Power Wheeling Effects Evaluation using Monte-Carlo Simulation (몬테카를로 시뮬레이션에 의한 전력탁송 영향평가)

  • This paper presents an algorithm for evaluating power wheeling effects considering contingency using Monte-Carlo simulation. The effects of power wheeling on generating cost, transmission losses, and system security are considered. And, for a specific operating condition, the effects are quantified by the sensitivity of specific quantities of interest with respect to wheeling level. This model is utilized to calculate probability distribution functions of the incremental effects of power wheeling with a Monte-Carlo simulation. The proposed method is applied to IEEE RTS-96 system and the results are presented.

  • This paper presents an algorithm for evaluating power wheeling effects. For a specific operating condition, the effects are quantified by the sensitivity of specific quantities of interest with respect to power wheeling level. Quantities of interest are total operating cost, transmission losses, and system security which is quantified with several indices. The model and solution method are applied on a example power system and the results are presented.

  • This paper presents new approaches for the calculation for the calculation of each user's wheeling prices based on the economic analysis method with focus on the postage stamp rule. The suggested postage stamp rules can overcome the following problems embedded in the conventional accounting-costs-based methods such as the volatileness of wheeling prices depending deprieciation methods, emerging the wheeling free-riders due to the difference between accounting life-time and technical life-time, price discrimination between firm and non-firm network users, etc. To solve these problems we suggest new postage stamp rules employing capital recovery factor for investment costs treatment and applying technical life-time. Furthermore, we have suggested a new formulation for non-firm wheeling users based on the wheeling energies. In the case study, the results of suggested postage stamp methodologies are compared with those of conventional approaches.

  • This paper presents the evaluation results of Korea Electric Power Corporation (KEPCO) system's power wheeling costs based on the postage stamp method. The results of several postage-stamp-based methodologies are compared where some of them are the conventional approaches. others are new approaches suggested in this paper. The approaches developed in this paper are suitable for a system where transmission transactions are occurred within a vertically integrated power system just like as Korea, Japan. etc. Also, they can overcome limitations related on the depreciation costs application. Test results show that the computed wheeling costs are around 4.0 [won/kWh] in 1995, and it is anticipated that the cost will increase when considering transmission network losses and ancillary costs.
