  • 본 논문은, 국적일반화물선 공식안전성평가(Formal Safety Assessment, 이하 FSA) 연구의 1, 2 단계에 해당하는 위험요소 식별(Hazard identification) 및 식별된 사고 시나리오에 대한 위험도 분석(Risk analysis) 결과를 소개한 "국적일반화물선 초기안전성평가 연구(1)"에 이어서 FSA 연구의 3, 4 그리고 5단계의 내용으로, 국적일반화물선의 위험도 수준을 저감할 수 있는 위험도제어방안들(Risk Control Options)을 식별하는 단계(Step 3)와 식별된 위험도제어방안들 중 전문가 의견수렴을 통하여 선별된 위험도제어방안들을 대상으로 한 비용-효과 평가 단계(Step 4: Cost-Benefit Assessment) 그리고 비용-효과 평가의 결과를 정리하여 국적일반화물선의 안전성 제고를 위한 구체적인 방안을 제안하는 단계(Step 5: Recommendation for Decision Making)의 결과를 소개하였다.

  • This study was carried out in order to verity the usefulness of FSA(Formal Safety Assessment) methods as a tool to conduct a safety assessment of general cargo ships flying the Korean flag, and to provide useful information on 'the Safety of General Cargo Ships' for IMO committee's discussion on the matter at a future session. In the previous paper, "A Study on High-level FSA for Korean-flagged General Cargo Ships(1)", the concepts of the FSA methodology and its five steps were described and the results of Hazard Identification(Step 1) and Risk Analysis(Step 2) from the FSA study for the Korean-flagged general cargo ships were discussed. Subsequent to the Steps 1 & 2, the identification of Risk Control Options(RCOs-Step 3) for eliminating or reducing either the frequency or the severity of the risks identified and their Cost-Benefit Assessment(CBA-Step 4) were undertaken. In this paper, the results of the Steps 3 & 4 are discussed, and some recommendations are made.

  • Following the application of Formal Safety Assessment(FSA) to bulk carriers, crude oil tankers and large passenger ships, an urgent need to consider the safety of general cargo ships has recently been raised through the International Maritime Organization(IMO)(IMO, 2006a), and related FSA studies are being carried out by International Association of Classification Societies(IACS) as a preparatory work for the discussion on the issue of general cargo ship safety in the IMO committee. FSA is a structured and systematic methodology which is based on the techniques of risk analysis and cost benefit assessment to assist in the decision-making process, and aims at enhancing maritime safety, including protection of life, health, the marine environment and property. FSA can be used as a tool to facilitate the development of regulatory changes equitable to the various parties, with a view to aiding the achievement of consensus, and to help in the evaluation of new regulations and in making a comparison between existing and possibly improved regulations(IMO, 2007). This study aims at verifying the usefulness of FSA methods as a tool to conduct a safety assessment of general cargo ships flying the Korean flag, and providing useful information on 'the safety of general cargo ships' for IMO committee's discussion on the matter at a future session. FSA comprises five steps, however, steps 1(Hazard identification) and 2 (Risk analysis) from the FSA study for the Korean-flagged general cargo ships are discussed in this paper.

A Study of Fatigue Strength Assessment for Hopper Knuckle of Bulk Carrier According to Joint Shape Change (산적화물선 호퍼 너클 이음부의 형상 변화에 따른 피로강도평가에 관한 연구)

  • 일반적으로 비중이 큰 철광석이나 석탄 등을 운반하는 선박화물선의 호퍼 너클 이음부는 여러 판이 용접되어 복잡한 형상을 가지고 있어 응력이 집중되어지므로 피로강도평가 시 많은 문제점이 노출되는 구간이다. 이번 연구에서는 기존 sloping 방식의 호퍼 너클 이음 부를 갖는 180k 산적화물선 표준 모델과 제안 되어진 round 방식의 호퍼 너클 이음 부를 갖는 산적화물선에 대하여 구조강도평가와 피로강도평가를 수행하였다. 이때 합리적인 비교를 위하여 제안되어진 모델은 기존의 표준 모델의 화물창과 발라스트창의용적이 일치하도록 제안하였다. 또한 CSR을 기반으로 한 하중들에 대하여 허용응력과 25년 피로수명을 만족하도록 구조부재를 결정하였으며 피로강도평가 결과를 바탕으로 호퍼 너클부의 변화에 따른 선각 중량과 상대 건조 비 개념을 이용하여 보다 효율적인 구조를 제시 하였다.

Corrosion Loss of the Shell Plates of the General Cargo Vessels and the Lumber Carriers According to the Age (일반화물선과 원목운반선의 선각외판 부식도의 선령별 변화)

  • Corrosion loss of the shell plates of the steel vessels are measured and analyzed on the thirty cargo vessels and fifteen lumber carriers of which nationality belong to Korea. Thickness of the shell plates were determined at the every observed points set along the fore and aft line and perpendicular to it, by use of the ultrasonic thickness meter. Difference of the thickness between the original and the determined shell plates are given as the corrosion loss at the present age. The results obtained are summarized as follows: 1. On the cargo vessels, (1) The total mean of the corrosion loss is greatest at the light waterline, in every age class of the vessels. (2) The total mean of the corrosion loss on the fore and aft line shows little difference, even though it is slightly greater at the fore part, in every age class of the vessels. (3) Corrosion loss along the perpendicular line grows greater in the order of freeboard, load waterline, upper bilge line and light waterline, within the 16 of the age of the observed vessels. Its order varies to freeboard, upper bilge line, load waterline and light waterline in the age of 35. Corrosion loss at the light waterline and load waterline, in the age of 35, shows 3 times of it at the freeboard, and it at the upper bildge line shows twice of it at the freeboard. The fact significates the corrosion grows rapidly around the waterline. 2. On the lumber carriers, (1) The total mean of the corrosion loss is greatest at the upper bilge line, in the every age class of the vessels. (2) Total mean of the corrosion loss on the fore and aft line shows little difference, even though it is slightly greater at the fore part, in every age class of the vessels. (3) Corrosion loss along the perpendicular line is least at the freeboard and greatest at the upper bilge line, and its value at the upper bilge line shows twice of it at the freeboard. 3. The total mean of the corrosion loss of the lumber carriers shows almost twice of the cargo vessels.

감천항 항해장비불량선박 및 시야제한선박의 안전도선

  • 부산항 내의 3대 주요 항만인 감천항에는 일반화물선으로부터 어선, 수리를 위해 기항하는 선박 등 다양한 선종과 상태의 선박이 감천항 방파제와 두도(頭島) 부근의 좁은 수역을 통과하여 입출항하고 있는데, 장비가 불량하거나 선체 구조물 또는 기타의 이유로 운항자의 시야를 제한하는 선박들이 방파제와 두도 부근에서 조우할 경우 충돌, 좌초 등의 해양사고 발생 가능성이 증가하게 된다. 본 연구를 통하여 감천항을 기항하는 항해장비불량선박 및 시야 제한 선박의 실례에 대하여 설명하고, 해당 선박의 안전도선을 위한 방안을 모색하고, 후속연구의 필요성을 강조하고자 한다.

Financial Analysis and Effects on Performance of Offshore Freight Shipping Companies (외항 화물운송업의 재무분석 및 성과에 미치는 요인 연구)

  • Using data from 2008 to 2017, this study analyzed the financial characteristics of offshore freight shipping companies in Korea, categorized by vessel type, and their impact on business performance. The analysis showed an upward trend in the overall debt ratio of offshore freight transport companies and differences in the financial characteristics of each vessel type as well as the major factors affecting business performance. In particular, the significant factors affecting the ROA performance of the business are the size of business and debt ratio in the LPG line; the growth rate in the bulk line; the size of business, debt ratio, and year in the general freight line; and the size of business, growth rate, entertainment expense rate, debt ratio, and year in the full container line. Therefore, each shipping company needs to recognize differences in key financial factors affecting its performance based on vessel type, implement proactive measures, and diversify its vessel portfolio.

  • 우리나라 조선해양산업은 1970년대 초에 본격적으로 세계 조선시장에 진출하여 짧은 기간에 세계 1위의 조선대국으로 도약하였다. 현재의 위상을 공고히 하고 지속적인 경쟁력 우위를 유지하기 위해서는 기존 주력제품의 원가 및 품질의 차별화 전략과 아울러 고부가 제품의 수주확대가 무엇보다 필요할 것이다. 현재 우리의 주력판매 선종인 유조선(Tanker), 산적화물선(Bulk Carrier), 6,000TEU급 미만의 일반컨테이너선 등은 이미 성숙기에 진입한 제품으로서, 기업주도로 원가절감 및 품질향상이 활발히 추진하고 있으나 조선업의 미래 성장동력으로서는 한계가 있다.   • There may be a lor of studies on the economic design of ship for the most favorable combination of design basis on the owner's request. However, there are few on the economical ship's size and speed for the ship owner's stand point. This paper describes on the optimal ship's size and speed to the given marine commercial environments for the owner's requirement to the shipyard. As the result of the paper, the criterion curve of bulk carrier will also be used to assess existing ships for their profitability.
