The purpose of this study is to analyze the form and content of the Ordinance on Job Support for the Elderly, and to verify whether the Ordinance has formal validity and effectiveness. For this purpose, the 13 local ordinances of the municipal governments in Seoul were selected for analysis and the contents and composition of each ordinance were analyzed. As a result of the analysis, no major difference was found in the main form of the regulations such as the purpose of enactment of ordinances and contents of business. However, the scope of the policy application and the provision related to the delivery system were confirmed to be different by each regulation. In particular, residents' rights to services did not exist in all ordinances, and the obligation of local governors to provide jobs for the elderly was lacking in specificity and needed improvement. In terms of effectiveness, there are no provisions related to the delivery system or the mandatory nature of the regulations. Based on this analysis, this study proposed the directions of improvement and supplement of the ordinances.

The purpose of this study is to analyze the factors that are necessary for the social enterprise providing jobs and social service provision which is the original purpose pursued by the social enterprise and to examine what factors affect the performance of the social enterprise. The objective is to analyze the factors that are necessary for companies to be sustainable. As a result of the analysis, it is necessary to make efforts to strengthen managerial capacity of managers in order to increase social performance in the case of work integration social enterprises and to improve the business environment so that self - reliance can be made without relying on the support of government or local government. It is necessary to look for a plan.

국내 창업 생태계는 최근 몇 년 사이에 양적으로 급속히 팽창하였다. 정부 또한 가장 시급한 문제로 일자리 창출을 꼽고 이에 대한 해결방안 중 하나로 창업지원을 대폭적으로 확대하며 중소기업에 대한 지원확대를 제시하고 있다. 이러한 배경 하에 창업의 양적 성장은 위에서 설명한 바와 같이 가시적으로 나타나고 있다. 하지만 창업기업의 양적확대라는 긍정적인 측면에도 불구하고 창업기업의 낮은 생존율은 개선의 시급함을 나타내고 있다. 국내 창업기업 10곳 중 7곳 이상이 창업 5년 이내에 폐업을 하고 있는 상황이다. 이와 같은 이유로 2015년부터 중소벤처기업부는 창업기업의 데스밸리(Death Valley) 극복 및 성과창출을 위해 창업 후 3년 이상 7년 이내 기업을 대상으로 자금 및 서비스를 지원하는 등 창업기업이 어려움을 극복하고 사업 지속 가능성을 높이기 위하여 다양한 노력을 하고 있다. 본 연구의 목적 역시 창업자가 사업을 진행하면서 겪는 어려움을 극복하는 요인과 사업지속의지가 어떠한 상관관계를 가지고 있는가를 조사하고 분석하는데 있다. 본 연구에서는 사업 어려움 극복영향 요인(창업자 역량, 지원시스템)이 사업지속의지에 미치는 영향에 관한 연구를 경영성과의 매개 역할과 사회적 지지의 조절 역할을 하는지를 중심으로 진행하였다. 따라서 본 연구에서는 창업자 역량과 지원시스템이 경영성과를 증진하고, 증진된 경영성과가 사업지속의지에 영향을 미칠 것이라는 인과적 경로를 검증하고자 한다. 사회적 지지를 조절변수로 설정하여 본 연구를 진행하였다.

This paper explores the economic spillover effects of forest therapy projects of Korea Forest Service, using the 2011 Input-Output Tables of Bank of Korea. We consider total expenditures on the construction of 20 forest therapy bases and Baekdudaegan Forest Therapy Base, and operation of 3 forest therapy bases. During the 8 years of 2010-2017, we find that these forest therapy projects generate 698 billion wons of production, 456 billion wons of value-added, and 8,176 new jobs.

The purpose of this study is to examine the implications of the business start-up mentoring that overcomes limitations of government support projects' mentoring. The start-up mentoring of 'Creative Maestar Job Creation Project' supported to match mentors and mentees regardless of location, provide a SNS mentoring that allows 24-hour open consulting, and visit a products production site accompanying mentors and mentees. These institutional devices encouraged the preparers of design start-ups to develop effective communication skills and managerial mindset, not material support. In addition, mentors and mentees have become facilitators of learning that grow their mutual capabilities by constantly exchanging new ways of thinking, behaviors, and values. As a result, this study implies the importance of mentoring a talented person focusing on cultivating the qualities of a one-man design entrepreneur and a mentor's relationship with a mentor based on human trust.

Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.

미래 학자들은 21세기를 해양혁명(Marine Revolution)의 시대로 예견하고 있으며, 세계의 선진국가들은 해양이 지닌 방대한 자원을 개발하고 해양환경을 보전하기 위한 노력을 기울이고 있다. 또한 해양관광은 전세계적으로 신관광상품으로 인식되고 있으며, 수심이 얕은 연안, 섬과 섬사이, 해안 등은 미래의 공간자원으로써, 제2의 국토공간개발지역으로 그 중요성이 증대되고 있다. 또한 "21세기 국토개발구상(안)은 해양을 중심으로 U자형의 국토개발축을 구상하고 있다. 남해안축은 한려해상, 다도해의 역사 문화자원을 이용하여 "남해안국제관광벨트"를 조성하고 정기적으로 서해안 동해안과 연계하는 관광벨트를 조성하여 3면의 해안을 활용하는 관광계획을 구상하고 있다. 현재 추진중에 있는 남해안 관광벨트사업은 동 서화합의 물꼬를 트는 대표적인 사업으로 지역간 화합을 추구하는 새로운 전기를 모색하고 있다. 남해안 관광벨트사업은 산발적 부분적 개발을 지양하고 해양관광벨트 산업관광벨트 환경생태관광벨트로 공간의 다원화 전략을 세계적으로 수립하여 지역발전을 도모하고 주민의 일자리 창출을 통해 소득의 극대화가 가능토록 하여야 한다. 따라서 남해안을 국내 외 관광객을 대거 유치할 수 있는 국제 해양관광 선도지역으로 개발을 유도하며 영 호남 공동의 상징적 프로젝터로서 21세기 해양관광시대에 대비하고 동 서화합협력체제의 구축방안을 마련하는데 있다.

Social enterprise has moved from periphery to take center stage. Social enterprises are a truly global phenomenon and associated with solving social problems with business approaches. While the numbers of social enterprises have grown and their impact is likely to continue to do so, it would be dangerous to assume that the revolutionary momentum will automatically continue, because social enterprise faced sustainability challenges. This study collected the data from directory of Korean Social Enterprise to conduct a quantitative research on the growth of social enterprise in South Korea. This study conducted longitudinal analysis of 491 social enterprise certified between 2007 and 2010, of economic performance with financial index and social impact with employment structure. Though global financial crisis, Korean social enterprises show that there is a considerable increase in all of quantitative and qualitative aspects. Korean social enterprises have provided meaningful work to those normally excluded from the labour market and tried to raise their life of working. In the future, Korean social enterprises should find a way to balance social and financial performance and ensure the sustainability of the business.

2014년 국토교통부 예산이 전년대비(22조원, 추경포함) 5% 감소한 20.9조원으로 국회 본회의를 통과하였다. 경기활성화 및 일자리 창출을 감안하여 SOC투자 규모가 크게 줄어들지는 않았지만, 향후 복지지출 등의 수요증가로 SOC투자여건은 계속 어려워질 전망이다. 이러한 가운데 편안하고 접근성이 좋은 SOC에 대한 국민들의 기대수준은 더욱 높아지고 있어 국토교통부는 올해 SOC투자 효율성을 제고하는데 초점을 둔다는 방침이다. 즉 도로, 철도 등 주요 SOC사업의 투자 패러다임의 효율성을 높이고, 국민들의 체감효과도 높이는 방향으로 전환해 나갈 계획이다.
