The Effect, of Korean Women′s Human Capital on the Employments (한국여성의 ′인적자본′이 취업에 미치는 영향에 대한 연구)

  • This research explores the effect of Korean women's human capital on their employments. The first research question is which Korean women's human capital increase the rate of women's employment. And then the second research question is which Korean women's human capital affect the kind of women's job. In general, women's representative human capital indicates the educational attainment, the training of job skill, the certificate of job, and the their health. Human capital theoriests insist that individual's human capital determines the participation into the labor market, the type of job and wage. But in Korea it is well known that highly educated women's rate of employment is very low. The method of this research is logit analysis and regression analysis, using the cross-sectional data. We find in this research that women's human capital does not have a positive effect on women's employment rate. The longer women's schooling period is, the less women's participation rates into the labor market are. Women's training of job skill, certificate of job and health does not also have a statistical significance on their employment rate. Besides women's human capital does not affect the kind of job. So human capital theory is very limited explanation on Korean women's economic activities.

  • 본 연구는 공공부분에서 수행한 정보통신분야 인력양성사업을 평가하기 위하여 산업연관분석방법론에 최근 내생적 성장이론의 이론적 배경을 결합하여 정보통신산업관련 인적자본을 9개 산업으로 분류한 뒤에 정보통신분야에서 인적자본의 후방승수와 전방승수라는 두 가지 관점에서 분석하였다. 본 연구의 결과는 첫째, 예산의 투입에 따라 인적자본형성이 매년 증가함에 따라, 정보통신분야 인력양성사업은 경제적 외부성이 존재하고 있음을 뒷받침하고 있다. 둘째, 정부의 IT인력양성사업 중에서 전략적인 부분으로 후방연관효과가 큰 분야는 연구(R&D)분야로 나타나 인력양성(HRD)은 연구분야(R&D)와 연계해야 효과가 높은 것을 반증해 주고 있다. 또한 다른 산업에 유발효과가 높은 분야는 정보통신 서비스 부분(IT응용기술 교육)으로 나타났다. 셋째, 인력양성사업으로 인한 부정적인 효과인 가격상승효과도 존재하는데, 사업규모도 적고 일회성 사업 등에 대한 정책적 고려가 필요하다. 마지막으로, 인력양성사업이 유발하는 경제적 파급효과를 자체 부분의 직접효과와 다른 부분에 미친 간접효과를 합하여 계산할 경우, 전체적으로 정보통신분야 인력양성사업의 경제성은 매우 좋은 것으로 나타났다.

  • 신재생에너지기술 개발인력 확보는 국가 에너지 안보의 확보 및 지속적인 성장을 가능하게 하는 주요 요인이다. 관련 사업추진에 있어 비효율성의 제거와 인적자원 개발 정책의 효과적인 추진을 위해서 신재생에너지 인력양성 사업에 대한 체계적인 성과평가가 요구되고 있다. 본 연구에서는 신재생에너지 인력양성의 평가를 위하여 적용가능한 방법론을 살펴 보았다. 기존 인력양성 방법론의 구분을 수정하여 인력 양성의 평가 방법을 성과점검, 요인통제분석, 사업의 파급효과 산출방법으로 분류하고 각 기준별 세부방법론을 제안하였다. 성과점검 방식에는 단순환산/일반질문법, 요인통제분석에는 AHP-DEA효율성 측정방법, 인적자본 축적모형방법이 포함될 수 있다. 마지막으로 사업의 파급효과 산출방법에는 산업연관분석 방법, 인력양성 산업연관도 작성 방법이 있다. 제안된 모형 중AHP-DEA효율성 측정방법은 신재생 에너지 인력양성 평가에 적용될 경우 DEA 모형의 객관성이라는 특징을 최대한 이용하는 동시에, 한계로 지적될 수 있는 변별력 분제를 체계적으로 보완하기위한 방편으로 AHP를 도입함으로써 적절한 인력양성 평가 방법론으로 적용될 수 있을 것이다.

A Study on Estimation of Human Life Cost Occurred by Traffic Accident (교통사고 인명피해비용 원단위 추정에 관한 연구)

  • 본 연구의 목적은 1995년 우리 나라에서 발생한 교통사고의 인명피해비용을 추정 하는 것이다. 인명피해비용추정을 위한 방법론으로는 인적 자본법을 사용하였다. 인적자본 법의 기본이 되는 미래손실생산량의 계산은 임금을 기본으로 하지 않고 GNP를 기준으로 삼는다. GNP 상승률을 8.14%로 고정하고, 성장률에 대한 할인율의 비를 0.92, 0.94, 0.98 로 정하고, 이에 따른 할인율은 0.17, 0.15, 0.10으로 계산된다. 따라서, 각각의 비율에 따 른 총 인명피해액은 1조 2천억원, 1조 5천억원, 2조 6천억원이 된다. 또한, 평균인명피해액 을 구하면, 1억 2천 5백만원, 1억 5천 3백만원, 2억 5천 5백만원이 되며, 비용-편익 분석 을 위한 추정된 총 주행거리당 원단위 비용은 각각의 경우, 5원, 6원, 10원으로 산정 되었 다. 본고에서 추정한 총 주행거리당 원단위 비용은 도로 안전시설물 투자전 평가에 도움을 줄 수 있으리라 기대된다.

The Income Inequality of Wage Earners during 1993-98 in Korea

  • The income of wage earners and the transition of the inequality of their income from 1993 through 1998 have been analyzed. Korea's economy went through an epochal change since the beginning of the IMF economy and the inequality of income, which is part of the change incurred by this situation, has been studied in this thesis. The 'human capital theory' has been chosen as the basis of study. Also, gender, educational background and age, which are the key variables of the 'human capital theory', have been set as independent variables to compare each variable's influence in the distribution of income. From 1993 to 1998, the effect of gender has shown a fluctuating pattern whereas the effect of education declined slowly and the effect of age rapidly. The accumulative effect of the three variables show a fluctuating pattern, but at a declining mode. Though discrimination against gender, educational background and age, in terms of income, is at a declining mode, it is apparent that it still exists. Especially, discrimination against gender is continuing at a fluctuating pattern.

An Analysis on the Reemployment of the Unemployed : Centered on the Applications of Human Capital and Human Capability Perspective (실업자의 재취업에 관한 분석: 인적자본관점(Human Capital Perspective)과 인간능력관점(Human Capability Perspective)의 적용)

  • This study examines the hazard rate of reemployment by conducting the Cox regression analysis. In addition, two gender groups are subjected to comparative analysis to identify the effect of the factors related to the human capital and human capability perspective on reemployment. For this purpose, 1,871 cases are selected from the 5th year data from Korea Labor and Income Panel Study. The results of study are as follows. First, the factors of human capital, such as education, appropriateness of skill level, and job tenure hold negative impact on the probability of reemployment, while factors of human capability, such as basic learning ability, health insurance, social insurance, residential area(living in the Seoul metropolitan area) hold positive on the probability of reemployment. It is interesting note that there are different sets of factors that affect the probability of reemployment in the two gender groups. This trend is even more apparent in the case of factors that pertain to human capability. The results of this study imply that the factors of human capability, which stress the socio-institutional characteristics, should be considered as comparably significant compared to the factors that pertain to human capital when it comes to the estimation of reemployment. Also, results of this comparative study teach us that various perspectives, such as dual labor market theory and gender-segmented labor market theory, should be factored in for reemployment discussion as well. In conclusion, this research delivers several significant messages since it introduces the concept of human capability perspective, subjected to few empirical analyses in the past, and also heralds the way for comparative analysis on the impact of the factors pertaining to human capability on reemployment.

  • As world trade becomes more active and expansive, job mobility has progressed correspondingly in growth. In particular, high-skilled scientists (including advanced-degree holders) now possess the option of various occupational and residential mobilities. We explain the "brain drain" by using two empirical examples. One concerns the U.S. experience of foreign-born Ph.D holders living and working in the United States. The other pertains to the Korean experience, where Korean-origin and foreign-born experienced scientists are actively recruited by the government. We also explore the necessary conditions for recruiting and keeping advanced-skilled scientists, the attainment of which will result in strong future economic growth.

  • This study investigates both backward and forward multipliers of human capital in the field of information technology in order to evaluate human resources programs which were executed in the public sectors. Dynamic interindustry linkages analysis was employed as a methodology after classifying human capitals related to information technology into 9 industries. First, empirical findings showed that there are economic externalities in the IT HRD programs when the formation of human capital increases with more investment in them. Second, another finding was that the effect of HRD programs could be powerful when HRD programs were closely connected with R&D programs, showing that R&D programs among IT HRD programs have huge backward linkage effect. In addition, IT service sector has its own spill-over effect to other industries. Third, however, small budget and one off HRD programs should be considered as a negative price synergy effect. Finally, overall economic feasibility of IT HRD programs turned out to be excellent with consideration of their own economic direct and indirect effect.

The Effects of Status Inconsistency between Spouses on Migration in the United States: Propensities and Rural-Urban Destination Selections (미국에서 이동시 부분간 지위불일치의 효과 : 경향과 농촌-도시 목적지 선택을 중심으로)

  • Using the panel data from the National Longitudinal Survey of Youth 79, we test the effects of relative status inconsistency within American young couples on the direction of migration as well as on migration propensities. Key findings in this study indicate that only couples in which the wife's education is greater than the husband's education are less likely to migrate than couples for which the wife's status is as lower than the husband's. There are no differences in the propensity for rural couples to migrate to urban counties or for urban couples to migrate to rural counties based on status inconsistency between spouses. However, we find that there is the gendered difference in the effect of status inconsistency on the probability of family migration. A spouse's higher status has an impact on a wife's probability of migration but does not affect a husband's migration propensity in a comparable situation. These findings are most consistent with a gender role perspective on migration since increases in the wife's status have little effect on family migration, once the presence and age of children is controlled.

  • Even though numerous studies on the relationship between high-performance work systems (HPWSs) and organizational performance have been conducted over the past three decades, empirical evidence is still lacking in the aspects of context and performance. Thus, this study aims to investigate how HPWSs influence organizational performance, especially innovation performance as a key factor to increase the organization's sustainability. In addition, this study examines how human competency and customer service competency as crucial conditions to facilitate organizational innovation moderate the relationship between HPWSs and organizational performance. To examine these hypotheses, this study used Human Corporate Capital Panel datasets. The results of longitudinal analyses show that HPWSs positively affected organizational performance, and the two competencies strengthened the positive main effect, as we expected. In the discussion parts, this study suggests implications and limitations.
