A Study on the Qualification of Professional Lifelong Education for the Disabled Based on the Convergence Curriculum between the 「Department of Vocational Special Education in University-Educated Graduate School」 and the 「Department of Majors」 (「대학­교육대학원 직업특수교육과」와 「전공과」간 융합교육과정에 기반한 장애인 평생교육 전문인력 자격화 조건)

  • This study aims to find ways to qualify lifelong education professionals for the disabled based on the convergence curriculum between the "department of vocational special education in university-educated graduate school" and "major department". The research method was composed of a combination of literature analysis and expert meetings. The research contents include the qualifications for the training course for the lifelong education professionals for the disabilities established in the convergence curriculum after accumulating the teaching experience in the majors that can be restructured as lifelong education institutions for the disabled. In addition, the focus of the curriculum of the "department of vocational special education in university-educated graduate school" should be improved in order to foster and integrate lifelong education professionals for the disabled. The results of the study concluded that the functional relationship between vocational special education and lifelong education for the disabled was established.

  • The purpose of this study was to explore the prerequisites for securing the convergence validity of qualifications and the development of a lifelong education support system for the disabled. The research method consisted of the procedure of collecting and analyzing previous research literature and conducting expert meetings. The content of this study is based on the limitations and reflection of the current promotion of the qualification system for lifelong education professionals for the disabled, establishing the academic foundation and concept system for lifelong education for the disabled, designing a career development path for the professional competency of developing and operating the lifelong education curriculum for the disabled. Also, Restructuring of related institutions based on the curriculum for lifelong education for the disabled, and enhancement of qualification types for nurturing professionals for lifelong education for the disabled were suggested. As a result of the study, it was analyzed that the value and function of qualifications are very important in the comprehensive category of developing a lifelong education support system for persons with disabilities, and conclusively, the viewpoint of university foundation and the application model for nurturing professionals for lifelong education for persons with disabilities should be reviewed.

  • 비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.

First Order Predicate Logic Representation and Management for Information Resource Dictionary (정보자원사전에 대한 서술논리 표현과 관리)

  • 인터넷 등의 컴퓨터 통신 네트워크의 발달로 인하여 분산된 정보자원의 공유를 통한 자원에 대한 재사용성의 필요성이 대두되었다. IRD(Information Resource Dictionary)는 조직 내에서 관련된 모든 정보에 대한 데이터가 논리적으로 중앙화된 정보저장소(repository)이다. IRD 내의 데이터는 다른 데이터를 기술하므로 이른바 메타 데이터라고 하기도 한다. IRD의 사전(dictionary) 요소는 정보자원의 종류, 정보자원의 의미, 정보자원의 논리적 구조, 정보자원의 위치, 그리고 정보자원의 접근방법 등을 기술한다. FIPS ANSI의 IRDS는 이항 관계를 이용하여 무결성 제약조건을 표현하므로 제약조건 규칙의 표현과 일반적인 추론 규칙의 표현이 제한되어 있으며, 다양한 형태의 무결성 제약조건의 표현과 IRD와 관련된 여러 정보의 도출 또는 추론 및 관리에 관한 사항은 IRD 응용 고유의 문제로 간주하여 언급하고 있지 않다. 한편, FIPS IRDS는 사용자가 SQL 및 IRD에 대한 전문적 지식이 없이는 사용자 질의 작성이 어려운 점등에 대한 문제점을 안고 있다. 본 논문은 FIPS IRDS의 기본모델에서 정보자원 표현, 정보자원들간의 관계, 정보자원의 관리 정보 구분을 명확히 하기 위해 정보자원 모델을 정보자원 표현요소와 정보자원 관리요소의 두 부류로 나누어 구분하고, 각 부류에 대한 자격 질의(competency question)를 통하여 유추된 요소들을 FIPS ANSI IRDS 기본 모델의 스키마 기술 레벨과 스키마 레벨에 첨가함으로써 그 기본 모델을 확장한다. 그리고, FIPS ANSI IRDS가 제공하는 IRD 기술과 관리 기능을 그대로 포함하면서 앞에서 문제점으로 지적된 제약조건 표현과 추론규칙 표현을 위하여 확장된 기본 모델을 중심으로 각 레벨의 구성 요소들의 형식적 의미(formal semantics)와 레벨 내 혹은 레벨 구성요소들간의 관계성(relationship), 그리고 제약조건의 표현과 질의 추론 규칙들을 식별하여 FOPL(First Order Predicate Logic)로 표현한다. 또한, 본 논문은 FOPL로 표현된 predicate들과 규칙들을 구현하기 위하여 Prolog로 변환하기 위한 이론적 방법론을 제시하고 정보자원 관리를 위한 기본 함수들과 스키마 진화(schema evolution)를 위한 방법론을 제안한다.

Kindergarten teachers' needs for educational practice supervisors :Focusing on field teachers who experienced supervision (교육실습 수퍼바이저에 대한 현장 교사들의 요구 :수퍼바이징을 경험한 현장 교사 중심으로)

  • This study aimed to explore the supervisors' qualification and roles and to analyze the possible policy directions related to supervision for the efficient educational practice aid. 6 field teachers who experienced educational practice aid, participated in the in-depth interviews from April to May 2015. The participants reported that 5 field career and PhD qualification were needed for supervisors. Also, supervisors were expected to be 'relationship-oriented counselors' who were comfortable and tried to keep secrets. The participants felt the needs for a policy of educational practice aid, supervising and for this, financial matter and clear role description should be solved out.

  • Facing reconfiguration of world economic order in the process of globalization and changes in domestic economic and social conditions, Japan has experienced a rapid inflow of foreign immigrants and hence a restructuring of labor market and ethic and cultural mixture. This paper explores contexts of inflow and social and spatial characteristics of immigrant workers in Japan. Uneven regional development on the global level and shifting to flexible accumulation regime, depletion of previously underutilized labor resource, better-educated youth and shrinking and aging of Japanese populace on the national level can be pointed out as important elements of immigration contexts. This paper also explains the hierarchizaton of labor market and differentiation of spatial distribution of immigrant workers in Japan in terms of visa condition and nationality. In particular, focusing on the case of Hiroshima prefecture, this paper analyzes residential differentiation of immigrants according to their nationality. Finally, it finds out some problems which immigrant workers have confronted in Hiroshima region.

A Study on the Record Management of National Archives of Korea (국가기록물 관리의 현황에 관한 발전적 제언)

  • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

The Construct Validation of the Scale for Screening the Qualified Teachers for the Gifted in Music (음악(국악)영재 담당교사 평가문항의 구인타당화)

  • Teachers in music(including Korean traditional music) gifted education are a significant variable in both identifying the giftedness of students and a successful instruction. The purpose of this study is to develop the Scale for Screening the Qualified Teachers for the Gifted in Korean traditional and western Music(SSQTGM), and to examine the validity and reliability of the SSQTGM. To achieve this purpose, this study administered the SSQTGM to 175 teachers of gifted students aged between 13 and 15 in middle schools for the arts. To validate the SSQTGM, I analyzed the criteria of the SSQTGM, and conducted an exploratory and confirmative factor analysis. I also examined an internal consistency. As a result of the exploratory factor analysis, I finally collected 41 items of the SSQTGM. Futhermore, I could identify psychological constructs of the qualified teachers for the gifted in Korean traditional and western music. In consequence of the confirmative factor analysis, the model provided a good fit to observe data. As a result of the reliability analysis, the internal consistency of knowledge in the music(korean traditional music) verified cronbach's ${\alpha}=.937$, and the expertise of the class management and instruction verified cronbach's ${\alpha}=.942$. Also, the teachers' aptitude and personality verified cronbach's ${\alpha}=.963$. This result of the construct validation reflects the fact that the SSQTGM is an available scale that can be applied in gifted education field instantly.

A Study on the Analysis and Direction for Revision of the Small Library Ordinance in Gyeonggi-do (경기도 작은도서관 조례 분석 및 개정방향에 관한 연구)

  • It is expected that Gyeonggi-do Small Libraries will increase in quantity in the future due to the current SOC complex project being implemented by the government, and it is deemed that institutional and policy support must be provided with priority in order for the Small Libraries to grow qualitatively through the implementation of substantial measures. Based on the findings of this study, the reform measures proposed to revitalize Gyeonggi-do Small Libraries in terms of ordinances as follows: ① strengthen the library law and business promotion related to Small Libraries; ② enact the mandatory library law provisions for the installation of and support for Small Libraries; ③ even if there are relevant provisions in the 「Library Act」, the local governments' Small Libraries Support Ordinances should at least simply state that they must meet the criteria specified in the 「Library Act」; and ④ provisions on the number and qualifications of operating personnel of Small Libraries reflecting the number of users and the size of collections of books of Small Libraries of cities and counties.

The Causes of Demand Increase and the Real State of Non-Standard Workers (비정형근로자의 활용실태와 수요증가의 원인 -사업체 조사를 중심으로-)

  • According to the survey results on non-standard employment, most of the non-standard workers are women and work at service jobs and some jobs that do not require firm-specific skill. Also wages of non-standard workers appear to be lower than those of standard workers by 10~19%. Non-standard workers are very much likely to be excluded from beneficiaries of economic growth because job contents and ability are not important relatively as criteria in determining their basic wage and their benefits are also much lower in severance pay and bonuses, vacations, 4 social insurances, education and training opportunities. Because of very low rate of union membership, the working conditions of non-standard workers are not expected to be improvable easily by unions. It seems that the reason of the demand increase for non-standard workers is mainly because not only an individual establishment demands quantitative flexibility in employment, but also there are tendencies of being smaller in establishment size and of growing service industries macro-economically. The number of non-standard workers are expected to increase continuously in the future, too.
