성역할 고정관념과 일-가정 양립 갈등: 한중일 국제비교

  • 이 연구는 동아시아 한중일 3개국을 대상으로, 낮은 출산율을 공통의 특징으로 하면서도 서구 선진사회들에 비해 저출산 문제를 해결하기 위한 일-가정 양립 지원 정책이 미비한 이유를 3개국에서 각기 다른 형태를 보이는 젠더레짐(gender regime) 개념을 통해 탐구하려고 하였다. 연구를 위한 분석대상 자료는 2012년 국제 사회조사(ISSP)의 '가족과 변화하는 젠더 역할 모듈(Family and Changing Gender Roles)'이다. 연구결과, 전통적 성역할 고정관념과 노동시간은 3개국 모두에서 일-가정 양립 갈등과 정적인 관계를 보이는 것으로 나타났다. 그런데 전통적 성역할 고정 관념과 노동시간, 연령대를 제외한 모든 영향요인은 한국에서만 차이를 보인 것도 특징이다. 한편 임금과 교육수준이 일-가정 갈등에 유의미한 영향을 미치지 않는다는 사실은 일-가정 갈등이 전체 사회 구성원들에게 보편적인 문제라는 점을 보여주었다. 연구의 결론에 따라 세 가지 정책 제안을 하였다. 일-가정 양립의 문제가 전통적 성역할 고정관념과 중요하게 연관된다는 점을 확인한 점은 이 연구의 중요한 의의이다. 연구의 역사가 긴 서구사회에 비해 관심의 주변부에 있던 동아시아 국가들 역시 젠더 레짐의 정책적 성격에 따라 분류될 수 있음을 밝힌 것도 의미가 있다.

A Thematic Analysis of Nurses' Work-Family Balance in the Korean Nurses Association News (간호사신문에 게재된 일-가정 양립 주제분석)

  • This study analyzed the Korean nurses association news described nurses' work-family balance for fifteen years by drawing on the qualitative thematic approach. From September 14, 2012 to February 10, 2015, data were collected by searching news articles associated with nurses' work and family balance published from 2000 to 2014 in the Korean nurses' association news online. A total of 73 news articles were used for data analysis. Two themes and ten sub-themes were derived; under the first theme of the government policy on work-family balance, the 'policies of maternity leave', 'parenting support', 'working condition improvement', and 'family-friendly culture' were identified as the sub-themes. For the second theme of Korean nurses association activities on work-family balance, the 'activities for various working shifts', 'constructing 24 hours childcare facilities', 'supporting unemployed nursing workforce development', 'healthy birth and parenting environment', 'family-friendly work environment', and 'securing nurses for nursing shortage' were identified as sub-themes. The Korean nurses association news in terms of work-family balance providing a voice for nurses regarding the benefit of maternity leave, increasing awareness of gender equality from a gender perspective, and leading the public attention to it in depth.

Work-Family Balance Policies Responding to Low Fertility (저출산 대응을 위한 일-가정 양립지원정책)

  • The total fertility rate of our nation has been in the world's lowest level with constant falling since it reached an all-time low in 1983. The increase in economic participation of women, difficulties to balance work and family life, and traditional gender role and family norms in our society have been blamed for causing low birth rates. In addition, the current economic recession and increased polarization of wealth make it more difficult for working families to balance work and family life, resulting in lowering fertility rates. The Korean government has recently prepared the second five-year basic plan(2011-2015) to deal with low fertility and population ageing. The basic plan aims at providing support for working families in balancing work and family life and helping people ease the burden of marriage, childbirth, and raising their children. The work-family balance policies based on gender equality will do much to increase fertility rates in the future. In this context, this study examined current status and problems of balancing work and family life in our society, the Korean government and corporate policies for work-family balance, and the effects of policies on childbirth. Suggestions for future directions are presented.

A Study on the Transition of Work-Family Reconciliation Policy and Gender Regime -Focusing on Recent Introduction of Parents Benefit- (독일 일-가정 양립정책과 젠더레짐 변화에 대한 연구 -최근 부모수당제도의 도입을 중심으로-)

  • The purpose of this study is to analyse the reality and dynamics of transition of work-family reconciliation policy and gender regime in Germany to focus on recent introduction of parents benefit by applying meta path analysis. There is made of 'layering' in work-family reconciliation policy area. Because political barrier has alleviated they can introduce parents benefit, but cannot help stick to child care benefit because of internal barrier. But because parents benefit has activated by 'differential growth', German gender regime has suffered core transition of complementation that dominant structure has changed from 'sequential reconciliation' to 'concomitant reconciliation'. On the other hand, by 'purposeful decoupling' of gender area, core activists have attempted to cut the possibility of weakening of coordination relationship on main institutional areas of German model.

A Study on Female Workers' Recognition and Utilization about Work-Family Balance Support Policy (여성 근로자의 일·가정양립지원제도 인식과 활용에 관한 연구)

  • This study analyzed the relationship between recognition and utilization of work-family balance support policy. 'Childcare leave' was the most Implemental and utilized policy, and 'working hours reductuion', 'flexible commute time' in order. Awareness(p<.001) and satisfaction(p<.05) of using work-family balance support policy positively affected the effectiveness recognition. For intention to use work-family balance support policy, awareness and satisfaction of work-family balance support policy was not significant but family support marginally affected. This study provided implications for expanding policy consideration on female workers' family and understanding the effectiveness of work-family balance support policy.

Mediating Effect of Work-family Balance on the Relationship between Anger and Organizational Commitment (한국 직장인의 일-가정양립이 분노와 조직몰입 간의 관계에 미치는 매개효과)

  • The current study is to examine the effects of anger and work-family balance on organizational commitment. Two-hundred workers attending the Institute of Lifelong Education at a University in Seoul completed the instruments assessing anger, work-family balance, and organizational commitment. The results from structural equation modeling analysis showed that anger was negatively related to work-family balance and organizational commitment, and work-family balance was positively related to organizational commitment. Moreover, the relationship between anger and organizational commitment was partially mediated by work-family balance. These findings suggest that a way to focus on both anger and work-family balance than only anger is more productive in order to boost organizational commitment.

Work-Life Balance Policies in Germany and the Participation of Private Companies (독일의 일·가정 양립정책과 민간 기업의 참여)

  • Traditionally, Germany, a conservative welfare state, has pursued a male breadwinner model based on gender division of labor. For a long time, Germany tried to address low fertility through economic support centered on cash benefits, but it was not successful. In 2007, the German government began to shift the paradigm of family policy for work-life balance under the slogan of "A mix of time policy, income transfer, and infrastructure." When the issue of low birth rates emerged as a national concern in Germany, there was a growing social sentiment that not only the government but also private companies should contribute to increasing fertility by providing family-friendly personnel policies and working conditions. Private companies have been voluntarily improving family-friendly working conditions beyond legal obligations, aiming to secure personnel and prevent turnover. Germany's fertility rate is currently rising toward the European average level in 2023, which can be attributed to the government's work-life balance policies and the participation of private companies. In terms of improving work-life balance policies in Korea, it has been proposed to change the perception of the need for fathers to participate in child care, to make parental leave compulsory for men, to guarantee employment for women after childbirth, to expand child care facilities, and to revitalize family-friendly policies in companies.

A Study on the Relationship between Changes in Family Life due to COVID-19, Daily Stress, Work-Family Balance Conflict and Job Satisfaction of Married Working Women (기혼 직장여성의 코로나 19로 인한 가족생활 변화와 일상스트레스, 일-가정양립갈등 그리고 직무만족도 간의 관계에 관한 연구)

  • This study analyzed the relationships between changes in family life due to COVID-19, daily stress, work-family balance conflict and the job satisfaction of married working women. The subjects of this study were 1,934 married women wage workers who were extracted from the data of the 8th year of the female family panel survey surveyed in 2020. Path analysis was conducted to analyze the hypothesis using AMOS 21.0. The study results revealed that family life change doesn't directly affect work-family balance conflict, but increases job satisfaction. But family life change indrectly affects increasing work-family balance conflict and decreasing job satisfaction through daily stress. And daily stress affects increasing work-family balance conflict and decreasing job satisfaction. Additionally work-family balance conflict has an effect on reducing job satisfaction. Based on the results, practice and policy suggestions were made to reduce work-family balance conflict and increase job satisfaction of married working women.

  • As Korea's low birth rate has become a serious social problem, various government-level policy initiatives have been proposed to introduce and expand family-friendly personnel systems for work-family balance. The main causes of low birthrates in Korea are the increased participation of women in economic activities and the difficulties of work-family balance. As part of women's policy, support policies were introduced at various levels such as family-friendly institutions and flexible working systems, but they did not have much effect as an alternative to low birth rates. The implications of family-friendly institutions within the organization beyond low birthrates, which are continuously present, have greater implications at the time of new social transformation. This paper will investigate and discuss the implications of family-friendly policies and the implications of the flexible working system in the civil services.
