A change of social environment based on digital information technology has decreased the disparity of regional cultures by exchanging & consuming contemporary information & culture freely. After 1995, when local autonomous entity system was established, the local autonomous bodies competed with one another in developing the regional society with its' own resources, human powers & cultures, independently of the central government. In the competitive system, a local government is getting itself distinguished from each other in the cultural & regional properties, and brands the region with its unique events, public relations(PR) & development strategies. The environment for advertisement has changed rapidly under the spontaneous system of regional brand and competition, which means the changes of creative standard in the field of advertisement. An in-depth advertising creativity with induced impression & trust is one of the most important aspects of the advertisement to become persuasive to the public effectively. This demand has had public advertisements changed rapidly and the change of regional system's advertisements has started already. This study focuses on analyzing the status of Local Government's commercials on TV, and presenting an effective method for improving it.

In this paper we tried to figure out the types of real money trade of game items, and in order to study it we examined the Leveling System of MMORPG which is a perfect competitive market and how the closed structure of the game economy emits real money trade. The over production of the MMORPG's leveling system which is a perfect competitive market increases the amount of currency in circulation and then induces arbitrage due to mudfalation inside the game. In order to improve this problem, there are three methods of resolutions. The first is stabling the game economy by spontaneous order among the game users, but this is much local than the artificial order which takes a long time and evokes discrepance in MMORPG competitive characteristic. Secondly, legislational regulations from the government could improve the problem, but this method doesn't grant information or services as non-material labor in which it couldn't follow up the developing speed of the game market. Finally, delicate modulation among game items by the designer isn't possible to constrain them, and there is a limited reason that it couldn't control the increase of currency which is the main factor of arbitrage.

Ever since the CM was implanted in a domestic construction in 1996, it has been needed to take root and activate the CM system as soon as possible. Especially, the applied CM to private construction sector could be a fundamental barometer that how much changed and being advanced the construction system is This means, it is easy to apply CM to a governmental construction, yet it is hard to expect to successfully fix and activate CM for a private construction project unless they admit the necessity and validity of CM. Dongbu Corporation already acknowledged the need of CM in a private enterprise and willingly applied it to a construction sector while building Dongbu financial center, even before the CM was implanted to this country Therefore, this study suggests that the developmental direction of practical CM by examining effects and problems of the CM process.

This paper aims to put forward some policy suggestions regarding the goal and strategies of the regional development policy in Korea. We first survey past regional policies and examine the regional disparity in Korea. It is found using the OECD data that although population and income are highly concentrated, inequalities of income and other living standards do not seem as problematic as to call for strong government intervention. Moreover, recent development in the new economic geography implies that the 'capital vs. non-capital area' framework that has been shaping the Korean regional development policy should be reconsidered. The main message of this paper is that it is not desirable for the central government to disperse agglomeration to enhance regional equity and that local governments should be responsible for regional development. Therefore enhancing the autonomy and accountability of the regional government is essential.

This study is to explore the contents and interaction of residents voluntary network and propose the strategies to promote residents voluntary network. The grounded theory was utilized to attain our object. Total of seven social worker and 17 residents participated in the study. Data were collected through in-depth interviews and documents. The data were analyzed by using Strauss and Corbin's method. Results are the followings. In open coding 13 categories, 32 subcategories and 133 concepts were constructed. In axial coding causal conditions were qualitative ascent of needs, emergence of the right welfare consumer. Phenomenon was agitation of praxis ground and grope of exist. Contextual conditions were crisis resources, skepticism of welfare. Intervention conditions were maturation of welfare cognition and proliferation of the sense of community responsibility. Strategy were resocialization of voluntary organization and construction of field related service delivery system. Consequence were grass routing welfare strategic fitting service system. In selective coding we constructed the core category: The praxis revolution from bottom for break social welfare environment.

This study aims to inquire into experience of geography teachers participating in a teacher learning community based on the grounded theory methodology. Participation observation was conducted on one of geography teacher learning communities. The total of 11 research participants were selected to conduct in-depth interviews. The data collected were analyzed by the coding method proposed by Strauss and Corbin(1990, 1998). In open coding, 125 concepts, 43 sub-categories and 17 categories were drawn and in axial coding by paradigm model, phenomenon, conditions, action/interaction and consequences turned out. In selective coding, the participants were classified into four types and the condition/consequence matrix was developed. As a result of the analysis, first, participation, obstacles and continuous participation factors of geography teachers in the teacher learning community could be understood from multi-dimensional aspects. Second, principles of the collaborative teacher learning and the factors promoting collaborative teacher learning were established. Third, the professional development of geography teachers through teacher learning community could be understood.

The threat of international terrorism has been increasing in international society. It could be no exception in northeastern Asian countries. First, north eastern Asian countries have exercised influences on many areas in international society such as politics, military and diplomacy. So international terrorism could occur in the countries. Second, as the north eastern Asian countries such as Korea, China, Russia and Japan have their own unique politics, religions, ethnic group and culture, terrorism have happened or could happen in their own countries. In this research, it will analyze the tendency of seven regional international conventions on anti-terrorism of international society. The result is as follows. It dealt with the following issues. 1. Reason and purpose of terrorism, 2. Contents of conventions on anti-terrorism, 3. Psychological and physical aspects of attacking types of terrorism, 4. Personal and physical aspects of damage of terrorism, 5. Hard targets and soft targets of victims of terrorism. It could be necessary for the north eastern Asian countries to review regional international convention on anti-terrorism based on this.

This study was performed to investigate the recycling activity of solid waste. Three study area were selected, which were Dobonggu in Seoul, Siheung City and Kimpogun. The amount of recycled out of the solid waste generated was between 0.02 kg per capita/day -0.10 kg per capita/day. The recovery rate of the waste paper was 42.7%, which was the highest, followed by glass bottles, cans and plastics. The waste paper was the most important item concerning its weight percentage and amount of sales. It comprised more than 60% in its weight and sales amount out of the total recycled item. Glass bottles placed the second. Amount of sale for the recycled item was less than 5 Won per capita/day, this is very low. The Recycling Drive Association, a private organization was mainly organized by public administrational basis and its activity was simply concentrated on the reclassification of the collected recyclables. Generally, citizen's participation and the member's satisifaction was low since there was no economic incentives. In this paper, some strategies were suggested and evaluated to increase citizen's recycling activity.

The most presentative case would be functional evolution of webtoon as a contents business model, which has taken a initiating role in both innovated strategic experiments and outcomes. Most of all, There are the launch of PPS(Page Profit Sharing) sevice in NAVER webtoon, the paid service model implementation in KAKAOpage and potential business as an exclusive application in Lezhin entertainment This study to analyze these phenomina and results can figure out how the business model in the webtoon platform is developed in various fields diversely and what makes this model evolved and extended. Especially, the diversification of the webtoon platform has been received attention since it pursued the grouped spin off through horizontal convergence and transformational expansion among similar platforms, and also this shows that which factors enhance these phenomina to be controled and expanded. On the basis of the result of this study, we try to find the way to connect business vision of the domestic webtoon platform with affiliated business. Furthermore, it proposes the interrelationship between this and the business strategy for overseas in the globalized platform.

Today, the structure of terrorist organizations in the form of a variety of network complexity are evolving. However, terrorist organization not combining randomly generated network but preferential attachment a network. So, it's research should be preceded a better understanding about the characteristics and type of terror network for a effective counter-terrorism policy of law enforcement. In addition, the appropriate response strategy have to technique establish in an era of smart media. In particular, homegrown terrorist attacks on unspecified people without boundaries of countries and regions unlike the traditional terrorism. Also, homegrown terrorism are violence and criminal activity by new various of religion, politics, philosophy. Besides the extreme members of homegrown terror networks went grow up through the evolutionary process in the age of smart media. Law enforcement agencies must identify the terrorist network at the national level. Therefore, terror networks evolving in the online space, forming a radical homegrown terror organizations have access to the network. Intelligence community track terrorist networks and to block the negative aspects of the smart media outlets should be considered.
