Climate change is one part of 17 Sustainable Development Goals (SDGs). According to the Fifth Assessment Report by the Inter- governmental Panel on Climate Change(IPCC) published in 2014, global warming is caused by greenhouse gas (GHG) emissions. The most important GHG is carbon dioxide (CO2), which is released by the burning of fossil fuels and, to a lesser extent, by land use practices, followed by nitrous oxide and methane. IPCC predicts that global temperatures will rise 3.7℃ and sea level will rise 0.63 m by 2099 in the case of no strong restraint. According to the report, we can expect a massive species extinctions, changes in storm and drought cycles, altered ocean circulation, and redistribution of vegetation by global warming. However, climate changes, especially global warming, are the largest potential threat to human health and the source of a number of diseases globally. If climate changes are continued uncontrolled, human health will be adversely affected by the accelerating climate change and the natural disaster induced by climate change. It means we will face more serious conditions of injury, disease, and death related to natural disasters such as flood, drought, heat waves, malnutrition, more allergy, air pollution and climate change related infections related to morbidity and mortality. This review emphasizes on the relationship between global climate changes and human health and provides some suggestions for improvement.

Modern disasters prevent accidents in advance and recover after accidents are very important. Our government's current response to these accidents is not appropriate. As for disaster management so far, it has been the center of disaster response and recovery efforts, and has been led by the government against it. The reality is that most private organizations and agencies have only subsidized government disaster management agencies. Korea is no longer a safe zone for earthquakes. Now for the establishment of effective disaster management system for earthquakes in the diagnosis is very urgent and the problems of the operational disaster management, which the problems of the nation.Policies to improve academic efforts to seek alternative proposal is also at a time when volume can be said to be very big need to mine. This study from 2016 to 2019, about the earthquake that took place between National Statistical Office, based on analysis of data to. First of all, research 1: What was the government's plan on Pohang earthquake? The results showed that the residents' evacuation of Pohang was important in the Pohang earthquake, but for the sake of students' safety, they were directly assigned to the test site to cope with the emergency situation. Therefore, the research and analysis shows that the nation should continue to think about the causes and responses of the damage at the disaster site and strive to develop technologies and methods to minimize the damage.
On 15th November 2017, the coastal city of Pohang, located in the Southeastern part of South Korea was shaken by a magnitude 5.4 earthquake. The earthquake displaced more than 1,700 residents and caused more than $ 300 million dollars of economic loss. It was the second most damaging earthquake in the history of Korea. Soon after the earthquake, a group of scientists raised a possible link between the first Enhanced Geothermal System (EGS) project and the earthquake. At the same time, another group of scientists put forward a different hypothesis of the causation of the earthquake claiming that it was caused by the geological movements that were initiated by the Great Tohoku Earthquake in 2011. Since then, there were scientific debates between the two different groups of scientists. The scientific debate on the causation of the earthquake has been concluded temporarily by the Research Investigatory Committee on the Pohang Earthquake in 2019. The research committee concluded that the earthquake was caused by the Pohang EGS system: this means that the earthquake can be defined not as a natural earthquake, but as an artificially triggered earthquake. This article is to examine the Pohang earthquake can be defined as an Anthropocenic event. The newly suggested concept, the Anthropocene is a relatively novel term to classify the earthly strata and their relationship to geological time. The current geological period should be defined by human activities and man-made earthly environment. Although the term is basically related to geological classification, the Anthropocene has been widely debated amongst humanist and social science scholars. The current disastrous situation of our planet also implies with the Anthropocene. This paper is to discuss how to understand anthropogenic events. In particular, the paper pays attention to two different scholarly positions on the Anthropocene: Isabelle Stenger's Gaia theory and Barbara Herrnstein Smith's relativist theory. The former focuses on the earthly inevitable catastrophe of Anthropocene while the latter suggests to situate and contextualise anthropogenic events. On the basis of the theoretical positions, the article is to analyse how the Pohang earthquake can be located and situated.
The whole world has been damaged by dramatic increase of natural disasters such as localized torrential downpour, earthquake and drought, while suffering from climate changes caused by global warming. In Korea where the continental climate and oceanic one are crossed, the frequency and the size of damages are increased by stronger typhoons and localized torrential downpours and landslides, storms and floods. Therefore, this study analyzed damage cases and their causes and examined foreign plans to prevent natural disasters, by limiting to rural villages where serious damages occur due to typhoons and localized torrential downpours and measures and infra-structures against such disasters are poorly prepared. From the findings, it attempts to suggest some plans to establish disaster safety villages by abstracting plan factors applicable to rural areas in Korea, on the basis of facilities and spatial projects.

2020년은 장마와 태풍으로 인해 중부 및 남부지방에 폭우가 발생하여 강남역을 비롯한 지하철 역사와 지하 주차장 등 많은 지하시설이 침수되었고, 부산에서는 침수된 지하차도에 진입한 차량의 운전자가 사망하는 등의 사고가 발생하였다. 지하에 설치된 시설들은 침수가 발생할 경우 대부분 출입구를 통해 유입되는 물을 거슬러 대피해야 하므로 낙상과 그로 인한 익사 등 자칫 큰 인명피해를 초래할 수 있어 특별히 주의할 필요가 있다. 대피 여부를 결정하고 그에 필요한 시간을 계산하기 위해서는 안전하게 대피 가능한 최대수심(한계수심)을 결정하는 것이 필요하다. 현재 한계수심을 제시한 여러 연구가 있지만 대부분 소수의 성인만을 대상으로 한 실험 결과이기 때문에 성별, 연령, 체중 등 다양한 유형의 사람을 고려한 대피방법 제시가 필요하다. 이에 본 연구에서는 실험 참가자의 유형(성별, 연령, 체중, 신장)에 따른 대피시간의 차이를 고려한 한계수심을 제시할 수 있도록 하였다. 총 308명이 실험에 참여하였으며, 이중 남성은 164명, 여성은 144명이었다. 참가자의 연령은 14세부터 75세까지이며, 신장은 최소 145cm에서 최대 187cm, 체중은 35kgf에서 110kgf 범위이다. 대피시간은 물이 흘러 내려오는 5.1m 길이의 계단을, 난간을 잡은 채 거슬러 올라가는 시간으로 설정하였으며, 계단 상층부의 수심이 30cm일 때와 40cm일 때(한계수심 조건), 2회 측정하였다. 또한, 측정이 종료된 후, '안전하게 대피 가능할 것으로 예상되는 수심'을 선택하도록 하여 참가자가 체감한 실험 난이도를 간접적으로 확인하고 향후 연구에 활용할 수 있도록 하였다. 수집된 자료를 분석한 결과 여성의 경우 수심 30cm와 40cm의 평균 대피시간이 4초 정도의 차이가 나타났으나, 남성의 경우 유의미한 차이가 나타나지 않았다. 또한 '안전하게 대피 가능할 것으로 예상되는 수심'에 대한 답변으로 다수가 실험의 최대 수심 조건인 40cm 이상을 선택하였다. 이와 같은 결과를 보아, 실험의 난도가 높지 않았다고 예상할 수 있으며, 그 원인은 참가자의 안전을 고려해 실험 조건을 난간을 잡은 채 보행하도록 설정한 것이 한계수심을 증가시키는 결과를 가져왔다고 볼 수 있다. 유형에 따른 대피시간의 차이를 분석하기 위해서는 실험의 한계수심 조건을 높이거나, 난간을 잡지 않고 보행할 수 있도록 안전장치를 추가하는 등, 실험조건의 변화가 필요할 것으로 판단되며, 추가적으로 난간을 잡은 채 보행하는 것이 한계수심을 얼마나 높일 수 있는지에 대한 검토를 통하여 정량적인 대피가능 시간을 제시할 수 있을 것으로 사료된다.
This paper was to examine the causes of steep slope failure during the season of heavy rainfall. For the purpose, the paper carefully analyzed the sites of steep slope failure, which happened in July 2009. The direct cause of steep slope failure was much related to heavy rainfall during summer. The paper continued to verify that additional causes include the malfunction of diverse waterways, the slope design without considering weathering soils and related characteristics, the lack of the waterway size, the intrusion of plant roots, the reinforced technique without considering slope conditions, etc.
Purpose: In this study, the safety management method supplementing the field displacement prediction management technique was performed using the numerical analysis. Method: The analysis was performed using MIDAS GTS / NX program based on the finite element method (FEM). Approximating the displacement data and displacement trend as close as possible to the collapse site, the collapse prevention method was applied after estimating the cause of collapse. Result: The cause of the collapse was estimated by soil parametar, one of the results obtained by performing the Back-analysis. As a result, it was confirmed that the free length of the anchor was insufficient, and the free length of the anchor was changed by the collapse prevention method, and the displacement was significantly reduced. Conclusion: If Back-analysis technique is used in field management, estimating the cause of collapse and suggesting a reasonable collapse prevention measure will help to reduce collase.

지구온난화로 재난 재해가 날로 증가 되고 있으며, 그 규모도 대형화 되고 있는 추세이다. 재난 재해의 원인으로서는 자연적인 것도 있지만 인위적인 것이 큰 부분을 차지하고 있다. 이러한 재난 재해를 사전에 예방 및 통제를 목적으로 환경정보를 수집하여 위험상태를 판단하기위해 다양한 환경정보수집 무선통신기술에 대한 연구가 활발하게 진행되고 있다. 본 연구는 이러한 목적을 달성하기 위해 다양한 환경정보수집 및 시간 장소 설치 등에 많은 편리성 및 효율성을 갖으며, Ubiquitous Sensor Network(USN)기반요소가 되는 Sensor Network Node를 연구 개발하였고, 이를 이용하여 USN 환경감시 및 통제 네트워크를 구축하여 실험을 통하여 타당성을 입증하였다.

In this paper, we propose a resource allocation scheme for high-power user equipment (HPUE) in public safety communication environments. The use of HPUE is being considered to increase the throughput and communication range of a UE in the disaster area where normal communication links are not available. However, HPUE may cause higher interference to UE's in adjacent cells that are allocated to the same radio resources. Therefore, it is necessary to deal with the potential interference through frequency planning and resource allocation. The performance of the proposed resource allocation scheme is evaluated through simulations in 3GPP public safety communication scenarios.
This study was performed for identifying the characteristics of mass gathering and human injury in mass gathering based on the literature survey and analysis of mass gathering and crowd packing. The size and density of crowd influenced the characteristics of mass gathering according to type of mass gathering. The variables and causes of human injuries of mass gathering have positive or negative influences based on the weather, attendance, duration, location, mobility, event type, crowd mood, alcohol, drug, crowd density and age. Based on the physical mechanism of crowd packing, the degree of crowd packing was influenced by crowd pressure, crowd density and lasting time. But the magnitude of pressure for pedestrian injury criteria remains for further research.
