한국토지주택공사가 입찰업체 심사과정을 완전공개 하는 새로운 입찰심사제도를 도입하는 등 입찰 업체선정을 둘러싼 잡음을 제거하기 위해 발 벗고 나섰다. 한국토지주택공사(사장 이지송, 이하 LH)는 건설부조리를 뿌리 뽑고 기술력만으로 경쟁하는 공정한 입찰질서를 확립하기 위하여 "투명한 심사조직, 깨끗한 심사위원, 공정한 심사제도"를 모토로 LH 만의 독자적인 심사제도인 '투명하고 공정한 LH클린심사제도'를 마련 운영키로 했다. 이에 따라 지난 3월 4일부터 6일까지 시행하는 보금자리주택 2차 시범지구(구리갈매, 부천옥길, 시흥은 계) 설계용역 및 아산배방, 인천청라 U-City 구축사업 심사부터 성공적으로 적용했고, 앞으로 시행할 영종자동크린넷 등 모든 턴키심사에 적용한다고 밝혔다.

기존의 최초공모주 발행제도하에서는 일반투자자의 공모주식수요에 대한 의사가 공모가 결정과정에 반영될 수 있는 기회가 없음으로 인해 최초공모주의 심각한 저가발행 현상이 나타나고 있다. 이에 대한 문제점을 보완 개선하기 위하여 본 연구는 기업공개시 주식매각의 한 방안으로 경쟁입찰방식을 제시하였으며, 우리 나라 실정에 맞는 입찰모형의 설정을 위한 제반요인들을 조사 분석하였다. 또한, 경쟁입찰방식을 통한 최초공모주 발행의 장점과 경쟁입찰방식과 관련하여 예상되는 경제적 제 문제들을 공개입찰을 통한 장외등록기업 사레와 공기업민영화 사례를 통해 간접적으로 유추 검토하였다. 경쟁입찰방식하에서는 발행기업의 진실된 가치와 시장투자자들의 최초공모주에 대한 수요의사가 입찰과정을 통해 최적공모가격 결정에 적절히 반영되어 기존의 발행방식과 비교해 저평가율도 낮아질 것으로 기대되며, 심각한 문제가 없을 것이라는 판단하에 본 논문은 경쟁입찰방식을 통한 최초공모주발행이 기존의 발행방식에 대한 하나의 경제적 대안으로 선호될 수 있음을 보여 주었다.

In our modern information society, many subjects related to computer networks are studies. The electronic bidding system based on cryptology is one of such subjects. In this study, we focus upon the bidding system used in the internet electronically. The electronic bidding system compared to the older version is time consuming and cost efficient in the process of bidding. However, there are many issues, that connected with the safety and the equality, to be resolved before the system can be applied in practice. Therefore, in this paper, we consider with the problems and requirements of the electronic bidding system and analyze the conventional electronic bidding systems based on the requirements. Also we propose the new secure efficient electronic bidding system that satisfies all requirments.

전력시장에서의 공정경쟁의 중요성은 새삼 강조의 필요가 없을 만큼 중요한 것이다. 대표적인 전력시장에서의 불공정행위로는 시장지배적 사업자에 의한 시장지배력 행사와 다수 사업자에 의한 부당공동행위, 즉 담합행위를 들 수 있다. 불공정행위의 실제 행위는 시간별 가격과 용량을 입찰하는 과정에서 부당한 이익을 위한 전략적 행위를 행사함으로써 발생한다. 인위적으로 가격을 올리거나 가격이 낮은 발전기의 용량을 축소 입찰함으로써 정상적인 시장가격보다 높은 시장가격이 형성되어 이러한 부당행위의 당사자가 부당을 이익을 얻게 되는 과정이다. 이러한 행위는 상당히 은밀하고 전략적으로 행사되므로 그 적발이 용이하지 않지만 전력시장을 관찰함으로써 징후를 포착하고. 정밀조사를 통하여 부당행위를 적발, 시정하는 지속적인 활동이 필요하다. 본 연구에서는 이러한 부당행위를 적발하기 위한 기본과정으로서 입찰용량의 적정성 판정을 위한 지표개발을 시도하였다. 설비용량과 보수용량을 감안한 입찰가능용량과 실제 입찰한 용량의 상관관계를 분석함으로써 정밀조사 대상이 되는 비정상 입찰행위 식별지표인 용량철회 가능성 감지지표를 개발하였다.

Starting point bias arises in the iterative bidding framework when the initial bid influences respondent's final bids. The bidding game has become the most commonly used method of asking the valuation question in contingent valuation studies. A bidding game is typically conducted by either personal or telephone interview. Bidding begins with an interviewer positing an initial bid (starting bid) to a respondent. If the respondent is willing to pay the initial bid, the interviewer revises the bid upward until a negative respondent is obtained. A negative response to the initial bid downward until an acceptable amount is found. The final bid is a measure of the respondent's Hicksian compensating or equivalent surplus for the item being valued. This paper explicity tested for starting point bias in bidding games. That is, it was asked whether final bids are influenced by the magnitude of the starting bids in the process of valuating the WTP when to improve the quality of running water in Seoul and its vicinity. The result shows staring point bias exists in the present data and its magnitude is ${\delta}$=-0.265237.

The study is concerned with providing the improvement method on making a reasonable and scientific decision on the damages accrued from the bid rigging in the construction work. According to the review on the precedent studies and decision cases on the damages caused by bid rigging, the representative problems include the insufficiency of the classification system on the damage calculation method and the omission of the necessary stage in the damage determination process. First, the improved classification system on calculating the damages caused by bid rigging is presented with the application to the bid rigging in the construction work by adding the ratio factor in addition to the damage calculation parameters such as price and cost. Second, the standard procedures organized with six stages is presented as the process required for determining the damages if the indemnification for bid rigging is claimed. The study becomes the foundation for resolving the problem with the undue burden on a party and for preventing the opportunity loss by resolving a dispute early through the improvement classification system and standard procedures presented in the study.

웹 상에서 인터넷을 이용한 전자상거래와 관련된 다양한 서비스가 창출되고 있다. 온라인 쇼핑몰에서 발전된 개념인 온라인 경매시스템은 쇼핑몰과는 달리 물품등록, 입찰 및 낙찰, 물품거래의 과정을 거친다 그러나, 대부분의 경매시스템은 입찰 및 낙찰과정에서 거래 당사자간에 신뢰성 있는 가격을 결정짓지 못하고 있다. 따라서, 본 논문에서는 가격 결정 방식에 따른 인터넷 경매의 종류와 유형을 분석한 후 경매 시스템 사용자들에게 사례 유사도와 웹 마이닝을 이용한 가격 정보를 제시하여 객관적인 기준으로 경매 물품의 가치를 평가할 수 있도록 하고, 표준화된 데이터 표현 방법인 XML을 이용한 인터넷 경매 시스템을 설계하고 프로토타입을 구현하고자 한다.

최근 컴퓨팅 기술과 통신 기술의 급속한 발전으로 클라이언트/서버 컴퓨팅 환경에서 네트워크 컴퓨팅 시대를 지나 인터넷 컴퓨팅 시대가 도래하고 있다. 인터넷 사용이 보편화되어 감에 따라 기업의 정보 시스템의 인터넷 기반의 인트라넷/익스트라넷 시스템으로 구축되어 가고 있으며 인터넷 환경에서의 기업과 소비자간 또는 기업과 기업간의 전자 거래 관련 응용 프로그램의 개발이 다양해 지고 있다. 본 논문에서는 인터넷 환경에서 기업과 기업간 전자 거래에 있어서 기업의 글로벌화를 통해 조달 업무의 투명성과 신속성 및 질적 향상을 추구할 수 있도록 제공하기 위한 웹 기반 전자 입찰 시스템을 구현하는데 있어서 클라이언트와 서버 및 데이터 베이스를 연동하기 위한 웹기술, 기업간의 문서 교환을 위한 XML/EDI 기술 및, 입찰과 계약과정, 조달과정에서 안전성 및 신뢰성을 보장하기 위해 공개키 암호화 기술인 PKI 기반 구조의 인증 및 전자서명을 활용한 보안 기능을 설계한다.

Korea's public construction projects are under construction through bidding, however, due to the nature of the bidding, collusion between participants can occur. The collusion of bids accordingly damages the client. So, it is necessary to calculate the appropriate fictitious competition price to compensate for this. In this regard, econometrics methods are generally used, but there are limitations and issues arising from the nature of construction, especially design-build bid. Therefore, this study proposes a method to estimate reasonable competitive bid-price in design-build bid. It derives the lowest bid-price from the design submitted by the proponent and estimates the competitive bid-price by examining the factors according to the penetration rate according to the technical level of the tester, the skill level of the competitor, and the type of tester. Based on the method proposed in this study, a reasonable price can be derived that reflects the characteristics of the design and construction bidding bidder selection method and also it can be used as a reference material in the actual bidding process as well as calculating the damage due to the answer.
