuring the safety of e-commerce and install security programs for protection of users, e-commerce responsible for the accident analysis has focused on the issues presented for this improvement.

While information and communication develop, the Electronic commerce payment system is progressing. Recently, a government established the electronic commerce activation policy which simplified a payment Through this policy, the information which the financial company monopolizes can be fused with the other industry and create the popularization use of the electronic payment service and value added services. But on the other hand, the concern for the security is very high, Accordingly, the finnancial institute take a restriction of the requirements for the participation company according to the financial scale, this policy is led by the private institue, rather making a participation of fin tech venture difficulty. This paper tries to deal with the technical and legal problems for the activation of electronic payment system and fin tech. So I will examine the security matter that follows in grifting the innovation technology onto the existing payment service and propose a desirable way to improve the current legislation.

The growth of the Internet over the last several years has placed a tremendous strain on the high bandwidth Hence, the amount of internet traffic has risen sharply and it has demanded to use the limited resource. MPLS (Multiprotocol Label Switching) is regarded as a core technology for migrating to the next generation Internet. It is important to reduce the number of labels and LSP(Label Switched Path)s for network resource management. In this thesis, we considered an MPLS multicast mechanism in the current Internet. The scalability problem due to lack of labels and multicast property is one of the serious problems in MPLS multicast mechanism, we proposed a Label Aggregation algorithm that the multicast packets on same link in MPLS allocates the same label for the scalability problem. In order to support the proposed algorithm we defined a new LDP(Label Distribution Protocol) multicast field and multicast packet is copied and transmitted for multicast group links of next node in LSR(label Switch Router).
