  • This paper develops multiple objective manpower planning model in order to design and adjust manpower structure and flow when advance rate for officer's native is considered. The state transition in manpower structure is analyzed using Markov chains. Multiple objectives in the model are security of advance rate, satisfaction of rank's number of personnel, and stability of the number of recruit personnel for officer's native. Trade - off of these objectives is made to evaluate manpower structure and flow. Solutions of this model are obtained by LINGO package.

  • Officers and NCOs are in charge of complaints Army. Most of the complainants are civilians, so if the active duty is treated as complaints, their expertise is limited and it is difficult to think in terms of civilians. In order to overcome this problem, it is suggested that private career experts should be dedicated to complaints.

  • The girders of cable stayed bridge are subjected to not only the bending moments but also additional compressive axial forces due to the horizontal components of cable forces. Because of these axial forces, the stiffness of girder can be decreased, and this problem should be considered especially for under-construction model rather than the full model. Korean domestic design specification suggests the linear elastic eigen value analysis for the stability problem of cable stayed bridges. However, this method cannot be applied to the under construction model because various geometric nonlinear characteristics cannot be considered. Therefore, in this study, 3 models which are assumed to be constructed by balanced cantilever will be considered experimentally and analytically to analyze the behavior of steel cable stayed bridges.

  • The Female workforces opened the combatants which was not allowed so far including the artillery in the army, air defense, and etc. to the woman soldier in 2014. I exceeded 10,000 people in 2015 and it is in the plan to be expanded to 4,450 officers, 6,374 noncommissioned officers in 2017. A navy is the plan which selects the woman officer to board a submarine since 2017 and which I board over 3,000 t level in a submarine. But the institutional supplementation about this is insufficient although the woman soldier increased depending on the policy's decision. The role of the woman soldier was expanded and it was the time when the system developmental about the woman soldier management which is consistent with the future war aspect will have to be guaranteed, and the clear standard including the post circulation to the starting in advance of the woman soldier and human resource expansion and treatment, and etc. is required. I supplement the current regulation which I am applying as man soldier Army and the same standard although the woman soldier and man soldier Army has a difference and I analyze the phenomenon and the developmental solution should be suggested about the woman soldier people management.

  • This paper presents an investigation on the ultimate behavior of steel cable-stayed bridges in the construction stage, considering various geometric nonlinearities and material nonlinearities. To numerically determine the state of cable-stayed bridges in the construction stage, initial shape analysis and construction stage analysis via backward process analysis were done sequentially. Then nonlinear analysis of the state under the construction load condition, considering the weight of the derrick crane and the key segment of the girder loaded onto the tip of the center span, was performed to investigate the ultimate behavior of the structure. The effects of the girder-mast stiffness ratio, the cable-arrangement types, and the area of the stay cables on the ultimate behavior were also extensively investigated. Moreover, the results of the ultimate analysis, considering both geometric nonlinearities and material nonlinearities, were compared with the results of the geometric nonlinear analysis, for a more meaningful investigation of the ultimate behavior of steel cable-stayed bridges in the construction stage.

  • It has been almost 10 years since the department of military studies was opened at the civilian universities. One of the important elements for the success of these new departments would be the curriculum. This paper tries to give an realistic answer to the question of curriculum. The factors influencing the design of curriculum of military studies are analyzed, such as the curricular of the military institutes that confer the B.S. in military studies, the domain of military studies and research areas, documentation classification of military studies and military engineering, scientific knowledge versus vocational capabilities in university education, relations between the B.S. courses and the master or doctorate courses, requirements asked by the Army, and moral education needed for the military officers. As a result of the analysis, the mandatory core courses should be total of 19, including 5 general courses and 14 major courses.

  • This study focuses on resolving traffic congestion caused by a large scale event based on the case of ROK Joint Officer Commissioning Ceremony, and it was conducted through literature review as well as Arena Simulation. The study purpose is to appropriately allocate and disperse the traffic by utilizing nearby parking lots of facilities. The annual event draws about 7,400 vehicles to a limited number of parking lots, and all vehicles leave the parking lots concurrently, causing a severe bottleneck near the exit and a few roads. In order to resolve the issue, the optimal number of cars in the event area was analyzed. After the analysis, the study found that the overflow of cars in the event area should be allocated to nearby parking lots of facilities with shuttle buses operating to transport the attendees. As the proposed result of the simulation, the traffic congestion time was reduced from 150 minutes to 64 minutes, a total reduction of 86 minutes.

  • The purpose of this study was to investigate the perception of Air Force human resources (Civilian defense manpower, Officer, Noncommissioned officer, Solder) for the radiation perception. The subjects were 259 men and women who visited at the Aerospace Medical Center. As for the method, a survey study was conducted using a questionnaire with a total of 14 questions about radiation perception (risk, benefit, management). For statistical analysis, an independent sample T-test and one-way analysis of variance (ANOVA) were used to compare the average of confirm a significant difference among groups. The correlations between variables were tested with Pearson and Spearman correlation coefficients. As a result, in the air force human resources, perception of radiation risk of females had a significantly higher awareness than male. Radiation benefits had a significantly higher awareness among married people, military officers, officers, and non-commissioned officers. Radiation control was significantly higher in men, married men, and those with more than 16 years of military experience.

  • The paper proposes rating equations for main components such as girders, towers and cables in cable-stayed bridges. Load rating equations for girders and towers are proposed using stress and stability equations and load rating equation for cables is presented. A moving load analysis is performed and distribution types of live loads are determined for the cases of a maximum axial tensile force, a maximum axial compressive force, a maximum positive and a negative moment for each component. The Dolsan Grand bridge is used to verify a validity of proposed equations, The conventional rating equation overestimates rating factors of girders and towers in the Dolsan Grand bridge, whereas proposed rating equations properly reflect the axial-flexural interaction behavior of girders and towers in cable-stayed bridges.
