기존의 정보화사업 평가는 정성적인 부분과 정량적인 부분으로 이루어 졌으며, 정성적인 부분은 정보시스템의 성능과 사용자 만족도 측면을 중점으로, 정량적인 부분은 비용편익(B/C)분석으로 진행되었다. 최근에 정보화사업 평가에 BSC(Balanced-Scorecard)를 활용한 평가 방안이 제시되어 이를 이용한 평가가 이루어지고 있다. 공공부분의 정보화평가는 행정업무의 효율성 능률성 효과 측면과 대민서비스 측면을 중점으로 진행되고 있다. 본 연구에서는 기존의 BSC를 활용한 정보화사업 평가를 위해 설문 대상을 내부자(업무담당자)와 외부자(일반사용자)로 구분하여, 정보화사업을 평가하고 비교하는 새로운 평가 모형을 제시하고자 한다.

본 연구는 해양수산부가 지원하는 해외항만개발협력사업의 일환으로, 중미국가인 엘살바도르 주요 2개항의 항만개발 타당성조사 및 기본계획 수립을 목적으로 하되 장래 해외항만개발사업에서 참고할 수 있도록 정리하였다. 주요 내용으로는 국가 일반현황 및 지역분석, 인프라 현황 분석, 시장조사 및 물동량 수요추정, 항만 개발규모 및 중장기 개발방향 제시, 경제성 및 재무성 분석을 통해 수원국에 필요한 국가 상위계획 자료를 제공하는 것이며, 연구결과가 계획에만 그치지 않도록 사업시행을 위한 재원조달 방안 및 항만 활성화 방안 등 실질적 사업현실화 방안을 제시하였다.

All of enterprises are diversifying it's business items for going concern. But it is very difficult to find a successful business items because they should be in front of various risk factors. Especially the small and middle enterprises are inferior to the large enterprises in every way likes technology development, marketing and human resources etc. So, it can be a decisive decision making to branch out to them. Because they should concentrate their resources for it. This research introduce systematic approach of the decision of famous business items for small and middle enterprises.

일반적으로 북한(北韓)의 노동력(勞動力)은 "양질의 저렴한" 것으로 인식되고 있다. 이러한 인식을 근거로 북한의 노동력에 남한의 자본과 기술을 결합시키고자 하는 대북투자사업(對北投資事業)은 활발히 추진(推進)되어 왔으며, 북한의 핵문제가 해결되는 경우 급속히 실행(實行)에 옮겨지게 될 것으로 보인다. 그러나 북한의 노동력이 과연 "양질의 저렴한" 것인가의 여부에 관하여 체계적(體系的)인 검토(檢討)는 이루어진 바가 없다. 본(本) 연구(硏究)에서는 북한의 노동력이 일반적으로 인식되고 있는 바와 같이 "양질의 저렴한" 것인지의 여부, 특히 '양질' 여부에 관하여 그 타당성(妥當性)을 북한 노동력의 교육수준(敎育水準), 작업규율(作業規律), 노동생산성(勞動生産性)의 세가지 측면에서 검토하여 보았다. 그 결과 교육수준이나 작업규율에 근거하여 북한의 노동력이 '양질'이라고 생각하는 것은 무리한 평가라는 결론에 도달하였으며, 가장 설득력이 있다고 여겨지는 노동생산성에 근거한 예상도 실증분석의 결과 타당성이 작은 것으로 나타났다. 자료의 한계상 본(本) 연구(硏究)에서 대상으로 한 것은 북한(北韓)의 평균적(平均的)인 노동력(勞動力)의 질(質)로서 실제 우리 기업이 고용하게 될 노동력의 질과 차이가 있을 수 있다. 그러나 본(本) 연구(硏究)에서 분석한 바와 같이 북한의 노동력이 '저렴'하지도 '양질'도 아닐 수 있으므로 대북투자사업(對北投資事業)의 보다 신중(愼重)한 검토(檢討) 및 대북투자사업시(對北投資事業時) 보다 효율적(效率的) 북한 노동력의 활용방안(活用方案)이 모색(摸索)되어야 할 것이다.

This study aimed to explore the methods to provide life service for hinterland villages, which is the biggest function of the seat of myeon in rural areas, and enhance central functions/roles. This study also aimed to provide basic information to establish a direction of the future projects of the seat of myeon through empirical study on the comprehensive improvement projects of the seats of eup and myeon and related demanders' perception for sustainable rural area. Based on the results, a variety of hardware manuals are correspondent with present rural situations in the comprehensive improvement projects of the seats of eup and myeon. Therefore, community-based welfare facilities should be expanded. Also, village infrastructure facilities and village landscape projects should be promoted to improve pedestrian environment. Finally, switching into an ecological environment project should be considered to improve village environment as well as supply energy saving facilities.

Rapid urbanization has led to the decline of local communities in old city centers and the deterioration of school facilities, resulting in an increased need for school complexes. School complexes are currently growing, with various policies being proposed. However, integrating additional facilities into the existing infrastructure in schools can lead to a range of issues. To mitigate these issues, additional traffic flow paths and complex integration strategies are required. This study categorizes school complex projects into various types based on themes and examines the relationships between each type and community revitalization factors. Through this analysis, the study recommends desirable directions for the implementation of elementary school complex projects to revitalize local communities.

전력산업은 기존의 독점적 구조에서, 분할을 통해 경쟁을 도입하는 시장 구조로 변환하려는 움직임이 현재 진행 중이다. 전력산업의 발전설비 투자는 일반적으로 대규모의 자금과 오랜 공사시간을 요구하며, 안정적인 전력 공급을 위해 지속적으로 필요하다. 전력산업 구조개편 이전에는 일반적으로 정부가 장기적인 전력공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비 투자를 시행하였다. 그러나 전력산업 구조개편 이후에는 전력수급 안정을 위해 새로운 개념의 전력수급기본계획을 수립하였다. 이전과 가장 큰차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 기존 독점구조에서의 발전투자와 경쟁시장이 도입된 이후의 발전투자의 효율성을 비교할 수 있는 방법론을 제시하고자 한다.

Purposes: This study is to examine the causes of limitations of modern western science and philosophy through Ayurvedic thought, and to seek the path of holism for the development of national healing projects. Methods: Therefore, it was inferred that the background of modern Western civilization and the reality of the national healing project would share the flow. In order to examine this, the difference between the East and West's 'recognition of the body and the mind' and the 'perspective on the origin of existence' was examined, and the characteristics of the Ayurvedic five-element novel were examined. Results: Through that process, the "mind and body dualism" in the West and the absence of the "empty element( 空 Śunya)" in Western four-element novels were pointed out as the cause of the limitations. In the sense that the 'empty element' is an invisible world and an immaterial world, it was concluded that the absence of justice was a limitation of Western civilization and a problem of the reality of the national healing project. Conclusions: I hope that this study will lead to continuous research on Ayurvedic ideology and research in the field of natural healing, thus contributing to the development of national healing projects and leading to health, well-being, and self-healing of the people.

There is a movement to respond to the decline of the city through urban regeneration projects, and in particular, the importance of residents-led is increasing. In addition, the concept of resilience to increase the resilience of the city in response to an uncertain future is emerging around the world. This study aims to diagnose urban regeneration projects from a resilience perspective. The target site of the study was set as a selection area for general neighborhood urban regeneration projects in Seoul, and the factors affecting resilience in response to the recent coronavirus were analyzed. As a result of the analysis, it was found that among the contents of the urban regeneration project revitalization plan, the social regeneration content that can lead to residents had a positive effect on resilience. It is expected that the resilience of the city can be improved if the contents that can enhance the self-sustainability of the residents are included from the stage of the plan.
