Context and Pattern of Self-Sufficiency Program Based on the Experiences of Self-Sufficiency Program Practitioners: focusing on local self-sufficiency center workers and related public officers (자활사업 실무자들이 경험한 자활사업의 맥락과 패턴: 지역자활센터 실무자들과 관련 공무원들을 중심으로)

  • The purpose of this study is to identify the context and pattern of Korea's self-sufficiency program based on the experiences of self-sufficiency program practitioner. To this end, this study applied the context-pattern analysis method, which was known as one of the qualitative research approaches, to provide proper and effective evaluations of self-sufficiency program. The analysis shows that the context of the self-sufficiency program consists of such sub-contextual components as 'market economy', 'social service system', 'self-sufficiency system', 'self-sufficiency program', 'self-sufficiency program participant', 'procedural experiences of the program', 'outcomes of self-sufficiency program', and 'meaning of the self-sufficiency program'. Furthermore, such patterns as 'decreased vitality of self-sufficiency system', 'service flow', 'journey to the self-sufficiency', and 'sequences to small success', were also presented. Based on these findings, this study suggests policy and practice implications, and subsequent related research topics.

A Study on the Influence of Organizational Devotion and Moderating Effect of Economic Stress on Emotional Self-Sufficiency among the Participants of Self-Sufficiency Program (자활사업 참여자의 조직헌신이 정서적 자활에 미치는 영향 및 경제적 스트레스의 조절효과에 관한 연구)

  • This study explores the moderating effects of economic stress in the relationship between organizational devotion and emotional self-sufficiency of the self-sufficient program participants. 698 persons who lived in Taegu participated in this study. Multiple regression analysis was adopted. Results indicate that higher level of organizational devotion is positively related to the higher self-sufficiency. In addition, economic stress moderated the effect of organizational devotion on emotional self-sufficiency. Practical implications of this study are two folds; One is that in order to increase emotional self-sufficiency, sense of community should be put into consideration; The other is that approach for decreasing economic stress should be included in the program for self-sufficiency. Overall, this study lays a groundwork for the self-sufficiency of the participants in the self-sufficient program.

Characteristics of Participants in the Self-Support Program and the Self-Support Outcome (자활사업 참여자의 특성과 자활성과)

  • Characteristic of participants in the self-support program has an intrinsic attribute that has not changed strongly depending on time, as age, sex, and education. By investigating the characteristic of participants in the self-support program related to the self-support outcome, it becomes possible to both set up target groups and give effective self-support programs. This research analyzed the effect of the characteristics of participants in the self-support program to the self-support outcome by General Linear Models(GLM). The results showed that education, self-support program type, region, poverty, age, child protection, sex variables affected self-support outcome by main effects and interaction effects. There was different in pattern of self-support outcome depending on characteristics variables of participants, so it is necessary to make the self-support program in detail fit into characteristics of participants.

  • 본 연구에서는 자활근로사업과 자활공동체사업 참여자를 대상으로 자립의지, 자아존중감, 사회자본 정도와 자활사업 참여집단간의 차이를 분석하고자 한다. 또한 자활근로사업과 자활공동체사업 참여자의 자립의지에 영향을 미치는 개인적 특성요인과 사회자본의 영향력을 비교 분석하고자 한다. 분석결과, 자활근로사업 참여자의 자립의지에 대한 회귀분석 결과, 연령대(B=.228), 건강상태(B=.097), 자아존중감(B=.233), 사회자본(B=.184)이 유의미한 영향을 미치는 것으로 분석되었다. 그러나 자활공동체 참여자의 자립의지에는 유의미한 변수가 나타나지 않았다.

Alcohol Problems, Length of Program Participation, and Willingness for Self Sufficiency among Self Sufficiency Program Participants (자활사업 참여자의 음주문제, 참여기간, 자활의지 간 관계)

  • Although self-sufficiency program participants' alcohol problem is widely recognized among social workers in the field, it has not been received much attention. The purpose of this study is to explore the relationship between alcohol problem and self sufficiency among the participants. A total of 281 participants were participated in this study. Significant relationships between alcohol problem and self sufficiency were not found in bivariate analysis. However, the moderating effect of alcohol problem on the relationship between the length of participation and willingness for self sufficiency was statistically significant. Among the participants with alcohol problem, the length of participation was positively related to willingness for self sufficiency. The result on the moderating effect of alcohol problem on the relationship between the length of participation and willingness for self sufficiency has been never mentioned in previous studies.

A Study of the Experiences and Changes of the Self-Sufficient Centers that Converted the Centre Corporation into Social Cooperative (지역자활센터의 사회적협동조합 전환과정과 변화에 대한 연구)

  • The pilot project for type diversification of self-sufficient support center that convert the centre corporation into social cooperative was introduced in 2015. That aimed to increase the number of participants of self-sufficient programmes and to create more jobs for the working poor through expanding the center's autonomy of usage of budget and arrangement of self-sufficient programmes. This study analyzed the organization transmitting processes and changes of the centers took part in the pilot project, then aimed to suggest the improvement schemes to be helpful for reinforcing positive efforts and removing obstacles in the process converting. The results show that converting into social cooperative is a choice for the sustainability of the centers led by surroundings rather than self-initiated plan. There are some positive changes that are increasing the enterprising spirit and obligation of the center staff. Further more, the cooperation with other community organizations is enhanced based on achieving regional recognition, and support of local governments and the opportunity for new businesses are expanded. However, these are very limited in the regions where social economy is undeveloped. Eventually, we should seek the development schemes of the pilot project considering the reduction of the number of participants in self-sufficient programmes and decreasing of their ability to work, even if some positive aspects are revealed.

A Study of the participation experiences of the Self-Sufficiency Program : Focusing on participants in Self-Sufficiency Program (자활사업 참여경험에 관한 연구 : 자활사업 참여자를 중심으로)

  • The purpose of this study was to understand how participants' experiences of participating in self-sufficiency projects were. To do this, we analyzed phenomenological methods using in-depth interview data of 48 participants from the Central Self-Sufficiency Foundation, which is qualitative data of the "Project for Strengthening Self-Support for the Working Poor". The study revealed 214 meaningful statements and general re-statements, 24 themes, 9 themes cluster, and 5 categories. Participants' experience was found to be forced work, felt alienated from the self-sufficiency business, and could not receive a clear vision for the future. At the same time, the experience of participating is an opportunity for motivation for change in one's own life, and the essence of becoming a stepping stone to move forward for self-reliance has been derived. Based on the results of this study, we proposed a practical policy task to create a positive expectation effect.

The Cost-Benefit Analysis of Korean Self-Support program (한국 자활사업의 비용-편익분석 연구)

  • This study examines the costs and benefits of Korean Self-Support Program of the National Basic Livelihood Security Act. A cost-benefit analysis is used to evaluate the efficiency of the Self-Support program. According to the analysis, the program has net value for society as a whole as well as for the average participant although the result is sensitive to the assumption of forgone earnings. The results of an alternative perspective also show that the increased exit rates (and employment rates) of participants will increase the benefits of the program substantially.

A Study on the Will of Self-reliance Project Participants: Centering on the Area of G-gu, Gwangju Metropolitan City, District (자활사업 참여자의 자활 의지에 관한 연구: 광주광역시 G구 지역을 중심으로)

  • This study was conducted to understand the effects of participation perception, self-efficacy, self-esteem, and empowerment on self-support intention of self-support work project participants. For this study, a survey was conducted on participants in the self-support work project within the G-gu area. As a result of the study, it was found that the participation perception, self-efficacy, and empowerment of participants in the self-support project had a positive (+) effect on the self-support will. Also, in the process where participants' perceptions of participation, self-efficacy, and self-esteem affect the will to self-support, it was found that empowerment partially mediated participation perception and self-efficacy and fully mediated self-esteem. Based on these results, the following are practical suggestions for improving self-support project participants' will to self-support as follows. First, systematic training courses are needed in the application and selection of recipients, establishment of self-support plans, and gateway training courses so that participants in self-support projects can correctly recognize self-support projects. Second, it is necessary to systematize the case management system provided by the self-help center and re-establish the role in order to strengthen the participants' hope for self-reliance. Third, it is necessary to identify the strengths of the participants in the self-support project, create results for self-support, and operate a program that strengthens the latent motivation to solve their own problems and change their behavior. Fourth, the empowerment of participants and professional ability of practitioners should be strengthened so that participants can solve the alienation and social exclusion experienced in the process of participating in the project.
