The Method of Selecting Landscape Control Points for Landscape Impact Review of Development Projects (개발사업의 경관영향 검토를 위한 주요 조망점 선정 방법에 관한 연구)

  • The Natural Landscape Rating System was introduced in the amendment of the NATURAL ENVIRONMENT CONSERVATION ACT in 2006. For landscape preservation, the system aims to consider the effects of development projects or plans implemented in a natural landscape on skylines, scenic resources, and view corridors. Currently, a lack of consistency in standards for determining Landscape Control Points (LCP) to assess landscape impact lowers the accuracy and reliability of the assessment results. As the perception of and the impact on a landscape varies, depending on the location of the LCP, it is necessary to establish a reasonable set of criteria to select viewpoints and avoid unreliability in the assessment due to unclear criteria. The intent of this study is to propose an objective and reasonable set of criteria for LCP selection to effectively measure the impact on the landscape from development projects that anticipate a change in the landscape and, ultimately, to suggest basic analysis methods to assess the landscape impact of development projects and to monitor the landscape in the future. Among the development projects affecting natural landscapes, as reported in the statement of the environmental impact assessment, cases of construction of a single building or other small-scale development projects were studied. Four spot development projects were analyzed in depth for their landscape impacts, in order to make recommendations for the LCP selection procedure, which aims to widen the scope of selection according to the direction of viewpoints from the target site. The existing results of analysis based on LCP have limitations because they failed to cover the viewshed of the target buildings when there are topographical changes in the surroundings. As a solution to this problem, a new viewshed analysis method has been proposed, with a focus on the development site and target buildings, rather than viewpoints, as used in past analysis.

Environmental Ecological Status of Suncheon Bay and Its Application to the Criteria of UNESCO World Nature Heritage (순천만 연안의 환경생태현황 및 세계자연유산 등재기준 적용 분석)

  • This study is analyzed the environmental ecological status of Suncheon Bay and its applicable possibility to the selection criteria of UNESCO World Natural Heritage (hereafter Criteria). The study shows that the formation process of the tidal-flats in Suncheon bay could apply to the Criteria VIII, "to be outstanding examples representing major stages of earth's history." The landscape pattern of Suncheon Bay is deduced various patterns based on 5 biotope types: tidal-flat, rice-paddy, field area, coniferous natural forest, and broadleaf natural forest. Its landscape characteristic is a harmonized composition of various landscape including mountains, rivers, fields, and tidal-flats. It is judged that the unique landscape of Suncheon Bay falls under the criteria VII, "areas of exceptional natural beauty and aesthetic importance." In addition, Suncheon Bay, the habitat of the Hooded Crane as internationally endangered species, comes under the criteria X, "the most important and significant natural habitats for in-situ conservation of threatened species." The study shows, however, that any other designation for protected area including national park or biosphere reserve is a prerequisite for designation of World Nature Heritage. In particular, it could evaluate whether it is qualified of the Criteria after the integrated conservation and management to the Sucheon bay as well as the southwestern tidal-flat is preceded.

Geoecological Situation and Promotion of Mountain Settlements in Korea (I) (한국 산지촌의 실태와 진흥방안에 관한 연구 (I) -강원 남부지역의 산지촌을 사례로 한 경관생태학적 접근-)

  • 이 글은 상대적으로 연구 성과가 미비하고 그 접근방식도 다양하지 못했던 기존의 산지촌 연구를 회고하면서, 경관생태학적 관점을 활용하여 산지촌의 분포지역을 세분하고 이 틀 속에서 산지촌에 접근하자고 하였다. 특히 산지촌들이 생태지역에 따라 그 존립방식에 있어서 내적 차별성을 보인다는 점을 주목하였다. 연구지역은 산지촌이 전형적으로 분포하고 있는 강원 남부지역의 태백산맥 일대로서 지형경관, 사면경사도, 해발고도 등에 의거하여 세 개의 생태지역으로 세분될 수 있었다. 고위평탄면지역 산지촌, 고위산간지역 산지촌, 그리고 급사면산간지역 산지촌이 그것이다. 이러한 생태지역의 개념에 기초하여 먼저 산지촌의 형성과정을 역사적으로 추적해본 후, 자연경관, 촌락의 분포 패턴, 생활방식 등을 생태지역별로 비교하면서 구체적으로 서술하였다. 이 과정에서 도출된 세 곳의 생태지역, 생태지역별 자연경관 및 생활양식의 차별성, 산지촌 생활의 현실태, 촌락존립상의 문제점 등은 산지촌의 진흥방안을 모색하는 데 매우 중요한 관점과 방향을 제시해 줄 것으로 본다. 따라서 본고에서 사용한 경관생태학적 방법론은 연구지역 이외의 지역에서도 적용될 필요가 있으며, 이러한 연구가 전국의 산지촌으로 확대될 때 현실에 바탕을 둔 산지촌의 진흥방안이 마련될 수 있을 것으로 본다.

The Study on the Landscape View Preferences on Slopes of Expressway (고속도로 비탈면 경관선호도에 대한 연구)

  • This study was carried out to provide a basic information to improve the landscape view preference with internet questionnaire on slopes of an expressway. According to a questionnaire, the 37% of respondents used express way 5 times per one year. The 89% of respondents catched a glimpse of cutting slopes during driving and felt a good impression with flowers or vegetation in cutting slopes of expressways. The 61% of respondents felt a bad impression, but the 40% in a good impression from logos in cutting slopes of expressways. To improve a landscape view in cutting slopes of express ways, 57% of the respondents preferred natural-friendly techniques, followed by common green techniques (19%), greening of concrete construction (12%) and improvement of landscape views (11%). Landscape view preference before and after construction of green logo in cutting slopes of Seosejong IC was good (43%) and very good (16%), while bad (9%). The 65% of respondents support the installation of drawing or logos in terraced retaining wall of cutting slopes of expressways.

  • Coastal landscape is a collective setting of artificial or natural elements along the seaside. The approach method for the coastal landscape formation is different from that of urban landscape formation. This study analyzes the mechanism of coastal landscape formation process in Japan in the aspects of recognition phase, formation phase, and practice phase. The characteristics of coastal landscape formation process in Japan are construction of a survey system for integrating diverse landscape elements as a final coastal landscape, construction of a coherent evaluation system responding the local natural and spatial characters, and building a cooperative system responding the police of coastal landscape formation. This study suggest the implications both for the improvement of domestic local values and for the ways of the domestic coastal landscape formation.

  • 청계천 복원의 효과가 하천의 형상, 종 조성, 종 다양성 변화의 유연성 및 환경 개선 효과 측면에서 검토되었다. 복원된 청계천은 하천의 종단 및 횡단 형상에서 모두 낮은 자연성을 나타내었다. 종 조성은 부분적으로 자연하천과 유사한 조성을 보였으나 전반적으로 낮은 자연성을 보였다. 종 다양성은 비교적 낮았지만 복원의 역사를 고려할 때 양호한 것으로 평가되었다. 하류와 수변에서는 홍수 후 많은 변화를 가져와 자연으로 회귀할 가능성도 보였지만 상류와 홍수터 이상에서는 변화의 유연성이 낮아 자연으로 회귀하는데 많은 시간이 소요될 것으로 평가되었다. 인공위성 영상 분석 결과, 복원된 청계천은 기온 완화 효과를 나타내었다. 그 밖에 복원된 청계천은 그 주변의 분산된 녹지를 연결하여 그린네트워크를 구축하고자 할 때 핵심적 역할을 할 것으로 기대되어 경관생태적 측면에서의 환경개선효과도 기대되었다.

The Preservation Policy and Historical Landscape Characteristic of Ancient City Gyeongju (고도경주의 역사문화경관 특성과 보존 대책)

  • Gyeongju, with its thousand-year-old history of the Silla Dynasty, is an impressive historical city where beautiful nature of mountains in the background and rivers in its front is getting along with the city landscape. The historic landscape of Gyeongju is divided into three groups: the old town, the ruins preservation region in the southeast of old towns, and the natural landscape region surrounding these regions. The old town region shows a common landscape of which general small cities in Korea may have, while its surroundings display the overlaps of natural and historic landscapes. The special city landscape is presented only in Gyeongju. Nevertheless, the northern area of the old town was built based on the concept of new towns without any height restriction of buildings, damaging the historic landscape of Gyeongju. It is misjudgment by interpreting the cultural heritage as the individual artifact rather than the continuous historic landscape. Since the 1970s when rapid industrialization and urbanization appeared along with the comprehensive development for Gyeongju tourism, the historic landscape has been slowly damaged. There were not enough financial and political supports from the central government, because the project for Gyeongju tourism was focused on the investment on the tourist industry. Now, in order to preserve the historical city like Gyeongju which represents the culture of Korea, the central government should actively engage in its protection. Policies of the central government should be focused on educating people that the historical restoration of Gyeongju is a way of recovering the national pride, and drawing the agreement of people. For its accomplishment, the government should change its policy from economy-oriented to culture-oriented. That is, the cultural policy should be emphasized.

Evaluating Objective Landscape of Rural Region Using Additive Integration Index Calculation Model - Focused on Seondong Region, Gochang-Gun, Jeollabuk-Do, Korea - (가법형 통합지수 산정모형을 이용한 농촌지역의 객관적 경관 평가 - 전북 고창선동권역을 대상으로 -)

  • This study was intended to evaluate the objective landscape of rural region using an additive integration index method in the Seondong region of Gochang-gun, Jeollabuk-do, Korea. This study consisted of the following three steps. First, this study developed an additive integration index calculation model for landscape assessment based on indicators and weight to each space type in accordance with three landscape fields which were developed by the expert Delphi method. Second, this study used NDVI (Normalized Difference Vegetation Index) and permeable area rate, which were available from high resolution satellite image, to calculate the green naturality degree, area rate, and building coverage respectively. Third, this study has calculated the landscape assessment index of rural regions using an additive integration index method made of assessment data and weight for each indicator. This study has found the following results: 1) landscape level was very poor in all 6 types of space, marking grade five; 2) while the highest level of natural landscape and mixed landscape was grade two, that of artificial landscape was grade five; 3) based on objective landscape, grade five showed the highest frequency, and grade one, two, three, and four followed in that order.
