농촌관광의 접근성 개선 및 마케팅 전략

  • 2002년 농가소득은 도시근로자가구소득에 비하여 73.0%로 불과하고 매년 그 격차는 확대되고 있다. 또한 농외소득의 비중이 53.9%로 일본 87.0%, 대만 79.5%, 미국 94.7% 등에 비해 그 비중이 매우 낮아 농외소득원 개발이 필요한 실정이다. 더구나 인구 3천명 이하 면수가 1990년 152개 지역에서 2000년에는 447개로 증가하는 등 농촌지역에 인적이 끊어지고 있는 곳이 증가하여 어떻게 지역을 유지해 나갈 것인가가 중요한 과제로 대두되고 있다.(중략)

  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

  • In recent time, rural-studying programs have emerged as an alternative to promoting exchange between urban and rural areas. The purpose of this research will be to take a look at such exchange activities through the study of cases involving rural areas using its human and material resources. The research will also consider the implications resulting from the possibility of its application in Korea. According to a Japan's rural-studying program, there was a whole family participation and there was cooperation between the school, village and the local government. There are some domestic places that applied this program, but only a few are successfully being implemented. To increase the possibility of successful application, building network systems between rural-studying schools will be vital. So will be the building of critical infrastructure to induce the return to farming and the establishment of assistance institutions. Also, visible assistance towards farms in rural area and conversion of recognition upon exchange activities between urban and rural will be necessary. Legislation of rural-studying program, establishment of local government assistance ordinance and continual education to local inhabitants will be central to the role of central and local government.

Can Information Technology Revive Rural Economies?: The Cases of E-villages in Korea and Japan (정보통신기술과 농촌 경제: 한국과 일본 정보화마을의 사례 연구)

  • There has been a high expectation that information technology (IT) can do something good for the rural perils. Efforts thus have been made in many countries to 'informatize' rural areas, namely to roll out IT infrastructure into remote areas and to enhance the computer literacy of rural residents. The present study examines the 'e-village' projects implemented in Korea and Japan. It evaluates the business models employed by the e-villages such as e-shops of local products and tour guide programs, the ways in which rural residents have managed their business models, the practices of information exchange within and outside of the villages, and the monetary gains of the business models. The study collects data mainly from the e-village web pages of both countries. The study reveals that the e-village business models have performed less than expected in general, and that Japanese e-villages are better off than the Korean counterparts. The study identifies the factors responsible for such mediocre performances of the business models including a lack of retail business experiences and capabilities of the rural people. The study findings highlight the importance of human resources, rather than the new technology per se, for rural development.

A Study on the Regional Activation through System of Road Station in Japan (일본의 Road Station사업을 통한 지역활성화 사례에 대한 기초적 연구)

  • The purpose of this study is to clarify the actual condition of the road station in japan. The thorough investigation and observation works were made from the view points of the location and service facilities of the road station in kanto area. This article discusses about the basic characteristics of the road stations and actual condition of service facilities of 126 road stations in kanto area. The results of this study are summarized as follows; The main patterns of the site by locational conditions are classified in five types. Those are mountain district type, traffic point type, urban district type, riverside type and seaside type. In planning of road stations, locational condition and regional difference of public facilities are crucial factors.

  • The purpose of this study is to clarify the actual condition of the plan of middle schools in the rural area. Recently, many middle schools are remodeling the buildings and facilities based on the department system. This study, through analyzing on 3 cases of middle school in korea and japan. This article discuses about the basic characteristics of the plan composition and the education programs of 3 middle schools. The results of this study are summarized as follows; Home room and home base should be more faithfully. Various common space is needed to comfortable school life of students. In case of side corridor type plane, moving path is much needed. Most of them take horizontal zoning system in the department system of middle schools. Media space is very important to enhance the characteristics of each subject zone.

Case Analysis of Japanese Excellent Rural Housing for Improvement of Settlement Environment in Agricultural Region (농촌지역의 정주환경 개선을 위한 일본우량전원주택 사례분석 연구)

  • Purpose: The purpose of this study is to suggest a implication and improvement which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. Method: Accordingly this study reviewed for rural housing regulations and policies that appear in the process of developing Japanese Excellent Rural Housing. According to the case study, municipal organizations have implemented independent housing programs base on the Promotion of Rural Residence Act for returning farmers. Result: They provide service to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. The service program is run by a cooperative way. In addition the Japanese Excellent Rural Housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for local community formation and interaction for harmony between existing residents and returning farmers. In the case of Korea, targeting existing residents and returning farmers for settlement environment in rural areas need jobs, child care, education, and comprehensive housing counseling. In addition, this suggests the need for linkages between the various community programs and residents.
