The Effectiveness of the Early Reemployment Bonus: the Role of the Policy Change in 2010 (조기재취업수당 제도의 효과: 2010년 제도 변화를 중심으로)

  • This paper examines the changes in early reemployment bonus system in Korea and investigates its effects on job finding rates of the unemployed and on their reemployment outcomes. The analysis on the characteristics of the recipients reveals that, after the policy change, the probability of receiving the bonus increases among female, older, and less educated job seekers. This paper also shows that exit hazard from unemployment has not changed significantly while the stability of the subsequent jobs has been substantially improved.

Quasi-Experimental Evaluation on the Impact of the Training for the Unemployed (실업자재취직훈련의 재취업 성과에 관한 준실험적 평가)

  • In this study I am concerned with the impact of training for the unemployed on reemployment in Korea. The data is based on the survey that was conducted on those who participated in training programs in 1998 and those who did not. The matching criteria was the length of the spell of nonemployment that preceded entry to training programs. This data design allows to apply the quasi-experimental evaluation method. My estimation results indicate that the participation in training raises the hazard rate into reemployment, but training characteristics such as training contents, agencies do not affect the hazard rate significantly. This results imply that training participation increases reemployment possibility by preventing withdrawal of participants from the labor market, but training programs make little contribution to improving skills.

A Study on the Characteristics of Labor Market Transition and Factors Influencing Labor Market Transition of Injured Workers (산업재해근로자 노동시장이행의 성격과 영향요인 연구)

  • This study is purposed to explain the characteristics of injured workers' labor market situation and to analyze the factors influencing labor market transition of those workers. Using the Worker's Compensation Insurance Panel Data ver.1~3 which was surveyed by the Korean Workers' Compensation & Welfare Service in 2013-2015, this study analyzed 1,668 injured worker cases. The study shows that workers who have experience job retention at least once are 36.8% of all, 51.5% of them have experienced re-employment, and 36.9% have done unemployment. One result of the longitudinal analysis is that socio-demographic factors including gender, age, education years, convalescence period, ability on job performance, company size, term of service, temporary employment, daily-workers status before job accident and job training were associated with return to pre-injury job. The other result is that statistically significant factors affecting the probability to be the unemployed are gender, age, levels of disability, convalescence, ability on job performance, term of service before job accident, job rehabilitation service utilization. These findings indicate that we need to develop efficient intervention programs for supporting return-to-work and labor market transition of injured workers.

Effect of the Civil Servant's Suspension of Pension Payments on the Labor Supply and Suggestions on Developmental Alternatives of Suspension of Pension Payments (공무원연금의 지급정지제도가 가입자의 노동공급에 미치는 영향 및 지급정지제도의 발전방향 모색)

  • This Study reviews theoretical argument about the effect of retirement earnings test on the labor supply of the aged which is controversial issue in OECD countries and analyze the effect on the incidence of re-employment, re-employment period of suspended officials and the possibility of re-retirement through Government Employment Pension Corporation data. It consists of 178,363 public officials who received pension benefit or disability pension in January 2005. The main result of this research shows that public officials re-employed were 8,086 which is 4.5% of total retired, and median survival time of suspended pension payments is 3.3 years. Also the median re-employment period of 100% suspended officials is about 20 month shorter than that of 1/2 suspended officials and it is shown in regression analysis that the possibility of re-retirement by 100% suspended officials is statistically significant higher than those of 50%. It specially expects greater influence if includes in case taking lump-sum or no making effect of re-employment because current system withhold pension payments even by earned income itself. Therefore, this analysis suggests suspension of pension payment properly applied according to the age and income together with "Delayed Retirement Credit" or "Partial Pension" for developmental alternatives of civil servant's suspension of pension payments. Furthermore, It is urgently needed that distinctive quality data about re-employment including earnings to perform deep-empirical research for effective policy. Lastly, it is extremely necessary to reinforce management system of Government Employment Pension Corporation.

Research on the Employment Instability and Its Causes (고용불안과 그 원인에 관한 연구)

  • This study analyzed employment instability, defining the increase of employment instability as 'a greater possibility of losing a job and a declining possibility of re-employment'. Flow variable measurements showed that the extent of employment instability was higher post 2000 compared to the period of before financial crisis. When considering the status of workers, such an increase in employment instability can be characterized by a greater possibility of unemployment for daily workers. If this is examined in conjunction with job creation and destruction, employment instability is increased not because there are less jobs being created but because there is an actual decline in the number of jobs and also because the jobs that are being created are mostly temporary. On the other hand the increased instability is due to the large-scaled public work policy under the financial crisis.

The Life Course Events and the Career Interruption among Korean Women (여성의 경력단절 기간별 생애사건 효과분석)

  • This study analyzes the effects of life course events and labor market conditions on the duration of career interruption among Korean women. The data were drawn from 'A Survey on the Women's Employment Interruption in Korea' conducted by the Korean Ministry of Gender Equality in 2009(currently the Korean Ministry of Gender Equality and Family). This study categorizes the duration of career interruption into three categories: (1) short term interruption(less than 12months), (2) short-medium term interruptio(12-35 months), (3) intermediate term interruption(36-59 months), (4) long term interruption(longer than 36 months), and then analyzes how demographic factors, labor market condition, and life events shape the timing of re-entry into the labor market among women. According to the findings, the jobs that are conducive to combining market work and mother's role expedite women's return to the labor market. Further, the younger, higher the level of human capital, and higher monthly wages that women earned before leaving the labor market, women are likely to experience short-term interruption(less than 12 months) rather than long-term interruption(longer than 60 months). Women who left from the labor market to care for kids are also likely to return to the labor market. However, women who have preschoolers are likely to experience long-term career interruption. These findings highlight the role of family supportive culture at the workplace in order for women to continue their employment while intensive family formation period. Furthermore, the finding that the discriminatory practices against women, in particular mother workers at the workplace lead women to exit from the market work calls for attention to establish family friendly workplace.

한국노동시장(韓國勞動市場)의 동태적(動態的) 구조분석(構造分析)

  • 본논문(本論文)에서는 우리나라의 노동시장(勞動市場)의 구조(構造)를 동학적(動學的)으로 살펴보고 이에 따른 정책과제(政策課題)를 도출(導出)하기 위해 취업(就業)과 실업상태(失業狀態)를 번갈아 움직이는 노동자(勞動者) 행태(行態)의 결정요인(決定要因)을 실증분석(實證分析)하였다. 분석방법(分析方法)으로는 직업탐색이론(職業探索理論)을 이용(利用)하여 이론적(理論的)인 가설(假說)을 도출(導出)하였고, 계량적(計量的) 검증(檢證)을 위해 회귀모형(回歸模型)을 정형화(定型化)하였다. 통계자료(統計資料)는 1985년(年) 한해 동안의 "경제활동인구조사(經濟活動人口調査)"의 매월(每月) "테이프"에서 같은 근로자(勤勞者)를 11개월(個月) 동안 추적하여 분석(分析)을 위한 표본(標本)으로 이용(利用)하였다. 임금(賃金)은 취업(就業)에서 실업(失業)으로 변화(變化)할 확률(確率)에 대해 부(負)의 효과(效果)를 보이고 실업(失業)에서 벗어나 재취업(再就業)할 확률(確率)에도 부(負)의 효과(效果)를 나타내어 이론(理論)에서 도출(導出)된 가설(假設)이 검증(檢證)되었다. 연령(年齡)이 상태간(狀態間) 이동(移動)에 미친 효과(效果)는 부(負)의 값을 보였다. 그러나 이 효과(效果)는 일정한 연령(年齡)이 지나면 정(正)의 효과(效果)로 바뀌는 비선형성(非線型性)을 보였다. 이러한 결과(結果)에 입각(立脚)하여 우리는 높은 임금(賃金)을 받는 근로자(勤勞者)일수록 이직(移職)의 가능성(可能性)이 낮고 또한 실업상태(失業狀態)에서 재취직(再就職)의 가능성(可能性)이 낮다는 사실(事實) 등을 알 수 있다. 이에 따른 정책적(政策的) 시사점(示唆點)의 하나는 직업훈련(職業訓鍊)을 단순히 양적(量的)으로 확대(擴大)하기보다는 연령체계(年齡體系)에 맞추어 그 내용을 질적(質的)으로 조정(調整)하는 것이 바람직하다는 것이다.

실직근로자의 직업탐색과 재취업-광주지역 근로자를 중심으로-

  • 한국은 지난 1960년대 이후 실업률이 추세적으로 하락하여왔기 때문에 실업구조, 직업탐색에 대한 관심이 비교적 적었으나 최근의 고 실업률은 이에 대한 연구의 필요성을 제고시키고 있다. 기존의 연구들은 저 실업률 시기의 자료를 사용한 것이므로 1998년의 고 실업률 자료를 활용한 연구는 다른 연구결과를 가져올 것이다. 이 글은 고 실업률 시기로 진입한 지 1년이 되는 98년 11월말 광주광역시에서 실시된 상시고 실직자에 대한 설문조사자료를 이용하여 고 실업률 시기의 실직자의 직업탐색과 실업기간을 분석하였다. 본 연구결과는 기존의 연구결과와 많은 부분에서 일치하지만 한국에서 대량실업은 처음 겪는 상황이므로 이전의 연구결과와 다르거나 새로 확인된 사실들도 몇 가지 있다. 연구결과를 요약 정리하면 다음과 같다. 첫째, 비자발적 이유에 의한 실직자가 약 70%를 차지하고 구인배율이 아주 낮아 최근의 실업은 수요부족에서 발생한 것이라고 할 수 있다. 따라서 임금을 낮추고 희망하지 않는 직종 산업 종사상 지위로 하향 구직을 하고 있었다. 둘째, 고실업률이 장기화되면서 나타난 현상으로는 구직경로가 다양해졌고, 유보 임금 및 수락임금이 전직임금보다 약 20% 하락함으로써 임금이 신축적임을 보여 주었다. 그러나 고실업 사태를 급작스럽게 맞이하면서 이전임금에 대한 집착이 강하여 하락폭은 충분히 신축적이었다고 보기는 어렵다. 셋째, 실업보험수급자는 유보임금 하락률이 높았고 실업 탈출률도 높았다. 이것은 직업탐색이론과 상반된 결과로 노동수요부족사태를 처음 겪으면서 노동시장에 대한 정보가 모든 실업자에게 동일하지 않고, 실업보험수급자가 보다 완전한 정보를 가지고 있으며, 실업보험지급에 따른 구직독려 때문인 것으로 생각된다. 넷째, 기존 연구들과 마찬가지로 유보임금은 전직 임금에 크게 의존하였으며 실업기간에 대한 해자드 분석에 의하면 유보임금의 대리변수인 전직임금이 낮을수록, 구직을 적극적으로 할수록 탈출률일 높았다. 인적속성으로는 인적자본축적이 많고 다양한 취업정보를 접할 수 있는 고학력자의 탈출률이 높았다. 다른 나라에 대한 기존 연구의 근속기간이 긴 남성 실업자는 실업기간이 길었지만 여기서는 반대의 결과가 나왔다. 그것은 기업의 도산 등에 따른 실직자의 경우 유용한 인적자본 보유자가 많고 축적된 자산으로 자영업으로 탈출할 확률이 높기 때문인 것으로 해석된다.
