Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

Recently security related attacks occur in very diverse ways, aiming at people who operate the system rather than the system itself by exploiting vulnerabilities of the system. However, to the our best knowledge, there has been very few works to analyze and strategically to deal with the risks of social engineering attacks targeting people. In this paper, in order to access risks of social engineering attacks we analyze those attacks in terms of attack routes, attack means, attack steps, attack tools, attack goals. Then, with the purpose of accessing the organizational risks we consider the characteristics and environments of the organizations because the impacts of attacks on the organizations obviously depend on the characteristics and environments of the organizations. In addition, we analyze general attack risk assessment methods such as CVSS, CWSS, and OWASP Risk Rating Methodolog. Finally, we propose the risk access scheme of social engineering attacks for the organizations. The proposed scheme allows each organization to take its own proper actions to address social engineering attacks according to the changes of its environments.

This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.

Previous management for speed in road traffic system was aimed only to the improvement of mobility and safety. However, consideration for the aspect of environment and energy consumption efficiency was valued less than the former ones. Nevertheless, economical damage scope caused by climate change has been increasing and it is estimated that environmental value will be increased because of the change of external circumstances. In addition, policy for reducing carbon emission in transportation system was assessed as insufficient in improving the condition of traffic road since it only focused on the transition of private vehicle into public transportation and development of eco-friendly car. Now it is the time to prepare for the adaptation strategy and precaution for the increased number of private vehicle in Korea. For this, paradigm shift in traffic operation which includes the policy not only about the mobility but also about caring environment would be needed. It is needed to be able to monitor the actual amount of greenhouse gas in real time to reduce the amount of emitted greenhouse gas in the aspect of traffic management. In this research, a methodology which can build on-line greenhouse gas emission monitoring system by using real time traffic data and predicting the circumstance in next 5 minutes was suggested.

There are few studies on air pollution due to vehicle emissions in spite of the importance of this field. Therefore, this study describes trends and suggests implications through analysis relating to existing emissions research. This study has been divided into three areas. The first part is about estimating vehicle emissions. In this part, the authors analyze limits in ways of calculating emissions in the existing macroscopic view and then suggest the development of a model for calculating emissions considering velocity and acceleration. These variables are a function of traffic and individual driving behavior in the microscopic view. The second part is about management techniques for reducing vehicle emissions. The traffic management techniques for reducing vehicle emissions should conform to regional characteristics. The final part is about traffic operation for reducing vehicle emissions. The authors suggest the development of a micro-simulator and then the development of strategies for traffic operation. It is necessary to design better models estimating emissions and then, using real time data, to make a monitoring system simulating emission rates. This study serves as a literature review to make a foundation for further research about emissions research for transportation engineering.

As a method of providing lifelong educational opportunities to working professionals, some legal provisions allowing for the establishment and management of an entrusted education system linked with college and corporation was duly approved in 1994. According to the recent trend in the military organization, to provide higher educational opportunities to noncommissioned officers and warrant officers with the purpose of inspiring their spirit and improving military capabilities has been much increased. Professional soldiers such as noncommissioned officers and warrant officers have a lot of problems to continue their attendance at school because of regular military maneuvers, constant alert status and long-term outdoor military training. Even more serious problem is that the current curriculums and some departments in college are not concurrent with the present job specifications and the military specialties of the individual soldier as well. The purpose of this paper is, therefore, to introduce a newly revised educational model that provides more viable academic courses and curriculums to military professionals along with a proposal for the establishment and management of long distance educational system within barracks, utilizing the latest information and telecommunication technology.

Trucking is the most frequently used mode for freight movement due to relatively lower shipping costs and its operational flexibility. However, truck traffic can contribute to serious safety problems where they occupy high percentage of the total traffic. Heavy truck crashes arc more likely to result in serious injuries and fatalities than are crashes involving light vehicles. Therefore, safety issues for truck traffic are very significant both for public agencies and for general travelers. The objective of our study is to find truck-involved accident patterns according to traffic conditions and main factors as well as to find the most critical factor through conventional statistical techniques. A vailable data were obtained from TASAS (Traffic Accident Surveillance and Analysis System). Once critical factors are identified, effective and efficient truck management strategies can be discussed.

This study aims to analyze the network structure of technological innovation resources in SMEs, especially manufacturing firms, and reveal the differences between innovative and non-innovative firms. The study first analyzes connection centrality, flow-mediated centrality, and power centrality for all firms, and derives structural equivalence through CONCOR analysis. Then, the network structure of innovative and non-innovative firms was compared and analyzed according to innovation performance and creation. The results show that entrepreneurship and corporate innovation strategy have a significant impact on the analysis of technological innovation resources of all firms. According to the CONCOR analysis, the innovation resources of SMEs are organized into seven clusters, which can be defined as intrinsic product innovation resources, competitive advantage promotion resources, cooperative activities resources, information system resources, and innovation protection resources. The network analysis of innovative and non-innovative firms showed that innovative firms focused on enhancing competitiveness and improving quality, while non-innovative firms tended to focus more on existing products and customers. In addition, innovative firms had eight clusters, while non-innovative firms had six clusters, suggesting that innovative firms utilize resources diversely to pursue structural change and new value creation, while non-innovative firms operate technological innovation resources in a more stable form. This study emphasizes the importance of entrepreneurship and corporate innovation strategy in SMEs' technological innovation, and suggests that strong internal efforts are needed to increase innovativeness. These findings have important implications for strategy formulation and policy development for technological innovation in SMEs.

Recently, the importance of self-directed learning has emerged in the fields of public education, private education, lifelong education, and vocational training education, in which learners can actively cope with knowledge in an infusion-oriented way. However, there are various theoretical knowledge such as concepts and strategies for self-directed learning, but the situation is insufficient for a system where learners can easily receive content in the academic field they want, depending on the actual self-directed learning operation plan or learning area. Therefore, since it is important to provide various learning content in this paper, we utilize text mining techniques to obtain appropriate information and refine and categorize the meaning. On-line, they want to study a system that provides a variety of content in the academic field that learners are trying to acquire.

One of the key mission is to develop and prompte the use National Competency Standards, which is defined to be the systemization of competencies(knowledge, skills and attitudes) required to perform duties at the workplace by the nation for each industrial sector and level. This provides the basis for the design of training and detailed specifications for workplace assessment. To promote the data-driven service improvement, the commercial product Splunk was introduced, and has grown to become an extremely useful platform because it enables the users to search, collect, and organize data in a far more comprehensive, far less labor-intensive way than traditional databases. Leveraging Splunk's built-in data visualization and analytical features, HRD Korea have built custom tools to gain new insight and operational intelligence that organizations have never had before. This paper analyzes the NCS homepage. Concretely, applying Splunk in creating visualizations, dashboards and performing various functional and statistical analysis and structure without Web development skills. We presented practical use and implications through case studies.
