The Sido.Saeol system, a local government information system cost too much for having been designed and developed during last four years but the effectiveness of this system is still open to doubt. Also maintenance cost is still too high and become increasing year by year. To find out the reasons and to suggest how to solve these problems, a service quality of an Sido Saeol system and the public servant's job satisfaction were investigated based on the Delone and McLean's updated IS success Model(2003). To investigate of the effectiveness of the Sido Saeol system, 8 variables are analyzed to test 3 main hypothesis. After all the analysis, we found that Sido.Saeol systems have many aspects to be improved for system use and job satisfaction and have to be revise in the aspects of system qualities.

제1차와 제2차 ‘국가지리정보체계(NGIS)구축기본계획’ 을 시행하면서 체계적인 GIS기반이 마련되어 중앙정부와 지방자치단체 등 공공부문을 중심으로 다양한 부문에서 GIS구축사업이 추진되었다. 그러나 GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업의 추진이 어렵다. 따라서 본 연구에서는 체계적이고 과학적인 효과분석을 위한 GIS사업의 평가모형을 제시하고 이를 바탕으로 웹 기반의 GIS 효과분석시스템을 구현하였다. 본 연구의 GIS 효과분석시스템은 최신의 정확한 정보와 검증된 분석방법을 실시간 제공하기 위해 웹 기반으로 설 계 하였다. 왱 기반의 분석시스템은 GIS사업의 효과분석에 있어 시ㆍ공간의 제약을 받지 않고 GIS사업의 효과평가를 가능하게 한다. 또한 GIS사업의 효과측정에 있어서 타당성을 부여하여 과학적인 기준을 제시하며, 분석결과는 사업의 추진을 위한 재원마련과 정책결정자 설득의 기초 자료로 활용할 수 있을 것으로 사료된다.

최근 유비쿼터스(ubiquitous), 네비게이션(navigation), 위치기반서비스(Location Based Service) 등의 발전으로 공간정보에 대한 욕구가 증가하고, 나아가 사용자의 환경에 구애받지 않고 공간정보를 제공하는 서비스가 발전하고 있다. 그러나 현재 우리나라는 표준화된 식별자가 없이 정부 부처별 또는 지방자치단체로 공간정보 특히, 그 필요성이 높은 건축물을 DB로 구축 관리하고 있어, 이들 시스템의 고유번호를 건축물 유일식별자로 활용하는데 한계가 있다. 또한 여러 지형지물 식별차도 개별 업무 및 DB관리를 위하여 부여된 측면이 있어 건축물 유일식별자로는 적당치 않았다. 따라서 본 연구에서는 국가 차원의 건축물 유일식별자의 필요성을 제기하고, 이들 유일식자 관리시스템을 난립한 건축물 고유번호를 상호적으로 변환하는 시스템으로 활용할 것을 제안한다.

급변하는 정보기술의 발달로 국제적인 이슈로 떠오르고 있는 전자정부는 국내 정보통신분야에서도 많은 관심을 보이고 있다. 그러나 국가자격증의 경우 전자정부와 연관성이 많지만 전자정부를 추진하는데 있어서 국가자격증과 관련한 내용은 언급되고 있지 않다. 본 논문에서는 국가자격증의 하나인 보육자격증 중심에서 국내 전자정부와 보육자격증의 연계방안을 제시 하고자 한다. 보육자격증 연계방안의 목적은 전자정부에서 제공 받을 수 있는 주민등록등본, 지방자치단체에서 관리하는 경력 정보를 기반으로 학교, 교육원의 정보를 제공받아 고객중심의 서비스 행정을 구현 할 수 있으며 접근성의 제고를 통해 투명성과 신뢰성이 있는 열린 행정을 구현 할 수 있다. 또한 이러한 통합망은 국가존립 및 발전을 위한 하나의 큰 아젠다(Agenda)인 보육의 체계적 발전을 위한 사회간접자본(SOC:social overhead capital)으로서의 역할을 기대할 수 있다.

This paper introduces TIGS(Touring Information Guidance System) which provides information of the southwestern area of korea with faster access time than the human service. This system is designed specifically for a traveler. This TIGS provides tourists the informations such as destination, current map information, touring courses according to schedules, traffic information and lodging information. furthermore, this system is implemented with touchscreen for the user to apply easily. The shortest path algorithm is applied to schedule the touring courses to refute the time and the cost. The map is raster manner to represent southwestern area of korea instead of vectorial manner. If this developed system should be established in the public space such as station, airport, and bus station, touring will be more comfortable, the total income will more increase. Also, this system can be easily applied to different local area.

1995년부터 시작된 국가GIS 구축사업은 초기에는 공간정보기반을 확충하기 위하여 주로 중앙부처와 공공기관을 중심으로 추진되어 왔으나, 앞으로는 행정업무와 대민서비스를 수행하는 기초자치단체를 중심으로 추진될 것으로 전망된다. 그 이유는 지자체의 행정 업무시스템을 통해서 생산 관리 갱신된 지리정보 데이터가 중앙부처로 연계되어 활용될 것이기 때문이다. 이 연구에서는 향후 중요도가 높아질 것으로 예상되는 지자체 GIS정책 수립을 위해 지자체의 GIS 활용 및 운용실태를 조사하였다. 그 결과 지자체별로 GIS활용의 정도와 수준 차이가 매우 크게 나타났으며, 환경도 아직은 열악한 것으로 분석되었다. 특히 재정자립도가 낮은 지자체의 GIS구축 및 활용수준을 높일 수 있는 대책과 함께 지자체간 정보격차를 줄여갈 방안이 시급한 실정이다.

In Korea, National spatial data infrastructure has implemented in order to integrated manage and share the national spatial information producted by public agencies and local governments. The necessities of systematic quality management are raised, because information, which is generated by different agencies, is integrative managed by national level. In this paper, the establishment of BPR(Business Process Reengineering) for national spatial data infrastructure quality management system. Quality management business is defined as quality management object definition, quality measuring, evaluation and analysis, and quality enhancement process. Next, activities for each process are designed. For the quality management business, business rule(BR) is required for determining error. We derive the BR for six objects(legal-dong, railway boundary, railway centerline, road boundary, road centerline, building) among the basic spatial information. Other information's BR can be generated by using the derivation method described in this paper. Based on the BPR of this paper and derived BR, national spatial data infrastructure quality management system can be implemented in the future.

최근 환경문제의 심각성이 고조됨에 따라 Co2 배출량 감소계획에 따른 세계 각국의 정부주도로 민간 및 지방자치단체에서도 그린에너지, 저탄소 녹색성장 프로젝트, 승용차요일제 등 다양한 정책을 시행하고 있다. 따라서 탄소저감의 효율적인 방안으로서 승용차 운행을 줄이고 자전거 활용의 활성화에 대한 관심이 증대되고 있다. 본 논문에서는 자전거활용의 활성화를 위하여 자전거 도난방지와 관리를 위한 저비용의 무선 네트워크를 활용한 임베디드 제어 모듈과 모바일 서비스 기반의 자전거 관리시스템을 설계하고 구현 기법을 제안하였다.

Currently, managers and researchers have come to recognize the importance of knowledge as an asset to the organization. Knowledge Management System (KMS) is developed as a tool to manage the organizational knowledge. A significant literature about Knowledge Management in the private, but not public sector. The purpose of the study is to analyze the influencing factors for KMS utilization in a public sector, Jeju Provincial Government Organization. This study performed an empirical research on factors that affect the use of KMS using Knowledge Management system capability and individual & organizational capability criteria. Survey was conducted with 150 employees from Jeju Provincial Government Organization. The Results show that an ability to create knowledge, and knowledge infrastructure are significant factors in determining the level of usage of Knowledge Management system. In particular, the most important factor that influences the usage of Knowledge Management is knowledge creation. and then knowledge infrastructure. The result also shows that the usage of KMS is affected by management's support willingness.

대부분의 국가들이 노선버스의 운영을 공공부문에서 담당하고 있으나 우리나라를 비롯한 일부에서만 민간이 운영하고 있어 시민들을 위한 공익성만을 추구 할 수는 없는 입장이며 노선의 선정 또한 사업자와 공공이 협의하여 시행할 수밖에 없다. 이를 개선하기 위하여 버스노선 개편, 공동배차제 등 개선방안을 많은 지자체에서 시행하였지만 시민${\cdot}$업체${\cdot}$공공부문에서의 합의 도출은 지난한 상황이며 실행력이 없는 계획이 되고 있음을 여러 사례에서 볼 수 있다. Internet등 통신기술의 급속한 발달에 따라 통신을 통한 의사표출이 자유롭고 용이해지면서 일반지자체의 경우에 전체 민원 중 교통부문이 차지하는 민원이 $50\%$를 상회하고 있으며, 교통민원 중 $45.3\%$가 노선버스의 정시성 확보 및 운전기사의 불친절, 무정차 통과 등에 관한 것으로써 시민들이 가장 알고싶어 하는 사항이 버스의 실시간 운행상황임을 알 수 있었다. 따라서 본 연구에서는 실시간 버스정보제공을 통해 노선버스 이용자들의 대기시간 감소 및 이용편의를 증진시키고, 이를 통해 승용차 이용자를 대중교통수단으로 유도하여 대중교통을 활성화시키는 버스정보시스템(BIS ; Bus Information System)을 정립하며, 충주시 교통여건을 감안한 버스정보시스템 도입전략을 수립하고, 도입에 따른 기대효과를 분석하여 합리적이고 효과적으로 적용할 수 있는 지방자치단체 특히 충주시의 지능형 교통정보 시스템을 마련하는데 그 목적이 있다.
