현재 국내에는 하천시설물의 인증과 관련한 제도와 법령이 마련되어 있지 않다. 하천시설물과 관련된 인증 제도는 효율적인 하천시설물의 유지관리를 가능하게 하고, 치수 안전성 증대에 기여할 수 있다. 본 연구는 미국의 제방 인증(levee accreditation) 제도를 분석하여 국내에 적용하는 방안에 관한 것이다. 미국의 연방 재난 관리국(Federal Emergency Management Agency; FEMA)은 국가 홍수 보험 프로그램(National Flood Insurance Program; NFIP)을 관리하고 있는데, 그의 일환으로 제방 인증 제도를 시행하고 있다. 제방의 인증은 제내지를 보호하는 제방 시스템이 100년 빈도의 홍수에 대한 방어 능력이 있는지를 기술적으로 검토하는 것이다. 여기서 제방 시스템이란, 제방, 홍수벽, 수문 장치, 펌프시설, 암거, 내수 배제 시설 등 홍수로부터 제내지를 보호하기 위한 모든 시설을 포함한다. 미국은 제방 인증을 위한 제도로서 연방 규정 조례(code of federal regulation; CFR)를 두어 제방 시스템의 설계, 운영, 유지관리의 기준을 마련하였다. 제방 인증을 신청하는 기관은 연방 규정 조례에서 정의된 제방 시스템의 운영 및 유지관리에 관한 문서를 갖추어야하고, 공학적인 설계 기준에 대하여 면밀히 검토되어야 한다. 운영 및 유지관리에 관한 사항은 수문과 내수배제 시스템을 포함한 제방 시스템의 홍수 시 운영 지침과 운영실적, 유지보수 지침과 점검 보고서 등이다. 공학적인 설계 기준에 대한 검토사항은 제방의 여유고, 수문, 호안, 제방과 기초의 안정성, 침하, 내수배제에 관한 분석 결과이다. 이러한 제방의 인증에 필요한 기술적인 검토 자료와 관련 문서는 등록된 전문 기술자나 제방의 설계와 시공능력을 갖춘 연방 기관을 통해 보증(certification) 되어야 한다. 현재, 미국에서 제방의 보증을 결정하는 대표적인 기관은 미 공병단(U.S. Army Corps of Engineers; USACE)이다. 제방 보증의 유효기간은 최대 10년이지만 검사와 평가가 지속되고, 유효 기간 만료 전이라도 언제든지 재검토될 수도 있다. 또한, 제방 시스템 전체에 대하여 보증 여부를 결정하고, 개별 시설에 대한 보증이나 조건부 보증은 수행하지 않는다. 국내에 제방 인증 제도를 도입하기 위해서는 제방 인증에 관한 절차, 수행 기관, 수행 방법 등에 대한 규정과 제도가 마련되어야 하고, 현재 국내에서 수행되고 있는 하천시설물의 안전도 검사 방법을 포함한 평가 지표와 평가 기술에 대한 인증 표준화가 요구된다.

The certification for Smart Factory supoort successful management of organization while providing strategic plans to the issue of manufacturing process. In Korea, these standards are prepared as the national standards since 2015, and also, there are actions being taken to adpot the certification for Smart Factory. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about Smart Factory. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of atakeholders' perception for the adoption of Smart Factory certification given the circumstance that the cetitification is implemented through literature review and in-depth interviews. This study will be provide significant implication to build a successful plan for the adoption of Smart Factory certification by reviewing perception of professional and problem, strategy of this certification.

The National Program for Excellence in SW is underway to innovate the software education system and cultivate software professionals with creative convergence thinking in response to the demand for software manpower. This program was started by selecting 8 universities in 2015, and in September 2022, 44 universities are participating. The Wonkwang University's National Program for Excellence in SW, which was selected for this project in 2018, adopted the SW competency certification system to strengthen SW competency and many students actively participated. In this paper, the SW competency certification system program was examined, and lecture evaluation in related subjects and the performance of the certification system were analyzed in detail. Through the analysis results, the performance of the SW competency certification system was identified.

최근 소프트웨어 산업을 살펴보면 생산성 외에도 소프트웨어의 품질에 대해서 개발자와 사용자가 중요하게 여기고 있는 추세이다. 이에 몇몇 기관들이 공산품 인증제와 비슷한 소프프웨어 품질 인증제를 도입하려고 시도하고 있다. 그러나 기존 공산품들에 적용하던 인중 방법과 체계를 일반 소프트웨어 품질 인중에 그대로 적용하는 것은 여러 가지 문제점들을 야기시킨다. 따라서 일반 소프트웨어 제품에 대안 인증을 적절하게 수행하기 위해 메타 모델이 필요하게 되었으며 그러한 메타모델을 [l]에서 제시한 바 있다. 본 논문에서는 이 메타 모델의 유효성 및 적용 가능성을 파악하기 위하여 해당 메타 모델은 통만 인증 프로그램 생성과 기존 인증 프로그램의 분석을 시도하였다.

녹색인증 제도는 '저탄소 녹색성장'을 실현할 새로운 경제 패러다임으로서, 미래 기술을 선점할 수 있는 발판 마련과 함께 주계약자공동도급을 위한 파트너 선정 시 기술력 증명의 근거가 되는 등 설비건설업계가 경쟁력을 갖출 수 있는 한 방안으로 부각되고 있다. 국토해양부, 지식경제부, 기획재정부 등 8개 주요 부처가 공동으로 지원하는 녹색인증제는 크게 ▲녹색기술 인증 ▲녹색사업 인증 ▲녹색전문기업 확인 등으로 구분된다. 녹색기술인증은 신재생에너지와 탄소저감 등 10개 분야를 중심으로 핵심 요소기술을 선정하며, 녹색사업은 녹색성장과 관련된 경제활동으로 경제 기술적 파급효과가 큰 사업을 선정하고 있다. 또한 녹색전문기업 확인은 녹색기술에 의한 매출액 비중에 따라 선정하고 있다. 녹색인증을 획득하면 대외적으로 기술력을 증명할 수 있을 뿐만아니라, 녹색금융상품 세제 혜택, 녹색기술사업화 기업지원 등 각종 지원 혜택을 받을 수 있다. 본지는 이번 호부터 녹색인증제에 대해 연재한다.

In this paper, a zero trust-based complex biometric authentication was proposed in a passwordless environment. The linkage of FIDO 2.0 (Fast IDENTITY Online) transaction authentication platforms was designed in conjunction with metaverse. In particular, it was applied with the location information of a smart terminal according to a geomagnetic sensor, an accelerator sensor, and biometric information for multi-factor authentication(MFA). At this time, a FIDO transaction authentication platform was presented for adaptive complex authentication with user's environment through complex authentication with secondary authentication based on situational awareness such as illuminance and temperature/humidity. As a result, it is possible to authenticate secondary users based on zero trust with behavior patterns such as fingerprint recognition, iris recognition, face recognition, and voice according to the environment. In addition, it is intended to check the linkage result of the FIDO platform for complex integrated authentication and improve the authentication accuracy of the linkage platform for transaction authentication using FIDO2.0.

본 연구에서는 양자 인증 기법 및 양자 서명 기법을 살펴보고 양자 암호 분야의 연구 방향을 제시하고자 한다. 기존에 제안된 양자 인증 기법 중 고전적인 인증 수열을 이용한 인증 기법과 양자 고유의 읽힘 상태를 이용한 인증 기법을 소개한다. 양자 서명기법에서는 양자 역학의 고유한 성질을 만족하는 특징인 GHZ 상태를 이용하여 믿을 만한 제 삼자의 중재를 통하여 서명 검증을 수행한다.

In the fourth industrial revolution and the era of convergence and integration, on the situation that the internal colleges are needed active change included in the improvement of educational quality, I tested it on the purpose of empirical analysis with SPSS v.18 how colleges' efforts on the first periodic Organization Evaluation And Accreditation System(OEAAS) affects on the Perceived Management Performances on the perspective of BSC. As the test result, the Degree of Awareness of Colleges' Efforts on the OEAAS affects on just Colleges' Learning and on Growth. The Degree Propriety of Preparation of the OEAAS affects on Customer Performance, on Internal Process Performance, and, on Finance Performance. And the Degree of Satisfaction of Internal Assessment affects on all of BSC 4 performances. The results of this research could be used on making the management idea of colleges' performance on the OEAAS. In the future, it would be needed advanced researches which are able to make relatedness to the expanse of management performance with the OEAAS.
