온실가스 관리자 자격제도 도입 방안

  • 지구온난화 완화를 위한 세계적인 활동에 부응하여 우리 정부는 "저탄소 녹색성장 기본법" 및 동법 시행령을 제정, 공표하고 지구온난화의 주범으로 지목되고 있는 온실가스 배출을 줄이기 위해 "온실가스 에너지 목표관리제"를 도입하였다. 온실가스 에너지 목표관리제는 일정량 이상의 온실가스를 배출하는 사업체가 의무 보고 대상이 된다. 대상 사업장은 온실가스 배출 감축목표에 따른 이행계획을 수립하고 명세서를 매년 제출하여야 한다. 따라서 대상 사업장은 온실가스 에너지 관련 데이터를 관리하고 목표달성을 위해서 온실가스 및 에너지 관련 전문성을 가진 인원이 필요하며 이러한 인원에 대한 적격성은 개별 사업장에서 정의하고 양성하기에는 어려움이 따르기 때문에 온실가스 배출량 정량화 및 평가, 보고 및 내부 검증에 대한 전문가 자격제도의 도입이 필요하다. 본 논문에서는 온실가스 에너지 관리자 자격제도를 도입하기 위한 방안을 연구, 온실가스 관리자의 역할 및 적격성, 자격구분 및 검정기준, 검정체계를 제시하고, 향후 도입 단계에 대한 방안을 제시한다.

  • The purpose of this paper is to discuss the design and implementation of a WCBT(Web and Computer based Test). The WCBT combines the strengths of both a WBT(Web-based test) and a CBT(Computer-based test) on the basis of efficiency and stability. The current assessment system, considered an important management tool in the construction and operation of a total management system for the national technical qualification, has some unstable elements with regard to system load and stability. The proposed system's technological aspects have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical examination of KCCI (Korea Chamber of Commerce and Industry). The WCBT system has shown great efficiency in terms of system load, and has solved frequent communication problems which have occurred through the use of foreign qualifying examinations. The server and client systems of the WCBT have been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.

  • The study aims to explore whether the management and operation of national technique qualification system has a suitable role division between the government and non-government and to design plans for building it. To do so, a direction for role division between the government and non-government was investigated in the management, national technique qualification system. In addition, limitations in the operation of government-centered qualification system were pointed out by analyzing the present status on the management and operation of national technique qualification system and plans for role division between the government and non-government were proposed in the management and operation of qualification system. Various methods were applied to this study as its methodology: the collection and analysis of the relevant literatures, surveys targeting companies(internal qualification managers) and associations by industrial classification(owners' groups) as respondents, holding expert consultations for setting a direction in dividing roles between the government and non-government, interviews with companies and associations by industrial classification for gathering their opinions, forming and operating a collaborative research group consisting of specialists in qualification system.

  • This research analyzes how operation system and method of barista private certification implemented in Korea influence on the academic satisfaction of coffee work skills and how such system and method has an effect on the economic effectiveness to utilize for the improvement of work performance skills and for job seeking and changing. For this purpose, author conducted a survey to coffee specialists who had obtained barista certification and who have been working in coffee related industry. The result shows that the operation system and method of coffee certification verification system has a partially positive effect on the academic satisfaction of work performance skills and economic effectiveness. The contents of the coffee related certification verification system as well as specialized and reliable systematic operation of such verification system have an influence on the academic satisfaction of work performance skills and have further influence on the economic effectiveness such as seeking or changing jobs. Therefore, the research on the professionalism and reliability of the qualification verification system must be continued.

  • This study is a pilot operation roadmap for the introduction of the co-pilot qualification (MPL) system, and the introduction of the MPL system in Korea is a new pilot education and qualification system based on competency. Therefore, it may be difficult to prepare for various matters such as securing initial regulations, securing training businesses or trainees, and establishing training infrastructure, so the roadmap necessary for pilot operation is very important for the successful introduction of the MPL system. In order to secure a training program and qualification system with proven MPL systems in the domestic aviation market, the government and aviation industry members will jointly participate to highlight the importance of a pilot operation roadmap for the domestic flight environment.

  • With the transition from internal combustion engine vehicles to eco-friendly cars, it has become essential to systematically construct an education system for electric vehicles based on high-voltage electric devices. In this study, we discussed the establishment of an educational system for electric vehicles based on high-voltage electric devices and proposed methods for qualifications after completing the education. To ensure systematic education, we presented a classification of learners according to their levels and job competencies. Additionally, we emphasized the importance of providing adequate practical training equipment for courses that require higher qualifications. Finally, to distinguish between the levels of completion of training and practical skills, we highlighted the necessity of implementing a system to certificates to individuals who have successfully completed the systematic training program.

  • The purpose of this research was to draw implications for preparing utilizing and management course assessment type of national technical qualification based on the awareness of teachers in industrial secondary vocational high schools. To achieve it, this researcher analyzed the awareness about management course assessment type of national technical qualification of teachers at industrial secondary vocational high schools and analyze possibility to introduce course assessment qualification, degree of agreement for expected effects, and importance and necessity for the matters to be considered when introducing management course assessment qualification. Concrete results of this research are as follows. First, the degree of understanding management course assessment type of national technical qualification at industrial secondary vocational high schools was common, but the degree of agreement for introducing goal, purpose, and necessities was low. Second, for the expected effects to be obtained when acquiring course assessment qualifications, there were acquisition of qualification at the same time of education, suggestion of studying goal from an angle of concrete and significant performance, systematic education based on NCS, possibility to develop and form training career, and possibility to acquire industrial field-centered knowledge and technology in order. Third, to draw priority of each item to be considered when introducing course assessment type of national technical qualification at industrial secondary vocational high schools, the importance and necessities were analyzed. As a result, for the sectors whose requirements are more than average, there were flexibility of course assessment type qualification classes, preparation of proper measure by NCS revision, relief of edited classes of necessity ability unit, etc.

  • 사서직 공무원에 대한 법적 근거는 시간의 변화에 따라 계속되어 왔다. 본 논문은 1996년 교육법전에 근거하여 사서직 공무원의 전문성 및 자격에 대한 제도적 문제점을 분석하고, 사서직 공무원의 직급 및 임용시험에 따른 인사체계의 법적인 모순을 지적한뒤, 사서직 공무원의 전문성과 공무원 신분에 대한 개선방안을 제시함으로써 사서직 공무원의 인사체계에 대한 합리적 운영을 도모하고자 한다.
