A Study on the Improvement of Response System through the Case of Heavy Rain Disaster Response (폭우재난 대응 사례를 통한 대응체계 개선방안 연구)

  • Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.

Analysis of the Situation of the Volunteer Fire Brigade in Japan (일본 의용소방대 실태의 분석)

  • Japan has a very advanced volunteer fire brigade system as an interdependent organization by local residents due to frequent natural disasters. Japan has fostered and developed the volunteer fire brigade in the national level to response rapidly and appropriately to earthquake or natural disasters even in the urban area that has sufficient fire stations and fire officers. This study analyzes the situation of operating the volunteer fire brigade in Japan in detail and compares the result with Korean situation. Finally, this study suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

  • 이상기후로 인한 자연 재해의 발생규모는 점차 증가하고 있다. 이는 시민의 안전과 재산을 위협하는 요인 중 하나이며, 시민 개인의 안전 침해 뿐 아니라 국가적 재산에 해당하는 SOC 시설물의 위협 역시 심각한 피해라고 할 수 있다. 이를 위해 최근 SOC 시설물에 대한 재난 대응 측면의 모니터링 시스템을 구축 및 개발 하고 있으며, 그를 지원하는 현장 지원 모바일 시스템을 연계하는 방안을 모색하는 연구가 급증 하고 있다. 하지만 현장에 있는 시설물 담당자의 측면에서는 실시간으로 모니터링 시스템을 신속하게 활용할 수 없으며, 모듈 단위가 융합하여 구동되는 무거운 사양의 시스템이 일반 PC에서 원활이 구동될 것이라는 보장이 없다. 따라서 본 연구에서는, 재난시에 발생할 수 있는 SOC 시설물에 대한 피해정보를 시뮬레이션 해주는 3차원 표출 시스템과, 그에 대한 일반 정보를 간단하게 확인 할 수 있는 모바일 어플리케이션 간의 원활한 연계 방안을 모색하고자 한다. 재난 정보는 지리정보 뿐 아니라 지리정보와 연계되는 다양한 정보들이 융합되어 있어 그에 대한 원 데이터를 실시간으로 모바일 상에 전송할 수 없으며, 이를 단순화 시킨 정보를 전송해야할 필요성이 있다. 따라서 본 연구에서는 해당하는 정보를 영상화 및 압축 하여 보다 신속하고 효율적으로 정보를 받아볼 수 있도록 하는 체계를 수립하고, 그에 맞는 시스템을 설계하고자 한다. 이를 기반으로 효율적인 재난 정보 압축방안을 마련하며, 향후 신속한 정보 송 수신 체계를 확보할 수 있다.

  • Construction sites have various risk factors. There are various approaches to reduce safety accidents, but they have limitations to some extent. By utilizing the wireless communication technology of IT and the rapidly developing image processing technology, it will be possible to reduce accidents at the construction site if risk factors are identified and actively responded to. Therefore, in this study, a system that can detect risk factors of construction sites in advance is constructed, and a system is proposed to discover and respond to risk factors of construction sites using OpenCV for the purpose of real-time computer vision.

  • In this thesis, the domestic and foreign legislative background and legislative process of the Serious Accident Punishment Act were reviewed, and the Serious Accident Punishment Act in Korea was reviewed. In 2022, more safety accidents occurred in the construction industry than in other fields, and in particular, the most deaths occurred in the 'fall' type. In April 2023, regarding two criminal first-instance trial cases, the courts all sentenced guilty, and in one case, the representative of the company(CEO) was sentenced to imprisonment and was arrested. In response, the management side expresses the opinion that the punishment is excessive and there is a concern that corporate management will shrink, while the workers side(Union) argues that the responsibility of the business operator or manager should be strengthened by heavier punishment. As a countermeasure to overcome rationally, we present a plan in terms of legislation and resolution process. In other words, we present a review of the amendment to the Serious Accident Punishment Act and the Court Organization Act. In addition, guidelines for the a safety and health system must be implemented, and if an accident occurs, it must be dealt with reasonably. As a result, safety accidents in the construction industry should drastically decrease and safety culture should be properly established.

Grid Unit Based Analysis of Climate Change Driven Disaster Vulnerability in Urban Area (격자단위 분석기법을 적용한 도시 기후변화 재해취약성분석)

  • Today, because human settlements are concentrated into urban area, urban planning and management technique considering the complexity, diversity, and advanced situations of urban living space is being requested. Especially, to effectively respond to large and diverse climate change driven disaster, it is necessary to develop urban planning technique including land use, infrastructure planning based on disaster vulnerability analysis. However, because current urban climate change disaster vulnerability analysis system(UC-VAS) is using census output area as spatial analysis unit, it is difficult to utilize the analysis results for specific urban planning. Instead, this study applies the grid manner to two study areas. The analysis results show that it can generate more detailed results and it can be used for detailed zoning decision by comparing with areal photos. Furthermore, by describing the limitation of the grid manner and providing professional way to secure additional scientific character and objectivity of the future urban climate change disaster vulnerability analysis system, it is expected that this study contributes to the effectiveness of system management.

  • 현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

Factors Affecting Potential Disaster Damage and Perceptible Stress Influencing Evacuation Behavior (재난피해가능성불안 및 지각된 스트레스가 대피행동에 영향을 미치는 요인)

  • Purpose: The purpose of the present study was to identify factors affecting anxiety about disaster damage potential in Gyonggi-do and evacuation behavior that influences evacuation behavior. Method: Multiple regression analysis was performed to test the hypothesis and to analyze the influence of anxiety about disaster damage potential and perceived stress, and analyzed similarity in correspondence between age and anxiety about disaster damage potential. Results: The anxiety about disaster damage potential of a group vulnerable to safety and anxiety about disaster damage potential of disaster system collapse were perceived in close proximity. Disaster system collapse, evacuation life, and natural disasters were found to be factors affecting perceived stress. Stress and natural disasters were found to be influencing factors on evacuation behavior. Conclusion: The necessity of managing stress was confirmed since anxiety about natural disaster damage potential and stress affect evacuation behavior. The recent experiences of heavy rain disasters indicate that the anxiety about disaster damage potential is expected to increase. The findings also indicate the importance of preventive planning and psychological management to manage the anxiety about disaster damage potential.

Development of Disaster Prevention Information System using Disaster Prevention Map Based on Digital Image (수치영상 기반의 방재지도를 활용한 방재정보시스템 개발)

  • As global warming and has caused the number of abnormal changes, much damage has occurred recently in Korean Peninsula from natural disaster. To prevent and cope with these annually repeated natural hazards, scientific analysis are needed in Disaster Management, including systematic management. In this study, As part of scientific disaster prevention measures, digital image based hazard map for solution to overcome the existing hazard map with schematic representation was constructed. which was combined digital image, digital map and hazard information, and than hazard information system was developed using the hazard map. The hazard information map and hazard information system are able to provide great service to the public and to support quick decision making for hazard management and analysis of natural hazard damage.

A Proposal of the Disaster Mitigation Activity Management System Model for Strengthening Disaster Prevention Activities (재난 예방활동 강화를 위한 재해경감활동관리체계 모델 제안)

  • Purpose: This study intends to review the procedures for the establishment of the plan for disaster mitigation activities and the system for the management of disaster mitigation activities for the requirements of the enterprise disaster management standard. Method: The requirements, including the activities of each stage of disaster management defined within the scope of the corporate disaster management standard, were identified, the operational cases of 'A' institution were reviewed, and the targets of continuous planning were reviewed to meet the requirements. Result: It was reviewed that the contents and procedures of each phase of disaster management, which is a requirement of the enterprise disaster management standard, are clearly defined, and a task continuity plan is established for each stage of activity. Conclusion: Conclusion : The PDCA model including the activities of each stage of disaster management activities was presented for the requirements of the enterprise disaster management standard, and the disaster mitigation activity management system model of the broad concept of disaster management including prevention and preparedness plans for disasters was presented.
