농수산부는 올해 식물방역행정의 기본방향을 $\triangle$종합방제를 정착화하여 발병요인을 극소화하고 $\triangle$병충해 발생 상습지를 지속적으로 개선 관리하며 $\triangle$종자소독 및 못자리 입제농약을 적극 사용하고 $\triangle$본답초기에 침투성 살충제를 살포하는 동시 $\triangle$조기정밀예찰과 예찰정보 발표로 효율성을 제고시키고 $\triangle$공동방제단의 활성화와 기동화에 노력하는 한편 $\triangle$마을단위 농약현장공급의 정착화를 유도하기로 했다. 농수산부는 또 $\triangle$농약관리제도 개선으로 농민 민원을 해소하고 $\triangle$농민의 경각심을 제고시키기 위해 안전사용에 대한 지도 계몽을 더욱 강화해 나가기로 했다.

This study viewed foreign students as a publics that requires active communication, and analyzed the causal relationship between the antecedent variables (professor competency service, university administrative service) and outcome variables (adaptation to university life) of the university-foreign student relationships. As a result, both the professor competency service and the university administrative service were found to have a positive effect on the university-foreign student relationships. Also, the university-foreign student relationships was found to have a positive effect on adaptation to university life. Based on these results, we discussed the need to set the university-foreign student relationship as a major performance indicator and use it as basic data for developing active communication strategies and messages.

In $j{\ddot{u}}ngster$ Zeit wird eine Fiktion im Verwaltungsrecht als essentielles Instrument $f{\ddot{u}}r$ Deregulierung sowie Verwaltungsvereinfachung mehr und mehr ins Feld $gef{\ddot{u}}hrt$ und ihre Erweiterung gefordert, weil sie in der Regel auf das Zeitsparen durch Verfahrenswegfall zielt. In Deutschland $erh{\ddot{o}}hte$ sich eine Bedeutung der Genehmigungsfiktion, indem sie durch 4.Novelle des VwVfG, die bei der Umsetzung der Richtlinie 2006/123/EG $ben{\ddot{o}}tigt$ wurde, als ein allgemeines verwaltungsrechtliches Rechtsinstitut eingeordnet wird. In Korea gibt es $vielf{\ddot{a}}ltige$ Fiktionsmethode, $w{\ddot{a}}hrend$ im deutschen Recht die Fiktion lediglich darin besteh, nach Ablauf der festgesetzten Frist die Entscheidung bzw. den Verwaltungsakt anzunehmen. Die systematische und logische Festsetzung der Fiktionslehre in Korea ist erforderlich. Deshalb wird eine allgemeine Regel zur Fiktion durch eine Kodifikation des allgemeinen Verwaltungsgesetzes, wie VwVfG, gefordert.

지하전철은 고비용 구축에 의한 대량 수송의 실적에도 불구하고 현실적으로 고액의 적자행정에서 벗어나지 못하고 있다. 선진국에서는 비용과 효율성을 위하여 지하전철선호에서 지상 모노레일로 급격한 변화를 가져오고 있다. 특히 경량화에 의한 첨단기술력에서 생산되는 고급 모노레일 카의 쾌적성, 친환경적, 경제성, 저소음, 저오염, 국지적 효율성 등에 의한 유비쿼터스 사회에 기여될 수 있는 최적의 조건을 가지고 있으므로 향후 지자체 위주의 행정에 의한 재정자립도의 확보를 위한 관광지의 개발에 관련된 천연성 지형지물, 인문성 문화제, 조경성 예술분야 등에 효자 상품으로 등극할 것이다. 이에 따라 정책적인 조정에 필요한 법제도 및 지방 조례 등의 조정으로 특색 있고 미래지향적인 모노레일 카의 정책방안의 설정이 시급하다. 특히 지정학적으로 3면이 바다로 위호되어 있고 중국, 러시아, 일본 등의 열강 국들에 육교적인 지정학적인 최상의 관광 및 첨단 한류문화의 교류의 니치성 상품의 활성화로 상대적으로 작지만 큰 경제적인 효과를 가져 올 수 있는 신 수송환경에 적극적인 행정과 민의의 접점에 교두보적인 수송의 르네상스 개념이 필요하다.

현재 부품 국산화 조달계약제도는 비용보상형 계약제도로서 업체의 국산화에 대한 유인책이 별로 없으며, 수입부품을 국산화하여 원가절감을 하여도 이득이 없는 경우도 발생하고 있는 실정이다. 따라서 국산화를 촉진시키기 위해서는 국산화하면 할수록 이윤이 커지는 원가절감 보상형 계약제도를 적극 활용하며, 국산화한 경우에는 개발부품에 대한 품질인증, 행정소요시간 단축 등 조달여건을 개선하고, 개발에 따른 인센티브를 높여 주어야 한다.

국방 외자조달분야와 관련된 수차의 언론보도를 접하면서 일부 정확하게 전달 되지 못한 점에 아쉬움을 금치 못하면서도, 군수조달의 책임자로서 많은 반성과 각오를 다지게 된다. 이것은 우리 군을 사랑하는 국민의 채찍이며 IMF시대에 한 푼의 외화라도 헛되이 낭비해서는 안된다는 준엄한 경고로 알고 끊임없는 개혁과 발전을 추구해 나갈 것이며 보다 적극적인 공개행정을 취하여 업무의 투명성과 업체의 참여의욕을 높여 나갈 방침이다

정부과천청사는 에너지 사용량이 많고 절약효과가 클 것으로 기대되어 지난 97년 정부의 국가에너지절약추진 대책의 일환인 ESCO사업 시범 대상기관으로 지정되었다. 사업추진기관인 행정자치부 과천청사관리소는 기존의 사업과는 다른 ESCO사업의 성격으로 인해 시행 이전 많은 논란과 애로사항을 겪기도 했으나, 공공기관 최초로 조명기기 교체를 통한 ESCO사업을 실시해 정부시책에 적극적으로 동참하고 에너지절약에도 앞장서고 있다는 평가를 받고 있다.

Many application using GIS has been carried out by governments and public office, and Cungbuk province has produced very effective results on agricultural income crops cultivation suit-land, since executed local autonomy system imported GIS for cope with variation of local administration environment, science of administration. The result on the selection of agricultural cultivation suit-land, in fact, offered us very useful information of the policy establishment concern with agriculture. In this study, we had analysed suit elements of cultivation : soil texture, soil drain, soil slope, soil depth and pH. ARC/INFO and ERDAS systems were used for this study.

The study is to analyze the success strategies of the Cooperative Integrated Arts Activities in Seoul and to explore ways to implement it to the local public school. According to research, Cooperative Integrated Arts Activities fulfill the purpose of providing universal arts education by being implemented in the school curriculum. They are also characterized by active administrative and financial support and interactive participatory arts education with assured diversity. Therefore, when applying to a local public school, it is necessary to consider factors such as active administrative support, sustainable allocation of human and material resources, customized arts education that engages the all students and reflects their unique characteristics, social distribution through sharing, and continuous monitoring.

Archival objects produced in relation to the activities of public institutions hold the inexpressible symbolism, historical value, and esthetical value as well in that the values of display and reuse of archives materials in the future are high as figures. The revised law of Archives Act in 2007 has provided a foundation for managing the archival objects in every public organization, by also including archival objects into the category of archives produced and registered in relation to their works. Although it could be seen as a reforming will to aim at the differential approach from the past to recognize the archival objects as records and make the managing will documented, it is still in an unprepared state to define the concepts on archival objects and to have methods to systematically manage and preserve them. Thus this paper has researched on the type classification of archival objects and their evaluation, as way of developing the methods for the management system for archival objects. On the premise that it should be preceded by clear definitions of concepts and distinctive understanding of their types first in order to build up the management system for archival objects, definition and type classification of the archival object have been attempted, based on the actual research materials and the current relevant laws. In addition, this study has analyzed the characteristics of selecting archival objects in order to search for which one they should obtain and manage among archival objects produced and reused in relation to the works of public institutions. On the basis of this, the plans for the national selection system and provision of selecting criteria for the subjects of permanent preservation have been suggested in this study.
