A Post-Keynesian Analysis of the Effects of Government Financial Expenditure on Capital Accumulation (정부의 금융지출이 자본축적 경로에 미치는 효과: 포스트 케인지언 분석)

  • This analysis suggests a post Keynesian macro-dynamic model that integrates a financial variable, firm's debt, into the post Keynesian model of growth and distribution. On the basis of it, this study analyzes the effects of government financial expenditure on capital accumulation empirically. It also studies empirically whether a regime shift has arisen since Asian financial crisis in 1997. This paper shows that government financial expenditure has exerted an positive effect on capital accumulation. This empirical result supports government intervention in financial market in recurrence of financial crises. This study also finds grounds for a change in accumulation regime since Asian financial crisis in 1997.

Testing Solow's Implications on the Effective Development Policy (효과적 개발정책에 관한 솔로우 모형의 함의에 대한 검증)

  • The core of the neoclassical growth theory is the capital investment. Solow proposed that the diminishing return is key to such growth process in establishing the stability of the equilibrium growth path. This key postulation has critical implications on the sustainable and effective development policies, emphasizing the importance of productivity growth not only for the steady-state growth but also for the transitional growth from capital accumulation. This paper suggests a novel way to test the diminishing return, the backbone assumption of Solow model, and confirms its strong presence using the Penn World Tables version 8.0 data, hence validates Solow's implications on effective development policies.

소규모 개방경제하의 환경규제의 동태적 분석

  • 본 연구는 2부문 개방거시경제모형을 이용하여 환경규제정책이 거시경제실적-국내자본 축적, 경상수지상태, 소비수준-에 미치는 영향을 동태적으로 분석하려고 한다. 정부가 환경규제를 강화할 경우, 즉 최대 허용가능한 오염배출량을 감소할 경우, 투자활동이 감소하게 되어 장기 정상상태에서 자본축적량이 감소하게 된다. 반면에, 환경규제가 강화될 경우 경제주체들은 국제채권의 구입을 늘리게 되어 새로운 정상균형상태에서 국제채권의 보유는 증가하게 된다(경상수지는 개선된다). 그러나 환경규제의 강화가 자산의 잠재가치와 두 재화의 소비에 미치는 효과는 불분명하다. 만약, 자본축적량과 최대 허용가능한 오염배출량의 변화에 따른 제조업부문의 산출고의 변화가 비제조업부문 산출고의 변화를 능가한다면, 환경규제 강화정책은 두 재화의 소비를 감소시킬 것이다. 본 연구에서는 환경규제정책의 변화를 예상한 경우와 예상하지 못한 경우, 그리고 예상하지 못한 경우에도 정책의 변화가 영구적 또는 일시적인 경우에 따라 환경규제 강화가 자본 한 단위의 시장가치 자본축적량 및 국제채권 보유에 미치는 영향을 단기 전환적 동태분석하고자 한다. 환경규제정책의 변화가 사전에 발표되어 민간 경제주체들이 정책의 변화를 예상할 수 있는 경우에는, 민간경제주체들이 정책의 변화 전에 자신들의 행동을 조정하므로 실제 정책 실시 후에는 정책이 각 경제변수에 미치는 효과는 정책을 예상하지 못한 경우보다 훨씬 줄어들게 된다. 정책 변화를 예상하지 못한 경우보다 정책 변화가 발표됨으로써 사전에 정책 변화를 예상한 경우에 환경규제 강화에 따른 자본축적량의 장기적인 감소효과가 훨씬 작게 되고, 따라서 국제채권 보유를 증가시키는(경상수지 상태를 개선시키는) 효과도 줄어들게 된다.

  • One of the oldest chestnuts in economic geography is this: Cultural and creative industries strongly gather in large cities and this geographic concentration of economic activities leads to regional development. Of course, depending on the circumstances, such a proposition still holds good. But, under the current paradigm shift to knowledge-based economy, it may be open to question. This study aims to investigate financing and knowledge accumulation in the film industry through an alternative framework for explaining their spatial distributions, "formation mechanism of economic space." From the fact that their production organizations are formed on a project basis, project-based financing structure in the investment stage and knowledge accumulation process in the production stage form both axes of it. Film industry as the most mature industry among the cultural and creative industries does not always concentrate in a certain place (industrial agglomeration) or show metropolis-oriented preference. This allows us to reconsider our long brooding theory.

Information Communication Technology Capital and Total Factor Productivity across sectors in Korea (한국의 산업별 정보통신자본과 총요소생산성)

  • This paper examines empirically whether information and communication technology(ICT) has improved total factor productivity at industry level in Korea, considering time lag between ICT capital accumulation and improvement of productivity. To evaluate if ICT is pervasive enough to raise productivity, ICT capital stock of Korea is compared with those of advanced economies. From the perspective of aggregate economy, the ICT capital in Korea has increased fast since the mid-1990s and became comparable with advanced economies. However it is mostly attributed to rapid growth of ICT-producing industries. In other industries, ICT capital are still less accumulated than advanced economies. Growth accounting results exhibit that the productivity has risen faster since 2000 in industries using ICT intensively, but looking into specific industries, it is not likely for ICT to be the main factor of productivity improvement except in business service industry. Regression results provide some evidence that ICT is useful in raising productivity only after considerable amount of time allowed. To fully exploit the positive effect of ICT on productivity, it may be necessary for the Korean economy to create institutional environment facilitating complementary innovations as well as ICT captial accumulation.

Process of Capital Accumulation and Urbanization in S.Korea: Urban Crisis and Alternatives (한국의 자본축적 과정과 도시화: 도시 위기와 대안)

  • This paper is to see what appears to be an economic crisis as urban crisis, to explore its emerging process and its major distinctive figures in the context of S. Korea, and to consider alternatives to overcome such an urban crisis. For this purpose, it first tries to show that the capitalist economic development (i.e. capital accumulation) has been stimulated and driven largely by extending investments into built environments. Then it analyzes how crises of overaccumulation, coupled with other crises such as the IMF crisis in 1997 and the financial crisis in 2008 which have been brought about by serious impacts of foreign financial capitals working on the global level, have led to accumulating of huge surplus reserves within both big companies and the central government on the one hand, increasing tremendously debts of households as well as government and private companies on the other. In particular, the debt crisis seems to be accelerated by fictitious capital generated through government's financial strategies to promote both supplies and demands in housing and property markets. There seem several ways of overcoming the urban crisis spiraled around accumulating surplus capital and increasing financial debt; raising real income, moderating investments into built environment, and increasing inputs into the fields of technology and well-being. In order to open up these ways, it is concluded, recent urban movements in terms of the right to the city are required not only to make the government and capital to do so, but also to realize interest of urban people who have produced such surplus but who are suffering from the debt crisis.

The Effect of Government Intership Program on Accumulation of the Human Capital (미취업 이공계 석·박사 지원정책의 경제적 효과분석 : 인적자본 투자수익률을 중심으로)

  • The study analyzes how effective the Government Internship Program has been on accumulation of the human capital. The Program was designed under the foreign exchange crisis to support the new, but unemployed graduates with MA or Ph.D degree in the science and the engineering fields. The survey data is collected from the participants in the Program. The Tobit model is estimated to find the economic effects of the Program in terms of the rate of return of investment in the human capitals of the intern researchers. Considering that the Program is tentative and that the human capitals of the participants are easily obsolescent, the rate of return is observed to be substantially large. These results imply that the Internship Program has been successful in terms of providing not only the researchers with the opportunity to accumulate the human capital by means of the on-the-job-training, but also the institutes or the firms with the opportunity to utilize the high-quality researchers at the low cost.

  • The purpose of this paper is to disclose the characteristics of SNS service platform in the perspective of 'dispositif'. To achieve this I extended Foucault's concept of 'dispositif' to the Internet and service platform of Google, Facebook. The platform dispositif is a complex of the interface services for the users, collection of data produced by users and the control of them. These three aspects are combined in the service platform modifying their modes in terms of time and space. This study would provide a critical approach toward the appropriation and control of user activities based upon platform.
