  • This study analyzed the policy of culture welfare in libraries for the information alienated groups. This study suggested several improvements as a conclusion. Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.

In order to achieve such objectives, those libraries need to designate special themes while operating and providing services. In this study, we sought to find the relationship between the specialized themes and the spatial composition of the library. For this purpose, we investigated the specialized themes, spaces, services, spatial composition of program, and external environment. Analysis results showed that those libraries need to coordinate various areas according to the respective themes as well as categorization for its specialization subjects in order to stimulate activities of the libraries and to increase the usage rates. • The purpose of this study is to prepare basic data for establishing a mid-to long-term comprehensive development plan for Gangdong-gu libraries by analyzing the results of a perception survey conducted on local residents, librarians and operators. To achieve the research purpose, a survey was conducted targeting 1,224 library users and non-users in Gangdong-gu. To collect more in-depth opinions, focus group interviews were also conducted with local residents, librarians at public libraries and book cafe libraries, and operators of small libraries. As a result, for the efficient operation of the Gangdong-gu library, it is necessary to establish the role of each library to adjust and reorganize specialization to form an ecosystem, to introduce services and programs without time and space restrictions required in the information society, and to actively promote and attract non-users to the library. The conclusion drawn is that it is necessary to establish a system and support system that can encompass various types of libraries.

  • Currently, collections with public libraries are evaluated only on the basis of simple data, such as the use volume of collections with individual libraries, and interlibrary lending (ILL) results. To promote the ILL of regional libraries and raise the use of collections, however, the evaluation of collections should be expanded from individual libraries to regional libraries. This study aims to propose user-oriented methods for evaluating the library collections within a regional library system by using four kinds of data: collection, acquisition, circulation, and ILL application data. The results of this study show that the proposed method can reveal the positions of each library within a regional library system, and also the characteristics of a library's collections and users' needs more precisely.

  • In 2020, the Busan metropolitan library took the lead in establishing an integrated library system (ILS) that integrates bibliographic data from 49 public libraries and 103 small public libraries. However, each library still builds bibliographic data individually and repeatedly, and the bibliographic data built by each library is only physically stored in an integrated DB. Therefore the improvement in work efficiency or data quality has not been achieved. This study aimed to analyze the construction processes and quality of bibliographic data in Busan public libraries and to suggest a new implementation strategy for an integrated environment. To this end, (1) the construction process of bibliographic data was investigated, (2) the quality of the constructed bibliographic data was objectively analyzed, and (3) four implementation strategies were suggested based on critical problems. The implementation strategy aims not only to improve the quality of bibliographic data, but also to increase work efficiency and build an infrastructure for data sharing.
