Labor Transition of Middle-aged and Elderly and the Effects of Perceived Job Stability on Poverty Exit (중·고령층 고용변화 추이와 고용안정성이 탈빈곤에 미치는 영향)

  • This study analyses labor transition of middle-aged and elderly in Korea utilizing Korean Longitudinal Study of Ageing(KLoSA). Then it estimates the effects of perceived job stability for the middle-aged and elderly on poverty exit based on the age group simulation. The outcomes suggest that mid-50s and over are highly vulnerable to early retirement and they suffer from unstable employment and low possibility of re-employment. The logit analysis that simulates the effects of perceived job stability on poverty exit shows that mid-50s are more likely to get off the poverty than 65 and over when they have stable jobs. These implies that labor market policies should be designed in a tailor-made manner in consideration of the age group and its characteristics. This study also suggests the introduction of progressive labor policy measures that extends retirement age, that provides with job opportunities to middle-age and elderly, and that links employment and welfare under the umbrella of income security plan for the middle-aged and elderly.

  • This paper is meaningful in that it empirically studies the good job condition of which young people think and the impact of job search behavior on employment. In addition, employment status and additional job search performance were set as performance variables. The main research results of this study are as follows. First, as for the good job condition considered by young people, wages and salaries in terms of companies, job stability in terms of environment, and work-life balance in terms of individuals were found. Second, job search behavior was found to be a key variable influencing employment status and job search performance. Third, it was found that job-search stress injures employment. Finally, work experience promotes employment and job search performance. Therefore, to increase the employment success rate of young people, above all, various supports for increasing the frequency of young job seekers' active job search behavior are needed. To this end, it suggests that it is necessary to develop a customized youth policy service model and to provide systematic services to meet the needs of young people.

  • The Purpose of this study was to analyzed the possibility of sport leaders cooperative model promote life sport through the creation of stable jobs for sports leaders. For the study, a questionnaire in preceding study was revised through the advisory committee and used to survey 20 life sports leaders in D city and 10 operators of sports cooperatives. After analyzing and categorizing of the survey results, the following conclusions were obtained. Sports leaders' cooperatives can be a model for revitalizing life sports, if more than 5 life sports leaders recognize the clear purpose and necessity through education, and operate the cooperative through communications in unity of members. It is thought that this can a new method for the development of the diversity of sports participation and the development of life sports.

The Experience of Self-employed Business and the Income Mobility by Age Group (연령별 자영업 경험과 소득계층 이동에 관한 연구)

  • This paper aims at analysing what impacts the experience of self-employed business have had on the income mobility. Since 2000s, the flexibilization of labor market and the population aging led to the increase of the number of self-employed job as many retirees at the age of early 50s has set up the self-employed business as a bridge job. However, previous researches just have emphasized on the impoverishment of the self-employed, but not focused on what different effects the experience of self-employed had on the income class mobility by age group. This paper compares the difference in the income class mobility by age group and employment status, and analyses its longitudinal trends. According to the result, as a whole the experience of self-employed has positive effect on the upper mobility of income class, but it become disadvantageous for the upper mobility as the age goes up. When belonging to the age group over 60s, the experience of self-employed rather increases the risk of lowering income class. Just as the experience of self-employed has different effects on income class mobility by age group, so the differentiated measures for age groups are demanded.

Management Efficiency of Forest Tending Works by Using Data Envelopment Analysis (DEA(Data Envelopment Analysis)기법을 이용한 숲가꾸기 사업의 경영 효율성 분석)

  • Korea Forest Service is recently focused on forest tending works for promoting in green jobs. The purpose of forest tending work is not only maintaining ecologically stable forest stand structure but also developing commercial forest. These trends are also emphasized by creation of various benefits and expanding carbon absorption in forest management. For achieving these purposes, Management efficiency of output was analized by the inputs such as labor cost, material cost and expense cost using DEA technique. The results show that, 19 sub-compartments are appeared to be the optimal in the efficiency of the forest tending works among total 52 sub-compartments. Among those there were 5 sub-compartment 8-0-3, 9-3-3, 6-0-3, 7-0-6, 1-0-5 and 3-0-3 to be considered in the high reference. The high reference areas mean those areas which is well accomplished in forest tending works as the desirable model.

  • 정부는 공공데이터 개방을 통해 신산업, 일자리 창출 등 경제 활성화를 위한 도구로 활용하는 것을 목표로 한다. 정부는 고품질의 공공데이터 보유를 위하여 품질 개선 활동을 통해 공공데이터 품질 향상을 진행하고 있다. 그러나 공공데이터 품질관리 수준 진단을 진행하는 담당자의 데이터에 대한 전문성과 이해도에 따라 품질진단 결과에 격차가 발생하여 진단 결과의 신뢰성을 보장하기 어렵다. 본 논문은 공공데이터의 원활한 품질진단 지원을 위해 품질진단규칙 매핑 모델을 제안하여 공공데이터 품질진단의 안정성과 신뢰성을 높인다.

Labor Market Integration and Transition to Marriage (노동시장통합과 결혼 이행)

  • This study purports to analyze how individuals' labor market integration affect their transition to marriage. In doing so, I construct variables for job stability and continuity to represent labor market integration using labor force status and years of participation at the time of marriage and during the three years up to the point of marriage. In particular, I focus on differential effects of these labor market integration on the transition to marriage by cohorts: one for those who are likely to enter the labor market after the 1997 financial crisis and the other for those who are before the 1997 financial crisis. I used the Korean Labor and Income Panel Study and analyzed individuals aged above 18 in 2008. The main results are as follows. being currently employed and regular employment increases hazards of the first marriage for men but decreases them for women. long-term no-jobs decreases hazards of marriage for both women and men. long-term regular employment increases hazards of marriage for women but not for men at the statistically significant level. These effects vary by cohorts implying that recent economic and labor market instability deteriorated economic conditions for the youth making transitions to marriage.

Employment Protection Legislation Concerning Service Provision Change in Great Britain (노무용역 공급업체의 변동에 관련된 영국의 고용보호 법제)

  • Most of all the transfer of undertakings in such a service provision business as labour-intensive operation creates uncertainty of employment, aggravates terms of employment and breaks a trade union. However there are no regulations in Korea to protect employees from these undesirable situations. On the other hand Great Britain has introduced the concept of a transfer of undertakings by service provision change in 2006. It was intended to remove or at least alleviate the uncertainties and difficulties created by the need under TUPE 1981 and EU Directive to establish a transfer of a stable economic identity which retained its identity in the hands of the alleged transferee. In contrast to the words used to define transfer in the 1981 Regulations 'service provision change' is a wholly new statutory concept and distinguished from the economic entity. The new provisions seems to be straightforwards and the circumstances in which service provision change is established are clearly set out in Regulations. In this context there is no need for a judicially prescribed multi-factorial approach, as advanced by European Court of Justice like Spijkers test. The new concept of service provision change apply even though there are some minor difference or differences between the nature of the tasks carried on after service provision change as compared with before it. A commonsense and pragmatic approach is required and It is enough only to ask whether the activities carried on by the alleged transferee are fundamentally or essentially the same as those carried out by the alleged transfer. TUPE 2006 of Great Britain far exceeding the scope of the Acquired Rights Directive is full of suggestions as a model of legislation to secure a stable employment itself and favorable and fair conditions of employment. More active efforts are needed for lawmaking to prohibit a dismissal and vary conditions of employment for the reason of the transfer of undertakings itself.

  • 건설은 경제 발전과 일자리 창출에 중요한 역할을 담당하고 있다. 그러나, 건설 산업은 타 산업에 비하여 고위험 산업으로, 매년 많은 사고와 재해가 발생하고 있다. 노동부 중대산업재해감독과에 따르면 2022 년 재해조사 대상 사망사고 발생 현황 발표 결과, 건설 사고 사망자는 341 명으로, 전체 산업재해 사망사고자의 53%를 차지하고 있다. 최근 사회 변화와 다양한 경기 변동, 물가 상승에 따라 건설 공사 비용 절감을 위한 안정성 결여, 시공 품질 관리의 어려움, 근로자 안전 의식 부족 등의 문제가 심화되고 있다. 이에 따라, 건설 현장의 근본적인 안전문화의 정착과 함께, 첨단 ICT 기술을 활용한 지능형 건설 안전관리 시스템의 구축이 필요한다. 그리고, 건설안전관리를 위한 스마트 건설 안전관리통합관제시스템(SCMS)의 기능과 적용 범위를 더욱 확대함으로써 건설 현장의 안전사고 예방을 개선할 수 있을 것으로 기대된다. 이를 위해 지속적인 다양한 연구와 데이터 수집과 분석 등 기술적인 연구와 함께 법과 제도에 대한 개선 논의가 필요하다.

A Qualitative Study on the Meaning of Economic Life of Immigrant Women (결혼이주여성이 경험한 경제생활의 의미에 관한 연구)

  • 본 연구에서는 질적 연구방법 중 현상학적 연구방법으로 결혼이주여성들의 경제생활에 대한 생생한 이야기에 귀울이고, 경제생활 경험의 역동성을 심층적인 면담을 통해 그 의미를 분석하고자 한다. 연구질문은 "결혼이주여성이 경험하는 경제생활의 의미는 무엇인가"이다. 연구결과, 의미 있는 진술 67개를 추출하였고, 15개의 중심 의미를 조직하였다. 15개의 중심 의미는 '팍팍한 삶', '자녀교육비, 보험료가 걱정', '적응을 위한 생활방식의 변화 도모', '일자리를 통한 경제안정 추구', '친정가족에 대한 지원과 회귀 기대'라는 5개의 주제 묶음으로 범주화하였다.
