Study on Reorganization of French Teacher Training System: Focusing on ESPE (프랑스 교원양성제도 개편에 관한 연구 : ESPE를 중심으로)

  • This study aims to draw implications by analyzing the direction of the reorganization of French teacher policy focusing on ESPE which was introduced in 2013 according to the flow of French education reform. When looking at the major changes in the French teacher training system, three revisions have been made over the last 25 years and starting from IUFM introduced in 1991 and through in 2009, ESPE, a new teacher training institute, has been introduced in 2013 and been running. ESPE is an independent professional teacher training institution for educating teachers (from kindergarten to university) as well as education specialists and the understanding of ESPE has a significance in that it can see the direction of reform of French teacher policy in the fact that all advantages of the former system is succeed at maximum and the disadvantages are complemented. When looking at the major reorganization direction of French teacher policy, first, it has strengthened its position as a research teacher by connecting teacher training with the master's degree program. Second, it pursued the balance between theoretical education and field training in teacher training. Third, eligibility criteria of teacher training become diversified and it's downgrading from master degree to bachelor degree. Fourth, teacher training, teacher recruitment exam, master degree in teaching and teacher certification are linked each other. Fifth, teacher training is made in two aspects, teachers as well as education specialists. In conclusion, French teacher policy has a great significance in terms of the fact that the will of reform improving the quality of education ultimately through establishing the status as research teacher and improving the quality of teachers can be seen.

Study on Improving the Facilities of Power-Driven Water Leisure Crafts for the Deaf (청각장애인을 위한 동력수상레저기구 운영 개선방안에 관한 연구)

  • Under the Welfare of Disabled Persons Act, the national qualification test allows disabled and non-disabled people to appear for the same test, and the deaf do not fall under the reason for disqualification from obtaining a license for power-driven water leisure crafts; therefore, even the deaf can obtain a license. During a risk of collision at sea, ships and power-driven water leisure crafts notify the other party of dangerous signals such as maneuvering and warning signals through sound signals to prevent accidents that may occur because surrounding ships are not visible. However, a method is required to prevent marine accidents that may occur when the deaf cannot hear danger signals through sounds from nearby ships or power-driven water leisure crafts during leisure activities owing to hearing impairment. A sound reception system is a device installed on a ship where missionary work is completely deposed to display the amplification of external sounds and the direction of sound reception on the screen. Through visual display of sound signals such as dangerous signals that cannot be heard owing to hearing impairment, improvement measures were proposed to prevent marine accidents that can occur owing to the inability of the deaf to check sound signals during leisure activities.

  • The source of value-added creation in modern times has been transformed from material to man's value-added generating power, and ownership of the means of production has been converted from a particular landlord, capitalist to a person with value-added capacity, and a system of capital participation is needed beyond the profit-sharing system or performance incentive system in which workers of an enterprise participate in simple profits if they significantly increase the added value of the company. It is also necessary to introduce our private stock system as a means of addressing the problem of capital bias and for the stable development of capitalism. The purpose of Employee Stock Ownership Plans is to improve the economic and social status of workers and promote labor-management cooperation by allowing workers to acquire and hold shares of the stock company in which the employee ownership association is established through the employee ownership association, but the reality is that our stock ownership system has failed to achieve its purpose due to insufficient protection against the employee. In terms of welfare, the acquisition of our company shares should include active government support for the welfare of workers' ownership on a social welfare level rather than on the logic of the capital market, and in terms of investment, it would not be appropriate to apply the regulation for investor protection to see workers' acquisition of our company shares as 'investment' in the view of workers' willingness to own shares on the stock market. Therefore, as a way to support and deregulate employee's stock acquisition, 1. Expanding direct support, such as tax support, 2. As employee's stock ownership association is being discussed as a division's nature, it is less effective in terms of various management, not investment, and 3. Those who own stocks with 1% of the company's shares and 300 million won in face value will be classified as major shareholders. As a way to reduce the risk of management of our company owners and cooperative funds, As a measure to reduce the risk of management of our company owners and cooperative funds, only our employee shareholders' association shall manage the fund in a long-term deposit, and even though our employee's stock is managed by the association or company after the end of the deposit period, the management of each employee shall be allowed and In terms of improving the utilization of our company's stock and fund, 1. Employee's stockholders are prohibited from lending during the deposit period, but it is necessary to improve profitability by allowing them to borrow under strict restrictions, 2. Dental Assistant and Dental Hygienist-comparison with U.S. (치과 보조 인력과 치과위생사-미국의 제도 비교)

  • Background: The shortage of dental hygienists as assistant is a great concern to dental clinics, while dental hygienists are rather pursuing the role of oral hygiene control and preventive treatments which is the main role for dental hygienists in the United States. The dental hygienist and dental assistant system in the United States can be a reference in these discussions. Methods: Educational requirements for licensure and work areas for dental hygienists and dental assistants were investigated through the information provided by the American Dental Association (ADA), American Dental Hygienists Association, National Board Dental Hygiene Examination (NBDHE), Dental Assistants Association of America (ADAA), and Dental Assistants National Board (DANB). Results: In the United States, each state has different systems, but in general, dental hygienists obtain licenses after completing 2~3 years of associate degree programs in dental hygiene after obtaining basic learning skills, and mainly perform tasks related to patient screening procedures, oral hygiene management and preventive care. Dental assistants can take the license test after completing a training course of 9~11 months to obtain a dental assistant certification. Additional expanded work typically requires passing state qualification tests, completing a training program, obtaining a degree, or gaining clinical experience for a certain period of time, depending on the state Conclusion: The scope of work of dental hygienists designated by the Medical Engineer Act and the Enforcement Decree in Korea includes both the work of dental hygienists and dental assistants in the United States, and if a dental assistant system like the United States is introduced to address the current shortage of dental assistants, institutional supplementation such as adjustment of the scope of work and expansion of the role of dental hygienists in oral hygiene management and prevention work is needed and in-depth discussion is necessary.

  • This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

  • This study investigates the performance of accreditation programs for engineering education in Korea using questionnaire. The survey includes workers who graduated the accreditation programs, supervisors of the workplace of the graduates, and professors or related persons of the universities. Overall the results shows that related three groups of individuals evaluates the program positively. The accreditation programs have positive effect on the labor market entrance and performances in the workplace estimated by earnings. Compared with major courses, courses of liberal arts and social science needs revision to have more positive response from graduates and employers. Also the program has to give more attention to strengthen the competencies related to professionals and ethics related with job, and adjustment in the work environment.

A Consensual Qualitative Research of the Need for Supervision Education for Novice Supervisors (초심 수퍼바이저의 수퍼비전 교육 필요성에 대한 합의적 질적 연구)

  • The present study interviewed Eight novice supervisors (i.e., counselling psychologists with fewer than 5 years of experience) to investigate the need for formal supervision training. A consensual qualitative research method was used to analyze data, and the result found four main domains, 12 sub-domains, and 33 categories. The results also indicated that novice supervisors believe their own supervisors and expert supervisors have a great understanding of individual counselling cases, and that the role of a supervisor is to help supervisees' ability to understand each case better. Novice supervisors generally take their own supervisors as their role models, although most of them did not receive formal training from their own supervisors. Novice supervisors seek advice on supervision from their colleagues or their own supervisors but still find supervising difficult. They also believe there is a great need for clearly set guidelines or a manual on providing effective supervision.

  • The study proposes a discussion model for long-term care workers as a thought experiment, that strengthens speciality and presents an alternative education & training scheme for long-term care workers. First, the study unpacks the sociodemographic characteristics of license acquisitors and the employed as long-term care workers. In sequence, the study tries to present an alternative education & training scheme of the professional long-term care workers, that is comprised of a new education & training course with NCS in junior colleges for young peoples, intensification of speciality in education & training course through extension of times and deepening contents, introduction of legal refresher training, granting of roles of the NHIC as insurer in legal refresher training, introduction and legal employment of the professional tong-term care workers with career experience and speciality. At last, the study suggests a series of policy projects for realization of that alternative education & training scheme.

  • The suggestions that follow are about the device to assure the effectiveness of administrational regulation and supervision in Korean private security. First, government clearance should be reinforced. For this it is necessary that the qualification for security dealer-careers and academic backgrounds with security etc.- should be elucidated in Security Law. Also it should be achieved to increase the capital fund and to keep security guards for insuring substitutional manpower. Second, after legal permission governmental supervision should be done in quality by means of setting up the competent institutions independently. Third, the punishment for obtaining security license mendaciously, carrying out illegal or unfair task and assigning Security Guard Supervisors expediently should be strengthened. Also to prevent expedient acts it is necessary to prescribe illegal or unfair acts in the concrete in Security Law and violators should be legally responsible. Fourth, to lay the foundation for security industry itself and make up for perfunctory governmental direct System for Professional License (of private security guard) should come into effect.

A Study of Training and Development for Employees of Private Employment Service Agency (민간고용서비스 종사자의 직업능력개발 지원 방안)

  • In private employment service, providing employment information for job seeker and recruiter, providing information on job, job map, and providing vocational training and development have been paid attention. Particularly, it needs to train the employees, working at private employment service agencies. The purpose of the study was to examine the current trends of private employment service, service employees, and their training status. In the result, we suggest that it needs to manage the quality of service employees' qualification, to initiate the accreditation program for their expertise, and set up an institutions for training them. In addition, providing a program of supervision for employees, considering a set up of an mutual aid association among themselves, and developing specialized training programs.
