The current social service delivery system for people with disabilities has four critical problems: absence of needs assessment, absence of case management, shortage of professional workers, and absence of local social welfare agencies. The Ministry of Health, Welfare, and Family of Korea has pushed forward with a project to reform the welfare infra-structure for people with disabilities since 2007. It's main purpose is to reorganize the social service delivery system for people with disabilities. A report from the project makes two suggestions: introduction of new standards for disability and set-up of disability service determination centers. The new standards for disability are suggested to include a work ability test and a welfare needs assessment tool as well as a medical standard. Three models for disability service determination centers are suggested: independent model, local governmental model, and public corporational model. Tentative operations using the three models are on the way in the second half of 2008. In order to reform the social service delivery system for people with disabilities, this study makes a fundamental suggestion: set-up of about 120 local welfare agencies over which the Ministry of Health, Welfare, and Family can have direct control, and which are equipped with professional workers who are able to perform needs assessment and case management. In actuality, welfare centers for disabled people are the best options for local welfare agencies for disabled people.

The purpose of this study is to find out implications which can be useful for the development of user empowerment and involvement in Korean disability services. Suggested implications are based on the earlier studies about the concept and areas of user involvement. In the theoretical review, this study compared several terminologies related to user involvement. For the depth explanation, this study described wide range of earlier studies. In addition to these descriptions, this study is exploring to show integrated theoretical framework including diverse areas, major initiatives, participation levels, models of purpose on user involvement. And to grasp ostensive understanding on specific mechanisms on participation practice, this study discussed various issues on basic assumptions, areas of involvement and supportive alternatives. Based on these theoretical examination, this study introduced concrete tasks related to policy, service organization, professional education and research to activate user participation in Korean disability services.

선진국은 인터넷 시대의 전성기를 맞아 새로운 하나의 사회를 구성하고 있는 사이버 공간에서의 복지를 구현하기 위한 노력들을 하고 있다. 사회복지가 잘 이뤄진 나라들은 늘 그렇듯이 가난한자 소외된 자, 노약자들을 위한 끊임없는 연구를 하고 한발 앞선 움직임을 보여왔다. 그들이 선진국일 수 밖에 없는 이유는 바로 거기에 있는 것은 아닐까? 아직도 우리나라는 공공적인 차원에서 장애인이나 노약자를 위한 사회복지정책이 미흡한데 하물며 정보통신분야까지 신경 쓸 겨를이 있을까?라는 생각을 가져본다. 일본은 정보통신분야에서도 고령자나 장애인을 위한 다양한 기술개발과 복지를 구현하는 준비에 한창이다. 이러한 움직임은 그들이 앞서나간다는 것만으로는 설명하기 어려운 부러운 점이다. 이에 일본의 고령자와 장애인을 지원하는 정보기술에 대한 얘기를 들어보는 것도 좋을 듯 싶다.

‘장애인과 노인 등 소외된 이웃의 복지증진에 기여‘를 편성이념으로 하는 복지TV가 지난 4월 1일 개국한 후 100일을 맞이하였다. 복지TV는 전문 수화프로그램 ’손으로 읽는 세상 이야기‘, TV장애인 취업 뱅크 등의 자체 제작프로그램은 물론 인기리에 방영되었던 미니시리즈, 시트콤 등에 수화, 자막, 화면해설 등을 삽입함으로 그동안 매체 접근에 제한을 받아왔던 장애인들에게 시청편의를 제공하고자 한다. 장애인신문에서부터 복지TV에 이르기까지 사회복지계 언론의 선두에 서있는 최규옥 회장을 만나 보았다.

The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

This paper was studied on developmental direction of telecommunications for disabilities welfare. Method of this study is delphi method. Persons with disabilities is classed as motor disability, visual handicap, hearing impairment, and language and speech disorders. Persons with motor disability is needs as follow, speed recognition technology, video recognition technology, breath capacity recognition technology. Persons with visual handicap is needs as follow, display recognition technology, speed recognition technology, text recognition technology, intelligence conversion handling technology, video recognition - speed synthetic technology. Persons with hearing impairment and language - speech disorders is needs as follow, speed signal handling technology, speed recognition technology, intelligence conversion handling technology, video recognition technology, speed synthetic technology the results of this study is as follow: first, disabilities telecommunications organization must be constructed. Second, persons with disabilities in need of universal service. Third, Persons with disabilities in need of information education, Fourth, studying for telecommunications in need of support. Fifth, small telecommunications company in need of support. Sixth, software industry in need of new development. Seventh, Persons with disabilities in need of standard guideline for telecommunications.

최근 장애인들의 사회참여가 점점 늘어나고 있는 상황에서 장애인들에 대한 관심과 권리보호에 대한 사회적인 관심이 높아지고 있다. 우리나라의 경우 국민들의 생활 및 의식수준이 높아지고, 사회복지 및 사회안전망에 대한 관심이 증가하면서 장애인들의 복지 문제가 중요한 이슈로 대두되고 있으며, 세계 최고 수준의 IT기술을 활용하여 장애인들의 복지를 향상하는 방안이 적극적으로 전개되고 있다. 이에 한나라당 김소남 의원은 시각장애인, 노인 등을 위해 문자를 음성으로 출력할 수 있도록 인쇄물 등에 도형 형태로 표시하는 '음성변환용 바코드' 정의를 규정하고, 이를 지원하는 것을 골자로 하는 장애인.노인.임산부 등의 편의증진보장에 관한 법률 개정안을 지난 7월 24일 대표 발의했다. 이와 관련 음성변환용 바코드의 대해 알아보았다.

According to the 2017 national survey of the disabled persons conducted by the Ministry of Health and Welfare, rehabilitation centers for the disabled appeared to be the service agency that disabled women use the most. This means that rehabilitation centers for the disabled hold an important role in securing the maternity rights of disabled women. However, in the practice of welfare for the disabled, programs for securing maternity rights are inadequate, and the actual condition is not being surveyed. As a result, programs related to maternity rights based on the legal basis exist, but actual support services for resolving the difficulties related to maternity rights that disabled women experience are inadequate. Thus, the study suggests that rehabilitation centers for the disabled should pay a central role in establishing the maternity rights of disabled women and provide support services such as developing a manual on basic information about pregnancy, childbirth, and child rearing, offering childbirth-related counseling, activating a self-help group, providing an individualized program for families, connecting with medical institutions, and supporting case management.

This research verified the influence of the empowerment on the burnout and the mediating effect of the turnover intention of professionals in the rehabilitation centers. A survey of 363 professionals working in the facilities of D Metropolitan City and C Province was conducted. The important analysis methods are correlation, confirmatory factor analysis, and bootstrap test. The research results are as follows : the professionals' empowerment influenced burnout negatively and the turnover intention mediated between the empowerment and the burnout. According to this analysis results, it is important to improve the empowerment and to lower the turnover intention for reducing the burnout. And some measures were suggested to improve the empowerment and to lower the turnover intention.

The Korean disabled is about 5% of the population and most of them utilize welfare centers for the disabled. The disabled have difficulties in using the welfare centers' website since many centers do not comply with the website accessibility guidelines. This paper has compared, evaluated and provided the analytical results of the observance of the website accessibility guidelines of the welfare centers for the disabled in Korean, the U.S. and Japanese. The results indicated that there are many social welfare centers which do not abide by the laws even though the welfare centers for the disabled should comply with the website accessibility guidelines as required by the Law of Prohibiting Discrimination and Right of Remedy for the Disabled in 2008. In particular, Korean welfare centers for the disabled observing the website accessibility guidelines is significantly low of 78.77% to be compared with the U.S. by 85.50% and Japanese by 86.00%. This paper will provide theoretical basis for research on evaluation of website accessibility in the future and contribute to the public awareness on the social welfare of the disabled by suggesting the future direction of website accessibility evaluation on the welfare centers which are closely linked to the everyday life of the disabled.
