Applying client-centered psychological self-sufficiency program II to low-income job-seekers in South Korea - The evidence-based practice - (이용자중심적 접근에 기반한 정서적 자활 프로그램II 증거기반실천과 효과성)

  • This is a following study of Choi et al.(2017) which developed and evaluated the psychological self-sufficiency program I. Psychological self-sufficiency program I(PSSI) reported the positive effectiveness in employment hope, self-efficacy, self-esteem, and depression among participants. PSSI, however, revealed limitations such as service provider-oriented practice and rapid decrease of program effectiveness after finishing program. The current study proposes psychological self-sufficiency program II(PSSII) revised to make up for the limitations found in PSSI by revising the contents and operation methods of PSSI. The study assessed program effectiveness using two different methods: 1) experimental group pre-test post-test design and 2) pre-test post-test design on the experimental group and control group. The study results report the effectiveness of PSSII in improving psychological self-sufficiency(i.e., employment hope and perceived employment barrier), self-efficacy, self-esteem, and social support and the positive changes appeared to last for at least four to five months.

A Study on the Effects of the Antipoverty Policy in Local Community : Focusing on the Self-Support System In Korea (지역사회 탈빈곤 정책의 효과 분석 : 경남, 전북지역 자활후견기관 운영의 성과 및 한계 분석과 개선방안의 모색)

  • The Self-Support Program was introduced as an antipoverty policy at 2002 year in Korea. But, the Self-Support Program's negative or positive effects have been debated from diverse perspectives to the present. Thus, in this paper, we analyzed the effects of the Self-Support Program using the survey data from program participants. Even though the effects of Workfare Programs can be evaluated by various indicators(ex. income, employment status, poverty status, etc.), in our analysis the effects of the Self-Support Program are evaluated by participants' self-reliant attitudes and behaviors. Major findings are as follows. First, we found that some kinds of self-reliant attitudes(ex. work commitment, self-esteem, etc.) were build up through participation on the Self-Support program, but some kinds of self-reliant factors(job competence and skill, self-sufficiency prospect, etc.) which are more relevant to the self-sufficiency were not build up thorough it. Second, we found the positive effects of the program among people who are females, olders, less educated, more healthy, and the participants who have acquired more certificate of qualifications. Third, we also found that self-support center's job training program, adequate task matching, agency climates and intra-networks influence on the positive effects of the Self-Support Program. These findings suggest that the Self-Support Program has not been successful up to now and it's reformations are required. It means that objectives of the Self-Support Program as an anti-poverty policy must be obvious and program contents must be diverse. And also program administration systems need to be reformed in oder to raise the effectiveness of the Self-Support Program.

Effect of Family Resilience of Self-Sufficiency Program Participants on the Will to Be Self-Sufficient: Focusing on the Mediating Effect of Family Support (자활사업 참여자의 가족탄력성이 자활의지에 미치는 영향: 가족지지의 매개효과를 중심으로)

  • This study explored how the family resilience of participants in self-sufficiency programs relates to their willingness to be self-sufficient and analyzed the mediating effects of family support in the relationship. The subjects of the study were 283 people in their 20s to 70s who are participating in a local self-sufficiency center in Gangwon-do. Statistical analyses were conducted using IBM SPSS 18, with descriptive statistics, difference verification and regression, and mediating effects analyzed following Baron & Kenny(1986). The results of the analysis are as follows. First, we conducted difference verification between the sociodemographic characteristics of participants in the self-sufficiency program and major variables. There was a significant difference in the willingness to be self-sufficient in terms of the caregiving family and household income. Family resilience differed significantly depending on age group, marital status, health condition, household type, caregiving family, and homeownership, while family support differed significantly in age group, marital status, health condition, household type, caregiving family, and debt. Second, we conducted a hierarchical regression analysis to determine the factors influencing the will of self-sufficiency of those participating in the self-sufficiency program and found that the better the health condition, the presence of caregiving families, and the higher the level of family resilience and family support, the higher the level of will to be self-sufficient. Third, analyses of the mediating effect following Baron & Kenny(1986) have shown that family support has a full mediating effect on the relationship between family resilience and the will to be self-sufficient. Thus, we have verified that family resilience and family support are important factors as an alternative to improving the level of willingness for self-sufficiency program participants.

Gender Differences in Factors Affecting Willingness for Self-Sufficiency: Analysis of Male and Female Self-Sufficiency Program Participants (자활의지에 영향을 미치는 요인의 성별 차이 - 남성과 여성 자활사업 참여자 분석 -)

  • In order to understand the gender differences in factors affecting willingness for self-sufficiency, this study examined the level of willingness for self-sufficiency of 424 male and female program participants from 36 local self-sufficiency centers nation-wide in Korea, and investigated the factors affecting willingness for self-sufficiency. The results show that, in the male group, age, debt, and family support were statistically significantly associated with willingness for self-sufficiency while depressed mood, professionals ' support, and family support were significantly associated in the female group. While males' willingness for self-sufficiency were found to be higher with older age, possessing no debt, and higher family support, femails' willingness for self-sufficiency were found to be higher when they felt less depressed, and received more support from professionals and their family. Based on these findings, it was confirmed that family support played an important role both in male and female participants, and was found that different factors were associated with willingness for self-sufficiency in male and female program participants. It was also discussed that policy and micro-level intervention need to consider the gender differences in promoting willingness for self-sufficiency.

Factors Affecting Emotional and Social Self-Sufficiency of Welfare-to-Work Recipients: Focused Social Adaptation Program (자활사업 참여자의 정서적 자활과 사회적 자활의 영향요인 연구: 사회적응프로그램 참여자를 중심으로)

  • This study aims to identify effects of welfare-to-work programs that helped welfare recipients promote emotional and social self-sufficiency, focused on social adaptation program for the hardest-to-employ poor with psychological and social work barriers. This study relied on data from mandatory social adaptation program participants among community self-sufficiency organizations in nationwide from December 2010 to January 2011 in South Korea. Hierarchical regression was used to analyze for this study. As a result, among participants, there were slightly than moderate level on emotional and social self-Sufficiency effects. The satisfaction of education program had positive effect both emotional and social self-sufficiency whereas that of health service only had positive effect on social self-sufficiency. Also, these emotional and social self-sufficiency effects differed between the number of needy family in household, type of organization and degree of satisfaction of life. This study suggests that discussion of implications for the development of welfare-to-work program and intervention that target psychological, emotional and social needs for recipients with work barriers.

자활지원사업, 더 이상 새로운 도전이 아니다!

  • 2000년 10월 사회복지분야에서 커다란 변혁이 일어났다. 그동안 우리나라 빈곤정책의 근간이었던 생활보호제도가 국민기초생활보장제도로 대체된 것이다. 변혁이라는 용어를 사용할 수 있는 이유는 크게 두 가지 측면 때문으로 볼 수 있다. 즉 근로능력의 유무와는 상관없이 소득, 재산기준이 일정수준 이하이면 국가가 기본적인 생활을 보장해주는 생계급여의 한 축과, 강제성에 대한 논란은 있으나 근로능력이 있는 빈곤계층이 스스로 가난을 탈피할 수 있는 자활지원의 또 다른 한 축이 균형을 이루며 제도를 구성하고 있다는 점이다. 결국 자활지원 사업은 빈민운동에서부터 출발하여 90년대 중반 시범사업의 과정을 거쳐 국민기초생활보장제도의 시행과 함께 안정적인 제도화의 길을 걸을 수 있게 되었다. 자활지원사업과 관련된 민간 전달체계로는 현재 자활후견기관 242개소가 전국적으로 운영되고 있고, 수급자를 포함하여 빈곤소외계층을 대상으로 적절한 일자리 창출을 통한 경제적 자립을 목표로 하고 있다.

A Study on the Effects of Self-support Program Participants' Social Capital on Their Quality of Life - Focusing on the mediating effect of job satisfaction - (자활사업 참여자의 사회적 자본이 삶의 질에 미치는 영향에 관한 연구 - 직무만족의 매개효과를 중심으로 -)

  • The objectives of this study were to survey the level of social capital owned by self-support program participants, and to analyze the direct and indirect effects of social capital on their quality of life. Particularly because an individual's life is highly likely to be influenced by multiple aspects including human relation, this study purposed to determine the mediating effect of job satisfaction in the relation between social capital and the quality of life. The survey used a structured questionnaire, and in the contents of the questionnaire, the quality of life was selected as a dependent variable, social capital as an independent variable, and the job satisfaction as a mediating variable affecting the relation between social capital and the quality of life. The results of this study were as follows. First, as to the relation between self-support program participants' social capital and the quality of life, the network level and the normative level hand an important effect on the quality of life. Second, as to the relation between self-support program participants' social capital and job satisfaction, social capital had a negative effect on job satisfaction. Third, in the relation between self-support program participants' social capital and their quality of life, the mediating effect of job satisfaction was positive and this supports the spillover model among hypotheses on the relation between job satisfaction and the quality of life.

Effects of Positive Psychology Program for Psychological and Affectivity Well-being of Self-Support Participants (자활사업참여자의 심리적, 정서적 안녕을 위한 긍정심리프로그램의 효과)

  • The purpose of this study was to verify the effectiveness of the positive psychological group program for psychological and Affectivity well-being of self-support program participants. To this end, 30 participants in the self-support program were recruited from the B-Self-Sufficiency Center in Gyeonggi Province and divided into an experimental group and a control group, and the experimental group conducted a positive psychology program once a week for a total of 8 sessions. As a result of the study, first, the positive psychology program showed a significant difference in the psychological well-being of self-support program participants. Second, the positive psychology program improved positive emotions and reduced negative emotions, resulting in significant differences in Affectivity well-being. Third, the positive psychology program helped to reduce mental pain. Fourth, in the comparison between groups, there were significant differences in psychological and Affectivity well-being. Therefore, it was proved that the positive psychology program is effective in psychological and Affectivity well-being for self-support program participants.

  • This study is on the business effectiveness and orientation of 45 Jahwal companies in Chungnam and Sejong Province. A survey was conducted on representatives of Jahwal companies in Chungnam and sejong area to analyze their effectiveness and orientation. Business effectiveness was analyzed through employment effectiveness. And orientation has derived the success factors of the enterprise based on the current management situation. The key factors to be finally oriented were analyzed Based on the results of this study, the effectiveness of the business through the employment effect was positively assessed. In particular, it was able to infer the dehydration effect of the vulnerable. Market creation and securing funds are the most important factors behind the success of jahwal companies. Key management factors that are oriented toward sustainability have been shown to be profit-making and job creation. It was analyzed that jahwal companies are pursuing social purposes.

Study on the Field Perceptions on Self-Support Performance Indicators using ISA(Importance-Satisfaction Analysis): Focusing on Regional Types (ISA 기법을 활용한 자활사업 성과지표에 대한 현장 인식 연구 : 지역 유형을 중심으로)

  • Korea's self-support program has constituted one of the most important workfare policy for the past 25 years. However, many pointed out the lack of field perceptions in the performance indicators of self-support program, such as overemphasis on the economic performance and uniform application regardless of regional types. This research intends to derive policy implications to improve performance indicators of self-support program by analyzing field perceptions, utilizing ISA(Importance-Satisfaction Analysis) method. Analysis on the difference between importance and satisfaction shows that the procedure was perceived more important than the consequences. It also reveals that current indicators were not satisfactory enough to reflect field practices. Finally, ISA matrix classified indicators into keep, improve, policy reconsideration area, and obvious differences were found by regional type. These findings suggest the importance of field-orientation in performance indicators, and by which, can serve as an exploratory study for the improvement of performance indicators.
