Application Traffic Identification Speed Improvement by Optimizing Payload Signature Matching Sequence (페이로드 시그니쳐 매칭 순서 최적화를 통한 응용 트래픽 분류 속도 향상)

  • The traffic classification is a preliminary and essential step for stable network service provision and efficient network resource management. However, the payload signature-based method has significant drawbacks in high-speed network environment that the processing speed is much slower than other methods such as header-based and statistical methods. In addition, as signature numbers are increasing, traffic analysis speed also declines because of signature matching method that does not consider analytic efficiency of each signature and traffic occurrence feature. In this paper, we propose a signature list reordering method in order by analytic value of each signature. When we reordered the signature list by the proposed method, we achieved about 30% improvement in speed of the traffic analysis compared with random signature list.

호주 노사관계에서의 한국계 이주노동자의 노동실태 - 건설산업 타일직종의 사례 -

  • 이 논문에서는 호주에서 한국계 이주자가 다수 취업하고 있는 건설산업의 타일직종의 사례를 중심으로 한국계 이주노동자의 노동실태를 밝힌다. 건설현장의 사례조사를 통해 중층적 하청구조의 말단에 편성된 타일노동조직인 노무재하청업체의 작업방식 및 생산성관리, 숙련구분 및 임금결정, 임금수준 등 기타 노동조건을 구체적으로 규명한다. 그리고 이를 호주의 노사관계에서 제도화된 자영청부방식 및 자영청부공의 노동조건 등과 비교한다. 사례조사는 2006년도에 시드니지역 상업용 건축부문의 타일시공현장 두 곳을 대상으로 이뤄졌다. 두 곳의 건축현장 모두 노조가 활동하는 현장임에도 불구하고 한국계 이주 타일노동자는 공식적인 노사관계제도가 적용되지 않는 무협약상태에 있다. 건설산업의 최저 노동조건이라고 할 수 있는 전국재정 마저도 적용되고 있지 않다. 그들이 공식적인 노사관계제도의 적용으로부터 배제된 근본적인 이유는 타일회사로부터 타일시공을 다시 하수급하는 한국계의 노무재하청업체(오야까따)에 고용되어 있기 때문이다. 타일회사나 빌더는 1990년대 후반부터 다수 유입되기 시작한 한국계 타일공을 이와 같은 노무 재하청방식으로 사용하고 있는 것이다. 건설노조는 확대되는 노무재하청에 대해 한국계 타일노동자를 대상으로 한 여권조사, 임시고용비자 및 타일청부면허 취득 캠페인 등의 활동을 통해 불법취업자의 사용을 금지하는 한편 한국의 타일기능공을 자영타일공으로 전환시켜 노사관계 질서를 세우려 하였다. 그러나 이러한 노조의 활동에도 불구하고 기업협약에 의해서 명문으로 금지되고 있는 노무재하청의 관행이 전혀 개선되지 않고 있다. 노무재하청 관행에 대한 건설노조 정책의 가장 곤란한 문제점은 노무재하청을 행하는 당사자인 재하청업자를 한국계 타일노동자 조합조직의 중심으로 하고 있으며, 또 하지 않을 수 없는 점에 있음을 양국 간의 숙련구분 및 임금제도 비교분석을 통해 밝혔다.

  • This study seeks to find ways to improve the volunteer fire brigade as the role and importance of the voluntary fire brigade, which can prevent various disasters including fire at all times and respond most quickly in case of disaster, increases. As a result of analyzing and deducing the problems of the current legal, administrative, and financial aspects of the volunteer fire brigade for this study, first, as a legal improvement method, it is necessary to raise the status of the volunteer fire brigade mission, flexible operation of the garden, and increase the professionalism of education and training. should be improved Second, as an administrative improvement plan, it is necessary to reorganize the character of the volunteer fire brigade, expand its role as a regional disaster prevention leader, enhance the professionalism of the volunteer fire brigade selection process, and expand the number of volunteer fire brigade members through group membership rather than individuals. Third, as a financial improvement plan, it is necessary to introduce appropriate remuneration and severance pay for volunteer firefighters, and insurance to be covered in case of injury or injury.

A Study on Cost Division Scheme Using Shapley Value for Integrated Watershed Management Planning for Anyang-cheon, Korea (Shapley Value를 이용한 안양천 유역 통합관리 계획에 따른 비용분담방안의 연구)

  • Anyang-cheon(stream) runs through southern metropolitan area of Seoul to Han-river in Korea. Due to fast growth of Seoul, the water quality and quantity problems in Anyang-cheon have occurred. To cope with the problems, the Integrated Watershed Management program for Anyang-cheon was adopted and a KRW 26.1 billion (USD 21.8 million) pilot project (construction of 4 facilities such as reservoir) is suggested for 4 sub-watersheds of Anyang-cheon, which cost will be shared by the 12 local governments (LG). Three cost division schemes are compared. By Scheme 1, if the cost is borne by the LG in a watershed where the facilities are constructed (no cost division scheme), the LG in I is to bear 0.58% of the total construction cost, LG in watershed II 29.54%, LG in IV 0%, LG in V 69.88%. In particular, LG in IV in this scheme bears no cost because no facility is constructed, even though watershed IV is the major beneficiary of the facility construction. Scheme 2 is to share the cost by length of streams in each sub-watershed and the suggested cost share for each sub-watershed is 13.76% by I, 7.34% by II, 45.87% by IV, and 33.03% by V. However, this cost division scheme is fair only under the false assumption that the bargaining powers of group of LGs are identical. To suggest a better and fair division rule, Shapley Value, a cooperative game solution, is used to suggest Scheme 3. In Scheme 3, Shapley Value measures the summation of average marginal contribution of each player in all possible coalitions as cost division scheme and is known to provide a fair division considering bargaining power. In the context of Anyang-cheon, LGs in upper stream have superior bargaining position. The result suggests the cost division is fair under Scheme 3, when the cost shares are 0.29% by I, 14.77% by II, 50% by IV, and 34.94% by V, respectively.

  • Recently, National Archives of Korea has planned to develop the Standard Archive Management System, to make it economical and efficient in accordance with the local archives establishments by Seoul Metropolitan City. Also, the institution signed the MOU with National Information Society Agency to set up a digital archive system and foster professional archival manpower. These movements are rooted on the current domestic demands for digital archive systems. Keeping pace with it, the purpose of this study is suggesting feasible ways to establish the sustainable and efficient archive systems. To this end, a status study on the existing digital archive systems at both domestic and overseas bases was carried out, with the many of open source software analysis. Based on the primary implications of this study, to implement the digital archive system, functional module deducting methods and an open source software application process on each module were designed. Financial, operational and technical considerations such as the links between modules are also considered.

  • To narrow gap of information level and clarify a sense of term between various fields of industry is very important. In this point, these actions including generating, managing and sharing standard terminology are needed and management system for standard terminology is necessary. Nowadays, many research fields and many researchers have studied terminology standardization and tried to share these terminologies with other fields or researchers. But there are little systems which collect terminologies, keep the tracks of changes in terminology standardization, give workplace to specialists and service standard terminology to public. In this research, we propose management system which support a series of processing from registering terminologies to opening standard terminology to public.

  • The government and of the Safety and Health Corporation have continuously carried out safety activities such as supervision, inspection, technical guidance and financial support in order to reduce accidents on the construction site. However, the number of disasters on the construction site is increasing every year, Which accounts for more than 80% of the total number of casualties. It is necessary to investigate the implementation status of safety and health management in the field of small-size construction site, and to provide the appropriate technical guidance plan to the relevant work places.   • Mongolia is a developing country with a smaller population living across a large territory where infrastructure is underdeveloped. The country has been actively implementing road construction in recent years. The Mongolian government has increased investments in new road construction, but funding for major maintenance or reconstruction projects declined between 2012 and 2016. On the other hand, road network management has not been implemented owing to insufficient road maintenance and If the road network expands, there is a risk that the cost of overall maintenance will increase significantly in the future. Therefore, in order to cope with these problems, this study reviewed applying Korean road model to Mongolia for systematic management of road infrastructure.

  • Recently generated natural disaster of rainfall is transformed into nationwide generate form from a specific region of generated form that damages are steadily growing. such natural disaster lead to much influence such as socioeconomic, financial, physical and casualties etc, therefore model collection can be a step required establishment of systematically management foundation and offer of systematic solved plan. this study proposed to analyze and arrange pattern of disaster and systems designed plan and establishment further scientific, prompt service of disaster. with GIS technique for decision-making offer the necessary preliminary data. also, each city have orthophoto and digital elevation model that analyze real topography and situation. with establish management system in order to carry out appropriate service of disaster management and establish realistic management system. system had established that OpenGL make three dimensional illustrate scale image data and digital elevation model therefore a module of section analysis developed way to illustrate and to analyze topography and longitudinal section in screen.

  • 물관리는 밀레니엄개발목표(Millennium Development Goals)의 달성과정에서 가장 강조되는 주제 중의 하나이다. 물관리의 최종목표는 물관리 그 자체가 아니라 자연적으로는 유한한 수자원의 지속가능성을 유지하고 사회적으로는 계층간의 형평성을 실현하는 것이다. 그러나 개발도상국들은 한정된 국가재정으로 기반시설의 투자가 부족하고 기후변화에 따른 자연재해의 빈발로 인하여 인간다운 삶의 질을 보장받기 어려운 상황에 직면하여 있다. 이러한 인식 아래, 미국, EU, 일본 등의 선진국은 물론 이웃 중국도 개발도상국을 대상으로 물 관련 사업의 공적개발원조(ODA) 프로그램을 활발하게 추진하고 있다. 최근 우리나라의 대 개도국 협력사업은 한국국제협력단(KOICA)이 수행하는 ODA 사업을 중심으로 큰 폭으로 늘어나고 있다. 우리나라의 물 분야 지원사업도 식수개발, 댐건설, 관개시설 개발, 수질오염처리, 재해방지 예 경보 시스템 및 홍수조절사업 등으로 다방면에 걸쳐 활발하게 진행되어 왔다. 그러나 우리나라의 물 분야 ODA 사업은 정책 및 제도에 대한 컨설팅이나 교육훈련 등 소프트웨어 기반의 원조개발협력은 상대적으로 미진하고 물리적 인프라 위주의 지원사업이 대부분을 차지하고 있다. 최근에는 전문가 파견 및 연수생 초청 등의 인적협력의 사례가 증가하고 있으나 아직까지는 사업내용의 대부분이 건물, 시설물 및 기자재 등의 구조적인 지원 형태로 이루어지고 있다. 이러한 형태는 일찍이 대개도국 물 분야 사업을 추진한 미국이나 일본 등의 선진국들이 원조협력사업의 일관성과 지속성을 평가하기 위하여 제도적이고 정책적인 지원을 확대하는 것과는 거리가 있다. 1992년 KOICA가 네팔 모디강 수력발전소 실시설계 지원으로 시작된 우리나라의 물 분야 사업도 이제 20년에 이르고 있다. 물 분야 지원사업도 새로운 방향전환이 필요한 시점이다. 본 연구에서는 우리나라의 물 분야 ODA 지원사업의 현황과 문제점을 파악하고 향후 나아가야 할 정책방향을 제시한다. 이를 위하여 먼저 아시아의 스리랑카와 아프리카의 에티오피아의 2개 국가를 사례지역으로 선정하고 물관리의 현황과 문제점을 파악한다. 그리고 사례지역에 대한 우리나라의 물 분야 ODA 지원사업의 현황과 당면과제를 분석한다. 마지막으로 선진국과 우리나라의 물분야 지원사업의 추진방향을 비교분석하여 우리나라 물 분야 ODA 지원사업이 지향할 방향성을 제시한다.
