Science and Technology Networks for Disaster and Safety Management: Based on Expert Survey Data (재난안전관리 과학기술 네트워크: 전문가 수요조사를 중심으로)

  • Recently, due to the rising incidence of disasters in the nation, there has been a growing interest in the relevance and role of science and technology in solving disaster and safety related issues. In addition, the necessities of securing the human rights of all citizens in disaster risk reduction, identifying fields of technology development for effective disaster response, and improving the efficiency of R&D investment for disaster and safety are becoming more important as the different types of disasters and stages of disaster and safety management process have been considered. In this study, we analyzed bipartite or two-mode networks constructed from an expert survey dataset of technology development for disaster and safety management. The results reveal that earthquake and fire are the two disasters affecting an individual and society at large and demonstrate that AI and big data analytics are effective supports in managing disaster and safety. We believe that such a network analytic approach can be used to explore some important implications exist for the national science and technology effort and successful disaster and safety management practices in Korea.

  • 건설재난을 줄이기 위한 정부의 노력에도 불구하고 건설기술진흥법의 안전관리비가 실제 현장을 반영하지 못한다는 지적이 제기돼 왔다. 따라서 건설사고 예방을 위한 가장 근본적인 대책으로 삼을 수 있는 안전관리비의 적절한 가이드라인을 연구할 필요가 있다. 또한 합리적인 안전 관리 비용을 확보하기 위해서는 적절한 비율을 계산하는 것이 중요하다. 따라서 본 연구에서는 안전관리비 실행계획에 따른 공사비 및 유형별로 적정 안전관리비율을 제시하였으며, 그 비율은 산업안전보건관리비의 10분의 1로 분석된다. 본 연구결과는 적정 공정등급제 개선 및 시범사업 추진에 대한 지침이 될 것이다.

  • With the increase of data and the development of AI technology, the strategies and policies related to integrated data are being actively established to increase the usability of data all over the world. Recently, in the research field, infrastructure projects and management systems are being prepared to utilize research data at the initiative of the government. Also, in Korea, platforms for searching and sharing research data are being actively developed. The National Disaster Management Research Institute (NDMI) has been conducting extensive research on disaster & safety as a national institute, but data-oriented management and utilization are insufficient. Because it still lacks consistent data management systems, metadata for outcomes of research, experts on data and policies for utilization of data to research. In order to move to the data-based research paradigm, we defined the master plans and verified a target model for the integrated management and utilization of disaster & safety research data. In this study, we found out the need to establish differentiated data governance, such as data standardization and unification of the data management system, and dedicated organization for managing data, based on the necessity and actual demands of NDMI. In order to verify the effectiveness of the target model reflecting the derived implications, we intend to establish a pilot mode. In the future, major improvement measures to establish a disaster & safety research data management system will be implement.

Study on Recognition Attitudes of Residents on Safety Management against Disasters of Local Governments: Focused on Chungcheongbuk-do (지방자치단체의 재난안전 관리에 대한 주민 인식태도 연구 - 충청북도 지역을 중심으로 -)

  • This study analyzed safety management system against disasters perceived by local residents of Chungcheongbuk-do and then examined the policy directions to be considered in order for local governments to improve the safety level of residents and build an effective safety management system against disasters. The findings were as follows. First, in their recognition of risks of safety against disasters, recognition on the possibility of the occurrence of natural disasters was higher than that of social disasters or safety accidents. Secondly, also in the aspect of the importance of category of safety management against disasters, they recognized that of natural disasters far higher than others. Third, they showed satisfaction higher than average with basic job performance of local governments related with safety management, whereas they showed relatively less satisfaction with the aspects of check and publicity of risk factors, and short-term restoration system out of phased job performance. Fourth, in the aspect of capability of local governments for safety management against disasters, they rated positively capability of the responsible departments and the professionality, whereas they relatively underestimated the scale or budget of safety-related organizations. Fifth, the policy directions to be taken for safety against disasters by local governments included strengthening of regular education like experience-based training, expansion of education among local residents, more support for relevant facilities and resources, activation of residents-participating campaigns, improvement of apparatus and personnel treatment related with firefighting and security, frequent patrol and oversight, more exercises against disasters. So, to strengthen safety management system against disasters in local governments and build a effective responding system may need to extend programs assisting vulnerable class to safety against disasters, build a community-friendly safety management system, extend the cooperation system by participation of residents, enhance collaboration and support system with safety-related bodies like police, firefighters.

A Study on the Analysis and Improvement of Classifications for Integrated Management of Disaster and Safety Information (재난안전정보의 통합 관리를 위한 분류체계 현황분석 및 개선방안에 관한 연구)

  • This study aims to propose requirements for developing an integrated classification system for disaster and safety information by analyzing classifications currently used in disaster and safety-related organizations in Korea. To do that, this study first analyzed existing disaster category classifications. Then, it collected classifications currently used in disaster and safety-related organizations, and through interviews with practitioners, analyzed considerations to manage disaster and safety information comprehensively. The analysis shows that to develop a disaster category classification, consistency, exhaustivity, systemicity, and disasters frequently occurring in Korea should be considered. In addition, this study suggests a facet classification system for disaster and safety information given the intricacy of disaster and safety management and the occurrence of compound disasters.

  • Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Conclusion: In this study, basic local government will Strengthen the disaster response capacity by improving the local safety level index.

  • In this paper, disasters are increasing rapidly due to increase of population, giantish of cities, advancement of traffics, and abnormal weather phenomena, and the scale of damages is also getting wider. So we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. And Disaster management activities are increasing to efficiency through the disaster standardization trend.

  • 자연재난은 각각의 유형별로 발생 특성이 다양하고, 피해 유형도 상이하기에 재난 발생 시 재난 특성에 따른 최적 자원의 비축 및 동원이 필요하다. 하지만, 재난관리자원은 종류가 다양하고 요구 비축량이 많으며, 재난유형별로 발생특성이 다양하고 피해유형도 상이하기 때문에 모든 자원을 비축하고 활용하기에는 어려움이 따른다. 따라서 재난특성에 맞는 필요 자원의 비축을 통한 효율적인 재난관리자원 운영 및 관리체계 마련이 필요하다. 특히, 침수관련 재난(호우, 태풍, 풍랑)의 경우 과거 20년(2001년~2020년)동안 발생 건수는 282건으로 같은 기간 발생한 413건의 자연재난 중 68%를 차지할 만큼 침수 대응에 따른 필요 자원의 분석이 필요하지만, 관련 자원의 운영현황 및 발생한 문제점에 대한 분석은 미흡한 실정이다. 이에 본 연구에서는 과거 20년(2001년~2020년)동안 발생한 침수관련 재난(호우, 태풍, 풍랑)발생 시 동원된 재난관리자원 사례를 분석하였다. 재해연보, 관련 백서 및 보고서 등의 수집 및 분석을 통해 침수 발생 시 동원된 장비, 자재를 분석하였으며, 자원동원 시 발생하는 문제점을 자원비축, 자원능력, 자원활용, 대응시간으로 구분할 수 있었다. 본 연구는 과거 발생한 침수관련 재난에 대하여 재난관리자원의 동원 사례와 시사점 및 문제점을 도출한 점에서 그 의미가 있으며, 향후 침수 관련 재난 발생 시 자원의 효율적인 비축 및 관리, 동원 및 응원 등 효율적 운영방안 수립에 활용할 수 있을 것으로 기대된다.

  • The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.
