Self-support program's implementation agency consist of civil groups and social welfare corporations. The final sample size was 602 program participants and 18 implementation agencies in Gwangju city, South Korea. Two-level hierarchical linear model was used for analysis. The major findings of this study are as follows. First, civil groups' participants were healthier, more often participated in business model, earned higher monthly income, participated shorter time rather than participants in social welfare corporation. Second, civil groups' participants showed low level of self-sufficiency than participants in social welfare corporations. These results means that self-support policy is not delivered uniformly because front-line implementation agencies develop work habits that influence the outcome of policy. And limitations and implications of this study were discussed with respect to further studies.

The findings and policy implications are as follows. First, it was found that the health condition of women has a significant effect on the likelihood of poverty. Therefore, it is necessary to support appropriate medical service and improvement of health condition to them. Second, the business career of women was one of the factors affecting. Whatever, the program have positive effects the changes of welfare and labor market status of them. Also, self-sufficiency communities, the small enterprises are started by more two participants and aim the economic independence of them and contribution to social economy have played important role for their persistent work and economic self-reliance. The people exited from the program, however, hardly succeed in exit from the welfare and their economic conditions still are not good. Therefore, we have to arrange the program for the participants' self-sufficiency, and we rather have to effort to secure their economic well-being than emphasize the immediately employment or establishment a business.

  • This article focuses on the use of case management in the Self-support program. Case management is a service modality which provides integrated services for people with multiple needs in the community. The goal to accomplish self-sufficiency of working participants in Self-Support Programs is positively affected by the efforts to reduce high social risks they are exposed. It is recommended that the agencies running Self-support programs apply case management to increase the quality of lives as well as the effectiveness of exiting statuses of conditional welfare recipients. Several service considerations of case management are recommended for the change in the structure and functioning of the Self-Support Program: Integrated view and contextualized thinking, empowerment-oriented approach, and a development of the community support system through networking. Types of case management and practice roles of the case manager applicable to the Self-Support Program are also recommended. Structural aspects of an organization, inter-organizational linkages and contextual factors need to be considered to improve problematic conditions that have not enough resources and appropriate authorities in providing case management functions.

  • The object of this study was to survey the relationship between emotional self-support and the level of subjective health recognition of participators in the self support program. The health condition which is recognized subjectively by participators could affect the participation motive and the attitude to the program, and could be connected to the achievement of self-support. Therefore I tried to survey the implications and the relationship between emotional self-support and the level of subjective health recognition in terms of progress for the economic self-support. The objectives were self-support program participators in Wonju, and 127 questionaries were collected. The results of this study were as followings; First, there was the positive relationship between emotional self-support and the level of subjective health recognition. Second, the participation period in the self-support program affected emotional self-support and the level of subjective health recognition negatively, and the affects of the ages were meaningless. The suggestion of this study is that the level of emotional self-support and subjective health recognition could be developed if the emotional and psychological program is developed which makes the conditional pensioners perceive the living attitude and the thoughts to the works positively.

  • The purpose of this study is to verify the structural path differences among the quality of self-sufficiency services and the job satisfaction and the effectiveness of self-sufficiency. To fulfill this purpose, all data for this analysis were collected from participants who belongs to the 31 local self-sufficiency centers in Seoul. The findings are as follows. First, we found that there were no statistically significant differences among the groups of the quality of self-sufficiency services and the job satisfaction and the effectiveness of self-sufficiency according to the type of self-sufficiency program. This means all the same degrees of effectiveness that participants of social employment program and market type program and self-sufficiency community was perceived. In addition, although there were no statistically significant differences among the groups of the quality of self-sufficiency services and the job satisfaction and the effectiveness of self-sufficiency according to the type of self-sufficiency program, we found that the differences among groups existed partially with theoretical model established in this study. Through the above results, the policy limitation and suggestion were presented about effectiveness of current self-sufficiency.

  • The current study aims to validate Employment Hope Scale (EHS), a dimension of Psychological Self-Sufficiency (PSS) scale, among self-sufficiency program participants in South Korea. Self-sufficiency has been understood primarily from an economic perspective in both policies and studies, with which the process participants changes has been ignored and neglected. This study suggests psychological approach to self-sufficiency programs for the paradigm shift to 'client-centered' practice. In this regard, this study tests the validity of EHS using exploratory factor analsysi (EFA) and confirmatory factor analysis (CFA) in South Korea, developed from a bottom-up client-centered approach and found a 4-factor 17-item structure as Korean EHS(K-EHS). The study results indicate that the K-EHS can be used as a valid supplementary process evaluation tool for self-sufficiency programs.
