There has been significant movements in the provision of equal access to library and information services for persons with disability. This study aimed to analyze the use and needs of library services of disabled people with a survey. The survey data revealed that the majority of disabled persons did not visit library and not experience library sol-vices. The main reason was reported that they had poor information about the library services. Also, they did not satisfy the variety, sufficiency, accessibility, up-to-dateness of the materials in general. And there were difference of favorite programs and needs among different kinds of the disabled. Therefore, active guidance and public relations about library services. improvement of accessibility for the disabled by building digital collection, resource sharing and extension of services by building library cooperation network, and the arrangement of librarians for the disabled and education for them should be back up for improving library services for the disabled.

The current social service delivery system for people with disabilities has four critical problems: absence of needs assessment, absence of case management, shortage of professional workers, and absence of local social welfare agencies. The Ministry of Health, Welfare, and Family of Korea has pushed forward with a project to reform the welfare infra-structure for people with disabilities since 2007. It's main purpose is to reorganize the social service delivery system for people with disabilities. A report from the project makes two suggestions: introduction of new standards for disability and set-up of disability service determination centers. The new standards for disability are suggested to include a work ability test and a welfare needs assessment tool as well as a medical standard. Three models for disability service determination centers are suggested: independent model, local governmental model, and public corporational model. Tentative operations using the three models are on the way in the second half of 2008. In order to reform the social service delivery system for people with disabilities, this study makes a fundamental suggestion: set-up of about 120 local welfare agencies over which the Ministry of Health, Welfare, and Family can have direct control, and which are equipped with professional workers who are able to perform needs assessment and case management. In actuality, welfare centers for disabled people are the best options for local welfare agencies for disabled people.

2000년대 초반 이후 논의되기 시작한 도서관장애인서비스는 최근 도서관법(법률 제11310호, 2012.2.17 일부개정)이 개정되면서 그 중요성이 더욱 부각되고 있다. 본 연구는 도서관장애인서비스의 법적근거 및 추진체제, 주요 정책 내용을 살펴보고, 도서관발전종합계획(2009~2013)과 연도별 시행계획(2009~2012), 국립장애인도서관지원센터 업무 등을 분석하여 현재 우리나라 도서관장애인서비스 정책동향과 발전방안을 모색하였다. 현 시점에서의 우리나라 도서관장애인서비스 정책은 일선 도서관들이 효율적으로 콘텐츠와 시설을 구비하고 전문 인력을 확보할 수 있도록 함과 아울러 기반자원을 보유한 기관들의 적극적인 참여를 이끌어 낼 수 있는 방향으로 전개될 필요가 있다.

방송통신위원회 "장애인방송 편성 및 제공 등 장애인 방송접근권 보장에 관한 고시"[1] 8조3항에서는 장애인방송물을 제작 송신 재송신할 경우에 대하여, 한국정보통신기술협회(이하 "TTA")에서 제정한 시청각장애보조방송서비스 기술표준의 준수를 의무화 하고 있다. 이에 TTA에서는 시청각 장애 보조 방송 서비스 관련 모든 방송매체 공통의 시청각 장애 보조 방송 서비스 표준의 기술을 검증하고 장애인방송 의무 적용에 대한 정부 정책 및 방송사업자 업체 대상 상용화 적용 시험을 지원하고자 장애인방송 수신기 시험환경과 장애인방송을 송신 및 재송신하는 방송매체의 송출스트림의 표준적합성을 검증할 수 있는 시험환경을 개발하였다. 본 논문에서는 "시청각 장애 보조 방송 서비스"[2]표준의 자막방송 및 화면해설방송을 시험하기 위한 시험환경 및 시험도구 개발 내용을 소개한다.

From all nations the disabled person experiences many difficulties from the process which obtain informations and use libraries. So the advanced nations is concentrating on establishment of the information gap solution policy for the disabled person. Based on these situations, this research analyzed the national library service policies for the disabled person in the United States and the United Kingdom and Japan, and proposed desirable position and operation plans of the disabled person library support center of the National Library of Korea.

The World Health Organization estimated that more than a billion people (or 15% of the world's population) lives with disabilities. They have the same information needs as non-disabled people. Nevertheless, as the World Blind Union estimated, less than 10% of published books are ever made into accessible formats in developed countries. The role of the national library should be very important to improve the information accessibility for the disabled. Based on this perspective, this study analyzed and compared the history and development, legal basis and organization, main functions and tasks, and service features for the disabled for the Library of Congress of the United States, MTM(Myndigheten för Tillgängliga Medier) of Sweden, National Diet Library of Japan, and SALB (South African Library for the Blind) of Republic of South Africa representing the nationwide disability services by continent. And based on the results of the analysis, this study suggested ways to strengthen the capacity of the National Library for the Disabled of Korea.

The purpose of this study was to explore the experiences of people with disabilities using Personal Assistance Services (PAS) in Korea. A qualitative study based on face-to-face interviews with people with mobility disabilities was conducted. Nine consumers with disabilities participated in the study. Study participants pointed out five changes in their life after using PAS: 1) increase in daily life activities, 2) increased perceived control, 3)increased psychological self-reliance, 4) growth of relationships with others in terms of both degree and frequency, and 5) more equalized relationships with family, Finally, article makes recommendations regarding the future provision of PAS.

Recognizing the lack of empirical study that evaluates the influence of social care services on care sufficiency of individuals with disability, we have focused our study on the following research questions: What is the level of care sufficiency for individuals with disability?, What is the profile of care for individuals with disability from both formal and informal providers?, What are the service use conditions and determinants of social care service use?. This study analyzed data of 1204 individuals with disability who needed daily assistance from 5th wave of Korea Welfare Panel Study. Results showed that 50% of the respondents experienced care deficit. 77% of the respondents received no care from informal care providers and 90% from formal care providers. Despite social care services brought by the expansion of socialization of care, the average number of social service use on care was less than 1, which suggests that socialization of care did not significantly contribute to care sufficiency. In addition, for people who are 64 or younger, social care services was substituted by care from informal care providers and for those who are 65 or older, social care services supplemented care from informal care providers.

The purpose of this article is to explore the strength of user's right in service delivery process, and focuses on two areas. First one is to discuss the necessity which the process of service delivery will be changed from supplier-oriented system to user-oriented one, in order to strengthen user's right, especially in terms of choice and control. It can be facilitated by the abolishing of classification of disability. Second one is to introduce direct payments which money is directly given to user, instead of being given to supplier. This article also stresses that there is possibility of setting up direct payments because voucher system, a precursor of direct payments, is widely settled down for social service area in Korea.
