Acquisition method of River use fee for River use management -The Case of Netherlands- (하천관리유지를 위한 하천수익금 확보 방안 -네덜란드 물 관리 기구 사례를 중심으로-)

  • 하천법 제66조에서 지자체는 하천에서 생기는 수익금을 하천의 유지 보수에 관한 비용에 사용해야 한다고 규정하고 있고, 동법 시행령 제77조에서 하천 수익금은 하천의 유지 보수를 위해 우선적으로 사용해야 한다고 규정하고 있다. 하천 수익금은 법에서 규정한바와 같이 하천관리를 위해 사용되어야 하지만 건설교통부에서 제공한 2003년도 자료를 분석한 결과 하천과 관련된 용도로 사용된 하천수익금은 30%만 사용되고 있었다. 하천 수익금은 하천의 유지 보수에 우선순위로 사용해야 함에도 불구하고 현재 지자체의 하천 관리에 소요되는 비용을 구체적으로 파악하기 어려운 실정이다. 따라서 본 연구는 지역 내 물 관리 및 재정 관리를 구축하고 있는 네덜란드의 사례를 통하여 국내 하천 유지 보수를 위한 재정확보 도입 방안을 도출하였다. 네덜란드는 지역의 55%가 해수면 아래에 위치한 저지대 국가로 기후변화의 적응을 위해 각 지역별 물 기구는 물 관리를 위한 재정확보로서 독자적인 세금시스템을 구축해왔다. 본 연구는 먼저 네덜란드의 하천관리 측면의 물 기구의 정책방향, 중점추진과제 등의 여건을 살펴봄으로써 네덜란드의 물 관리 방향을 조사하였다. 이를 통해 (1)물 관리 업무에 쓰인 네덜란드 정부 지출 내용 (2)네덜란드 물 관리 기구 법제분석 (3)네덜란드 물 관리 주관 기관 및 재정 조달 방식을 구분할 수 있었다. 또한 국내 하천 수익금 징수 체계와 네덜란드 징수체계를 비교 분석하였다. 비교분석 결과 우리나라와 달리 네덜란드 물기구의 시스템은 중앙정부와 별도로 독립적인 세금시스템을 갖춰 독자적인 하천관리유지가 가능하였다. 이는 지역별 물 기구가 세금을 토대로 물 관리를 위한 금융기관을 설립함으로써 물 관리 재정문제를 해결하고 있기 때문이다. 이는 물 관리를 위한 재원 확보를 위해 네덜란드가 지자체 중심의 물관리가 정착되는 모범적인 사례를 보여주고 있다는 점을 파악할 수 있다. 본 연구를 통하여 네덜란드의 사례를 통해 국내의 재정확보 방안을 위한 방향성을 도출하였다. 네덜란드의 사례는 물 관리의 확보를 위해 자체 금융기관을 설립하여 재원조달을 성공했다는 점에서 국내 하천의 관리 유지 재원조달에 관한 새로운 관점을 시사한다. 국내 하천의 관리유지 재원조달에 대한 논의가 지속되고 있으므로 네덜란드 사례는 향후 우리나라의 하천 관리유지를 위한 재원조달의 제도적 기반을 구축하기 위한 기초 조사로 활용되어 질 것으로 기대한다.

Structural Relationship among Self Leadership, Social Support and School Adjustment Impacting on Academic Achievement of University Students - Focusing on the Case of S University (학업성취에 영향을 미치는 셀프리더십 및 사회적지지와 대학생활적응과의 구조적 관계 - S대학교 대학생 사례를 중심으로)

  • The purpose of this study is to identify the main factors helping university students sucessfully adapt to campus life and achieve academic accomplishment through a critical period in personal development. For this purpose, the analysis verifying influence of self leadership as an individual trait variable and social support as a socio environmental trait variable on academic achievement of university students and the mediating effect of school adjustment among them was conducted. Total 271 responses collected by implementing a questionnaire survey in "S", a four-year private university located in Seoul, were used for the analysis. The validity of the measurement was verified through confirmatory factor analysis and the relationship among the variables was examined through structural model equation, bootstrap and sobel test. The major finding of this study are as follows. First, this study confirmed the causal relationship of self leadership and social support impacting on academic achievement of university students. This result suggests that an integrated approach taking into account both individual and socio environmental factors is necessary to support academic achievement of university students. Second, it was proved that self leadership and social support indirectly influences academic achievement through school adjustment. This demonstrates that school adjustment is an important predictor of academic achievement as well as plays a major role in mediating among self leadership, social support and academic achievement. In conclusion, the results of this study conveys its significance in suggesting the necessity to provide insititutional support on individual trait and socio environmental factor enabling university students sucessfully to adapt to campus life and achieve academic achievement.

  • Although the disaster management of Korea such as mitigation of disasters, preparedness for them and recovery from them. It should be considered based on the failures of the disaster management and the past experimental knowledge, it is believed that the repetitive occurrence of similar disasters is caused by absence of learning of disaster management organizational. That is, non-learning of the management organs due to experimental errors indicates that the organization themselves are not able to adjust to environment and the same kinds of disasters may happen in the future. Therefore, this study identifies repetitive failures by analysing reasons of the failures in terms of organizational learning in order to prevent from repetition of similar failures, and presents suggestions on the policy of disaster management. For the purposes, it carries both bibliographical analysis and case analysis. this study targets Daegu Subway Fire in 2003.

Study on the Psychological Factors of Human Socialization in Visual Design - Focused on the printed media advertisements from 1994 to 2003 - (시각디자인에 나타난 인간의 사회화과정의 심리요인에 관한 연구 - 1994-2003년의 인쇄매체광고를 중심으로 -)

  • The aim of this study was to investigate how the psychological factors of human interrelation or human socialization are associated with the visual design based on sociological and psychological theories. To accomplish this goal, human socialization was examined on the basis of physiology, philosophy, and psychology. Then a case study was employed to assess how they function in the area of visual design. In literature, the sources of psychological factors of human socialization were categorized into 11 items including the sexual hedonic pursuit. These items were used for the evaluation of 40 printed media advertisements, all of which were the winners of the Korea Advertising Awards from 1994 to 2003. As a result, it was revealed that most advertisements responded to the items of adaptive value and cultural imprinting as biological bases. Also, it was discovered that the existential foundation of advertising has been based on mutual distrust and the payoff matrix as a mind of social unrest. In conclusions, it was illustrated that future advertising will remain based on adaptive value, cultural imprinting, social learning, and imitation learning, as long as advertising continue to hold its reason for existence.

  • The Internet reservation service is one of the most utilized internet services, specifically the agent efficiently supports this reservation services. The Agent will replace the repetitious reservation process and selectively offering the most proper service information. In this study, the user assisting agent system that can enable people to make reservation of public transportations through the internet is designed and implemented. This system consists of multiple agents that are Interface agent, 4ask agents and filtering agent. The interface agent is an arbitrator of this system that analyzes user's demand and integrate agent's result. And it has user-adaptive capability using case-based reasoning. There are three task agents if this system, it executes information gathering and information-change monitoring of each. Filtering agent extracts information only about reservation status in gathered information. Finally, this system is to offer integrated information of the reservation status about train and airplane and execute the simple-repetitious works for the reservation instead of user by agents.

  • This paper aims to provide a context-specific interpretation on the shifting process of in-house R&D spaces in a large Korean firm in the context of rapidly changing markets and technology. Drawing on the case study of LG Electronics Company, one of the Korea's flagship companies, I examine the causes and mechanisms leading to a shift in domestic R&D spaces and the nature of learning processes between R&D teams and between R&D and other organizational units, particularly manufacturing. It appears that the current reshaping processes of domestic R&D spaces in LGE focus more on the clustering of core R&D laboratories than the geographical integration of conception and execution. However, it should not simply be viewed that such a move would be reduced to the linear model of innovation and organizational learning. Instead, it involves the firm-specific mode of regulating organizational competences. As contextual variables to induce such a firm-specific mode of organizational change, I consider the spatial form of organization, the spatial sources of knowledge and learning, and the powers of relational learning that can be made between distanciated actors and teams.

A Qualitative Case Study on the Educational Culture Experienced by Married Immigrant Women and their Acculturation (여성결혼이민자가 체험한 교육문화와 문화적응에 관한 질적 사례연구)

  • This study investigated the educational culture experienced by married immigrant women in their own country, as well as their internalizing process of the educational culture in Korea, using a qualitative case study. The purpose of this study was to help married immigrant women solve the problem of acculturation based on their own educational and cultural experiences and to overcome limitations of previous studies, which dealt with the problem of acculturation superficially. Participants were 17 married immigrant women from eight countries who resided in Jeonnam and Jeonbuk provinces. They were selected by the sampling strategy of maximum variation. Data were collected through archives and in-depth interviews and analyzed using within-case analysis and cross-case analysis. The results showed that married immigrant women had no experience of attending private institutions and had good memories of their school life. Based on these kinds of experiences, they criticized Korean mothers who urged their children to attend private institutions. They respected their children's opinions and allowed their children to select private institutions. Despite married immigrant women apparently suffering from acculturation, they educate their children according to their own philosophy and method of education. That is, they solve the problem of acculturation actively and independently. Consequently, in order to help married immigrant women solve the problem of acculturation, it is necessary to respect the difference in the cultures and frame a system that develops the activity and subjectivity of married immigrant women.

  • 통합수자원관리(Integrated Water Resource Management, 이하 IWRM)는 물관리에 대한 시각을 기존의 지역개발이나 수자원개발이라는 관점에서 생태계 회복 및 종합적인 자원관리라는 관점으로 전환된 개념이다. 통합수자원관리 기법의 적용은 기후변화에 대한 물 안보(Water security) 확보 측면에서도 긍정적인 역할이 기대되고 있다. 국내의 IWRM에 관련한 연구는 수자원의 지속적 확보기술 개발 사업단을 비롯한 다양한 기관과 학술단체에서 지속적인 연구가 이루어져 왔다. 기후변화에 의한 영향과 이에 대한 물 안보 측면에서 정책 및 관리 측면에서의 제도적인 IWRM 도입은 추진전략의 방향설정이 우선되어야 할 것이다. 하지만, 기존의 연구에서는 기술의 적용 및 추진 전략체계 등에 있어 많은 연구가 진행되지 않은 것이 현실이다. 해당 연구는 2009년 세계 물 포럼에서 제시된 유역수준의 통합수자원관리 가이드라인의 체계를 분석하였다. 해당 가이드라인 Part 1의 '원칙'과 Part 2-1의 '통합수자원관리의 조정을 위한 가이드라인'에 대한 분석을 통하여, 유역단위 적용을 위한 기존 관리체계의 개선 및 적용 프로세스, 그리고 관리조직의 구성과 조정 방침에 대한 전반적인 내용을 정리하였다. 해당 결과는 기존 우리나라 물관리체계의 문제점을 바탕으로 적용 프로세스 등과 같은 실제 적용전략의 방향을 제시하는데 활용되었다. 실제 적용 프로세스 도출은 위해 각 국가별 사례의 특징 및 문제점을 각 사례의 비교분석을 통해 수행하였다. 통합수자원관리 방안은 수자원 분야에서의 적응능력을 개선하는 효과를 가진 대안이다. 본 연구의 결과가 통해 앞으로 생산되는 다양한 물관리 기법 및 적용 방안들이 보다 효율적인 IWRM을 실현할 수 있는 자료로서 활용되기를 기대한다.

A Survey of Ecological Knowledge and Information for Climate Change Adaptation in Korea - Focused on the Risk Assessment and Adaptation Strategy to Climate Change - (기후변화 적응정책 관련 생태계 지식정보 수요와 활용도 증진 방향 - 생태계 기후변화 리스크 평가 및 적응대책을 중심으로 -)

  • This study aimed at investigating present research and knowledge-base on climate change adaptation in ecosystem sector and analyzed the current status of basic information on ecosystem that functions as evidence-base of climate change adaptation to deduce the suggestions for the future development for knowledge and information in biodiversity. In this perspective, a questionary survey titled as "the ecological knowledge-base and information needs for climate change adaptation" with the researchers who were engaged with adaptation studies for biodiversity in the ecosystem related-research institutes including national and 17 regional local governments-affiliated agencies in Korea. The results are as follows; current status of utilizing ecological information which supports climate change adaptation strategy, future needs for adaptation knowledge and ecological information, and activation of utilizing ecological information. The majority of respondents (90.7%) replied that the ecological information has high relevance when conducting research on climate change adaptation. However, only half of all respondents (53.2%) agreed with the real viability of current information to the adaptation research. Particularly, urgent priority for researchers was deduced as intensifying knowledge-base and constructing related information on 'ecosystem change from climate change (productivity, community structure, food chain, phenology, range distribution, and number of individuals) with the overall improvement of information contents and its quality. The respondents emphasized with the necessity of conducting field surveys of local ecosystem and constructing ecosystem inventories, advancing monitoring designs for climate change in ecosystem, and case studies for regional ecosystem changes with the guidance or guidelines for monitoring ecosystem change to enhance the quality of adaptation research and produce related information. In terms of activation for ecological information usage, national and local adaptation network should be working based on the integrated ecological platform necessary to support exchanges of knowledge and information and to expand ecosystem types in time and spatial dimension.

A Study on the Vocational Culture Conflicts and Vocational Adaptation of North Korean Defectors (북한이탈주민의 직업문화충돌과 직업적응에 관한 연구)

  • This study analyzed how North Korean defectors recognized and overcame conflict in the South Korean job culture during the course of entering and settling into South Korea, and the association between their old career and adaptation within their new careers. The study selected 13 employed participants who entered South Korea more than five years ago and experienced working. Interviews were conducted over the course of five years. The topics were analyzed after performing interviews 60 to 120 minutes long by recording and transcribing the recordings and using semi-structured questionnaires for the 13 people. The results reflected the job environment in North Korea, their career background, factors for a successful new life, their constant efforts for employment, the difficult adaption to South Korean life, pursuing job stability, accepting South Korean culture, and career compromises. The results of this study are as follows. First, they undergo difficulty in the course of selecting jobs due to the converted environment from passivity to autonomy. Second, they cannot use their previous job history and they complained about prejudice and the lack of job information. Third, major problems included their lack of adaptability, stress, and loss of economic power. The study suggests that these North Korean defectors undergo an integrated course of cultural learning. Fourth, they were hardly able to adapt. Fifth, they tried to overcome conflicts of job culture according to their personal characteristics.
